Licensing Arrangements for Hong Kong Registered Cargo Ships》(HKMISN 6/2025),which supersedes HKMISN 25/2016和 49/2014.

The Note provide
updated information and guidance to shipowners, ship managers, ship masters,
shipbuilders, Recognized Organizations (ROs) and Recognized Security
Organizations (RSOs) regarding the survey, audit, certification and licensing
arrangements:
1. Drawings, Documents and Information to be Submitted, when a ship is joining the Hong
Kong Shipping Register (HKSR) for the first time
2. The information to be submitted,
when the ship company, DP, CSO, LRIT changes
3. A list of the authorized ROs and RSOs,
and list of statutory surveys, audits and certification work
4. If shipowners, ship managers or
shipbuilders choose the HKMD to carry out surveys or audits and issue the
appropriate certificates for the ship, the requirement shall be followed
5. HK
Ships with keel laid between 1 July 1979 and 20 December 2018, are required to
comply with the Hong Kong Merchant Shipping (Seafarers) (Crew Accommodation)
Regulation (Cap.478I). HK Ships meeting the requirements of ILO Convention No.
133 are generally considered in compliance with Cap.478I. The ROs will carry
out inspections of crew accommodation in accordance with Cap.478I and submit
reports to the MD for examination. For HK Ships with keel laid on or after 20
December 2018, their compliance with the Merchant Shipping (Seafarers) (Working
and Living Conditions) Regulation (Cap.478AF) is required, which implements the
Maritime Labour Convention, 2006, as amended.
6. To issue exemption certificates
for the first time to HK Ships in relation to the requirements of the Hong Kong
Merchant Shipping (Safety) Regulations and the international Conventions,
approval only could be given and issued by HKMD。Subsequent renewal of these exemption
certificates may be issued by the ROs or RSOs without approval from HKMD,unless the conditions stated in the original
exemption certificates cannot be fulfilled. Shipowners or ship managers should
submit their applications to SS/CSS by email at exemption@mardep.gov.hk or
through the One Stop e-Service (OSS) of the eBS for the issue of exemption
certificates to vessels for the first time.

1 As approved by IMO Facilitation Committee at its 346th session, FAL.2/Circ. 123 FAL.2/Circ.133-MEPC.1/Circ.902-MSC.1/Circ.1646-LEG.2/Circ.4 provides a list of certificates and documents that are required to be carried on board ships (see Annex I of MSIN 49 / 2011 40/2022).
2 In addition to Annex I, ships are required or recommended also to carry certificates, documents and publications (see Annex II of MSIN 49 / 2011 40/2022).
The requirement of registration when the ship has the conversion or alteration (HKMSIN 22/2007)
As provided by the HKMD, if the ship has the conversion or alteration to the following extent and shall register again under the Merchant Shipping (Registration) Ordinance (Cap. 415 Article 81)
1 In such cases where the dimension and construction of each ship have significant changes after conversion *, the ship shall comply with another set of IMO Convention or the latest Convention; or
2 The propulsion method has changed (For example, change from the non-self-propelled to motor driven, from the sail propulsion to motor driven, including the auxiliary engine/mechanical, changing from the motor driven to water jet propulsion), but this regulation is only subject to the vessel with more than 50 tons of total tonnage.
In order to help the register officer to determine whether the ships need to “re-register” and avoid missing the relevant procedures, it is necessary for the drawing inspecting and certifying authorities in our classification society to urge and assist the ship-owner and ship manager to submit the summary of the modifications about the ships registered in the Hong Kong Shipping Register to the HKMD.
(* If there are no substantial changes, and for the changes arising from re-measuring the ships or in practical operation that have to change the ship’s type due to need of carrying the different types of cargo will not be deemed as significant changes )
Port Clearance procedures relating to Hong Kong registered Newbuildings in China’s Mainland Ports (MSIN7/-2011, CCS Circ 076)
The Maritime Safety Administration of the People’s Republic of China (MSA) had come to an agreement with the Hong Kong Marine Department (MD) to the processing of port clearance of new built Hong Kong registered ships that might have difficulties in producing the original “Certificate of Registry”. The port clearance procedures are mainly as follows:
1 For some new building vessels which built in China’s mainland and will be registered in Hong Kong, MSA has agreed with MD that MD will fax or email a copy of the “Certificate of Registry” directly to the concerned China Maritime Administration offices for processing port clearance for such new built vessels in lieu of the original “Certificate of Registry”.
2 If the owners of the above vessels apply the appropriate MSA office for the processing of port clearance prior to obtaining the original “Certificate of Registry”, the owners will inform MD of the name and facsimile number or email address of such MSA office after submitting application to them.
3 Upon completion of registration of the vessel, MD will send a copy of the "Certificate of Registry" directly by facsimile or by email address as provided by the owner above to confirm the registration of the vessel in Hong Kong.
4 The concerned MSA office, on receipt of the required application documents and the transmission from MD, is to process the port clearance application.
Change of flag survey (HKMSIN 35/200959/2013)
To prevent low-quality ships registering to Hong Kong fleets, the classification society is to receive a List of General Concerns (refer to annex I of HKMISN 35/200959/2013 ) during the change of flag survey according to the requirements in pre-registration quality control (PRQC) system.
Guidance for compliance with vague expressions in certain provisions of Merchant Shipping Regulations(HKMISN 07/2007)
There are vague expressions like “to the satisfaction of the Director” etc. in certain provisions of local Merchant Shipping Regulations used to give effect to SOLAS requirements.
For these years, IMO has adopted more detailed requirements to implement the above regulation, and the HKMD has been revising the relevant local regulations to contain the detailed provisions.
Unless otherwise expressly specified in the attaché annex, this Administration in principle accepts specific requirements, guidelines or recommendations issued by the Recognized Organizations to facilitate compliances by Hong Kong registered ships.
Requirements of Material and Equipment (HKMISN 32/2009, Paragraph 8 & HKMSIN 36/2023)
HKMD accepts materials and equipments complying with the test procedures/standards and performance specifications laid down by IMO. In general, materials and equipments approved by a maritime authority for use on its registered ships or approved by the authorized ROs or RSOs of HKMD are acceptable to be used on cargo ships registered in Hong Kong.
Meanwhile, the materials and equipments for the new-constructed, conversed, altered or repaired ships are to comply with the requirements of the Society.
Marine Department (MD) accepts service providers, materials and equipment complying with the procedures/standards and performance specifications laid down by the International Maritime Organization (IMO). Without contravening the IMO and ship’s Classification Society requirements, service providers, materials and equipment approved by a party of the appropriate IMO conventions for use on its registered ships or approved by the authorized Recognized Organizations (ROs) and Recognized Security Organizations (RSOs) of MD are acceptable to be used on Hong Kong registered ships (HK ships).

General authorization for the dispensation of inclining test for sister ships
HKMD generally authorized CCS to dispense the inclining test of sister ships according to SOLAS II-1/B-1.
The application procedure for the extension of statutory certificates
The ship owners or management companies may apply to HKMD directly for the extension of statutory certificates.
Resolution MSC(92) adopted MSC.1/Circ.1456, the unified interpretations to SOLAS Chapter II-2, the FSS Code and the FTP Code (HKMSIN 40/2013). The primary details as follows:

3 Unified interpretations to the FTP Code: Test for vertically supported textiles and films (paragraphs 3.1.1 and 3.1.2 of part 7 of annex 1 and paragraph 6.2.2 of appendix 1 to part 7 of annex 1 of the FTP code).
HKMD has accepted MSC.1/Circ.1456.
Resolution MSC(92) adopted MSC.1/Circ.1458, the unified interpretations to Revised Guidelines for the Approval of Equivalent Water-based Fire-extinguishing Systems for Machinery Spaces and Cargo Pump-rooms (MSC/Circ.1165), clarifying that when installing "Bilge Nozzel", the term Bilge Area is the space between the engine-room floor plates (perforated or non-perforated) or gratings and the bottom of the engine-room. HKMD has accepted MSC.1/Circ.1458.
Resolutions MEPC (65) and MSC(92) adopted MSC-MEPC.5/Circ.8, the unified interpretations to the application of regulations governed by the building contract date, the keel laying date and the delivery date for the requirements of the SOLAS and MARPOL Conventions. (HKMSIN 48/2013)
HKMD has accepted MSC-MEPC.5/Circ.8.
Resolution MSC(92) adopted MSC.1/Circ.1468, the unified interpretations to paragraph 1.1.4 of the LSA Code, concerning the greatest launching height for a free-fall lifeboat.(HKMSIN 49/2013)
HKMD has accepted MSC.1/Circ.1468 which is the same as UI SC248 in contents.
Resolution MSC(92) adopted MSC.1/Circ.1466, the unified interpretations to fall preventer devices (FPD) (MSC.1/Circ.1392 and MSC.1/Circ.1327), and provides guidance on the requirements for the strength and testing standards to be applied to FPDs.(HKMSIN 50/2013)
HKMD has accepted MSC.1/Circ.1466.
Unified Interpretation of the SOLAS Convention and the IBC and ICG Codes(HKMISN 43/2013)
HKMD has accepted MSC.1/Circ.1459,and doesn't have any other special requirements.

For ships constructed before 1 January 2016, a short length, not exceeding 600 mm, of flexible bellows constructed of combustible material may be used for connecting fans to the ducting in air-conditioning rooms.

Registration requirement for ships not proplled by mechanical means (email 20151207)
For ships not propelled by mechanical means, CCS shall check with HongKong Maritime Department before accepting survey applications.
Authorization of HongKong Local Vessles
CCS has been authorized for HONGKONG Local Vessels survey, and Guangzhou Branch is responsible for technical support.
Clarification of the relevant UI about 'to the satisfaction of the Administration'(HKMISN 37/2023, 08/05/2023)
1.From time to time, MD issues interpretation to the parties concerned on those requirements found in the IMO conventions that are “to the satisfaction of the Administration”. In the absence of specific interpretation, the relevant Unified Interpretations (UIs) adopted by the IMO will be applied for unified implementation.
2.Without contravening the IMO requirements, the UIs of the International Association of Classification Societies (IACS) will be considered on a case by case basis.
3.For interpretation of regulations not addressed by the above, MD will consider the recommendations by the ROs / RSOs of MD on a case by case basis for interpreting the requirements of the applicable instruments, provided that the applicable technical standards recommend by the ROs are within the limits of those applicable conventions.
Electronic Certificates and Electronic Logbooks HONG KONG MERCHANT SHIPPING INFORMATION NOTE 42/2023
The purpose of this Note is to advise the parties concerned on the implementation of the electronic certificates and electronic logbooks for Hong Kong-registered ships as from 21 July 2023. The Hong Kong Merchant Shipping Information Note No. 21/2020 will be revoked on 1 August 2023.
Verification of Electronic Certificate
The following procedures are for the verification of e-certs issued by the Marine Department:
(a) On the web browser, enter the verification website of the Marine Department. Select the type of certificate and enter the unique tracking number of the certificate3; or
(b) Scan the QR code on the certificate to link to the verification website of the Marine Department. The type of certificate and the unique tracking number of the certificate will be automatically filled in. Further information4 may be required to be entered for some certificates.
(c) Enter the Captcha code as appeared on the screen.
(d) The information on the certificate (e.g. whether the certificate is valid or not, the name of the vessel, ship’s numbers, name of seafarer, etc.) will be displayed.
Instructions for verifying the information contained in the electronic certificate, including confirmation of periodic endorsements, when necessary, should be available on board the ship.
Management of Electronic Certificate ashore and on board
Shipowners, operators and crew on ships that carry and use e-certs should ensure that these certificates are controlled through the safety management system, as described in section 11 of the International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code) of the International Maritime Organization.
Except for the exhibit of the Maritime Labour Convention Certificate on board in the form of paper, by making the certificate readily accessible for viewing from an electronic device on board the ship and if the device is not functioning properly, by producing a printout of the certificate on board ship is considered as exhibiting or keeping of a certificate or a copy of that certificate, on board the ship to which the certificate relates is required under a provision of the relevant Ordinance.
Features of Electronic Logbooks and the approval
If an entry or record is required to be made or kept in a log book, such as the official log book, ship’s log book, engine room log book, cargo log book, MARPOL or Ballast Water record books, under a provision of the relevant Ordinance, the requirement is also met by making or keeping the entry or record in the log-book in electronic form in an electronic device on board the ship to which the log-book relates and in accordance with the applicable requirements set out in the electronic log-book guidelines5. Regarding the approval of electronic log-books on Hong Kong-registered ships, ROs have been authorized on behalf of the Hong Kong SAR Government.
Issuance of e-certs on Commencement of Amendment Ordinance
All statutory certificates issued by the RO on behalf of the Hong Kong SAR Government would also be available in electronic format upon the commencement of the Amendment Ordinance. There is no change to the issuance of paper certificates in the Amendment Ordinance and therefore there is no urgent need to replace the paper certificates with electronic certificates onboard Hong Kong-registered ships.
11. With the issuance of e-certs for Hong Kong-registered ships starting from 1 August 2023 by the Marine Department, the service for shipowners and their representatives to collect the Certificate of Registry issued by the Marine Department at the Beijing Office (BJO), respective Economic and Trade Offices (ETO) and Regional Desks (RD) will be terminated. Consequentially, the respective Hong Kong Merchant Shipping Information Note No. 21/2020 will be revoked on 1 August 2023.

HKMD informs of that the subject IMO circular applies to cargo ships constructed on and after 1 January 2012.
Application of MSC. 338 (91)
1. The new Code on Noise Levels on Board Ships will take effect upon entry into force of the new SOLAS Regulation II-1/3-12 on 1 July 2014. The new SOLAS regulations II-1/3-12.2.1 and II-1/3-12.2.2 required ships delivered before 1 July 2018 to take measures to reduce machinery noise in machinery spaces to acceptable levels as determined by the Administration.
Any noise reduction measures taken on Hong Kong Registered ships delivered before 1 July 2018 shall make reference to Resolution A.468(XII)----"Code on Noise Levels on Board Ships", and that a noise survey report shall be made for each of the applicable ships in accordance with Chapter 4 and Appendix 1 of Resolution A.468(XII).
2. Application of Code on Noise Levels on Board Ships (E-mail from HKMD to CCS Newbuilding Department on May 15, 2014)
The Hong Kong Marine Department deems that the Code on Noise Levels on Board Ships adopted by resolution MSC.337(91) shall apply to ships of 1600 gross tonnage and above:
1) For which the building contract is placed on or after 1 July 2014; or
2) The keels of which are laid or which are at a similar stage of construction on or after 1 January 2015; or
3) The delivery of which is on or after 1 July 2018.
Unified Interpretations of PSPC (Hong Kong Merchant Shipping Information Note 30/2013"Unified Interpretations of the Performance Standard for Protective Coatings for Dedicated Seawater Ballast Tanks in All Types of Ships and Double-side Skin Spaces of Bulk Carriers")
Unified Interpretations (MSC.1/Circ.1465) of the Performance Standard for Protective Coatings for Dedicated Seawater Ballast Tanks in All Types of Ships and Double-side Skin Spaces of Bulk Carriers should be used when applying the relevant provisions of the Performance Standard.
Protection against noise(letter MP/U/508/17、MSIN1414)
The new Code on Noise Levels on Board Ships will take effect upon entry into force of the new SOLAS Regulation II-1/3-12 on 1 July 2014. The new SOLAS regulations II-1/3-12.2.1 and II-1/3-12.2.2 required ships delivered before 1 July 2018 to take measures to reduce machinery noise in machinery spaces to acceptable levels as determined by the Administration.
HKMD released a written notice(letter MP/U/508/17、MSIN1414) in April 2013 and made a further written clarification on 27 March 2014 to clear that for Hong Kong flagged existing ships the above-mentioned acceptable levels are the relevant standards given in IMO resolution A.468(XII) “Code on Noise Levels on Board Ships”, and to give the relevant detailed implementation requirements. Unless otherwise stated, the following requirements apply to Hong Kong flagged existing ships of 1600 gross tonnage and above which are defined in regulation 3-12.2 of SOLAS Chapter II-1.
1. The Administration requires ships to take measures to reduce machinery noise in machinery spaces to acceptable levels as specified in paragraph 4.2.1 of A.468(XII). Additionally noise level measurement in machinery spaces shall be carried out on board ships. Noise survey reports are to be made and cover at least the requirements regarding to machinery spaces in paragraphs 2.8.3, 4.2.1, 4.3 and the model format in Appendix 1 of A.468(XII).
2. For ships delivered on or after 1 July 2014, requirements in paragraph 1 shall be met at the time of delivery.
3. For ships delivered before 1 July 2014 and not subject to noise level measurements, requirements in paragraph 1 shall be met not later than the date the first renewal survey of Safety Construction Certificate on or after 1 July 2014, and in no case later than 1 July 2018. A statutory memorandum has already been added to these ships: “The ship shall meet Flag’s requirement on implementation of MSC.338(91) not later than the first renewal survey of Safety Construction Certificate on or after 1 July 2014 and in no case later than 1 July 2018. For details please refer to CCS Circular Total No.504)”. Ships under construction are suggested to meet the requirements in paragraph 1 at the time of delivery, and if this cannot be met, surveyors carrying out construction surveys are to add the aforementioned memorandum to these ships.
4. For ships delivered before 1 July 2014 and subject to noise level measurements, if the model format in Appendix 1 of A.468(XII) was not used in measurement survey reports, it would be acceptable that these reports include the ship’s major particulars and the measuring data covers those of machinery spaces (i.e., control rooms, workshops, turbocharger, top of propulsion machinery, auxiliary diesel engines/turbogenerators, reduction gear and non-specified workspaces).
5. The Administration requires that for sister ships with identical construction and machinery arrangements, noise level measurements shall still be carried out on board every ship.
6. For applicable ships noise measurement companies shall comply with either of the following conditions, and CCS surveyors are to file relevant documentations along with noise measurement reports:
1) it is approved by CCS and copies of approval certificates shall be submitted; or
2) it is a third-party measurement company (i.e., shipyard/ship design consultant/specialist firms), provided that its measurement personnel are properly trained and its measure equipment is certified to be in working condition. Copies of personnel training and equipment certifications shall be submitted.
7. In addition, noise level measurements carried out after the release date of CCS Circular Total No.504 shall meet the requirements in CCS Guidelines for Noise Control and Testing of Ships and Products, besides those for noise measurement companies in paragraph 6.
8. Ships beyond the scope of SOLAS II-1/3-12.1 and the keels of which are laid or which are at a similar stage of construction on or after 1 January 2015, shall comply with the requirements of Cap. 369S (MS (SAFETY) (CARGO SHIP CONSTRUCTION AND SURVEY) (SHIPS BUILT ON OR AFTER 1 SEPTEMBER 1984) REGULATIONS) Regulation 28 Protection Against Noise as listed below(email150821):
1) In every ship, measures shall be taken to reduce noise levels in machinery spaces as far as is reasonable and practical. On completion of a ship noise levels in machinery spaces shall be measured in accordance with the following requirements and a record of the measurements taken shall be retained on the ship.
i) Noise levels in machinery spaces shall be measured when the largest number of machines that operate simultaneously in service are at their normal service loads. Measurements taken during sea trials at normal ahead service speed of the ship will be accepted.
ii) The equipment and procedures for measuring and recording noise levels in machinery spaces shall be generally in accordance with the provisions of the United Kingdom publication entitled "The Code of Practice for Noise Levels in Ships" published by Her Majesty's Stationery Office, or other equivalent standard acceptable to the Director. IMO A.468(XII) can be considered as s equivalent standard acceptable to the administration.
2) Noise levels in machinery spaces shall not exceed 110 dB(A) provided that the Director may, under such conditions as he may specify, permit higher noise levels having regard to the size of the ship and the type of machinery installed.
3) Any machinery space in which the noise level exceeds 90 dB(A) and which is required to be manned shall be provided with a designated refuge from noise.
4) Every entrance to a machinery space in which the noise level exceeds 85 dB(A) shall be provided with a warning notice comprising a symbol complying with British Standards Institution specification number BS 5378:1980 or other equivalent standard acceptable to the Director and a supplementary sign stating 'High Noise Levels. Use Ear Protectors'. Sufficient ear protectors shall be provided for use in such spaces.
UNIFIED INTERPRETATIONS OF THE CODE ON NOISE LEVELS ON BOARD SHIPS (RESOLUTION MSC.337(91)) MSC.1/Circ.1509 NO:11/2016
The MSC.1/Circ.1509 includes unified interpretations about measurement, maximum acceptable sound pressure levels and acoustic insulation between accommodation spaces. The HKMD accepts the MSC.1/Circ.1509.
Unified Interpretations of Chapters 5, 9 and 10 of the FSS Code(MSIN 20/2015)

Fibre Reinforced Plastic (FRP) gratings used in lieu of steel gratings for safe access to tanker bows should meet the requirement of the unified interpretation MSC.1/Circ.1504.
Revised Design Guidelines and Operational Recommendations for Ventilation Systems in Ro-ro Cargo Spaces(MSIN: 13/2016)
1. The Maritime Safety Committee(MSC) of the International Maritime Organization (IMO) at its 95th session in June 2015 approved the circular MSC.1/Circ. 1515 to revise the Design Guidelines and Operational Recommendations for Ventilation Systems in Ro-ro Cargo Spaces(MSC/Circ.729).
2. Ship owners, managers, operators and masters, classification societies and shipbuilders of Hong Kong registered ships are requested to note and observe the Revised Design Guidelines as appropriate for ventilation systems in Ro-ro cargo spaces.
Guidance on Pressure Testing of Boundaries of Cargo Oil Tanks under Direction of the Master (MSIN: 8/2016)
1. The Maritime Safety Committee(MSC) of the International Maritime Organization (IMO) at its 95th session in June 2015 approved the circular MSC.1/Circ. 1502 regarding to guidance on pressure testing of boundaries of cargo oil tanks under direction of the master.
2. Ship owners, ship managers, ship operators, ship masters, classification societies and shipbuilders of Hong Kong registered ships are reminded to take note of these amendments and act accordingly.

1. Maintenance of portable fire extinguishers
IMO Res.A.951(23), paragraph 9.1.1
(1)Portable fire extinguishers are to be examined annually by a competent person; (A competent person may be taken as Chief Officer, Second Engineer or above);
(2)Each portable fire extinguisher is to be with a tag indicating that it has been examined;
(3)CO2/Halon Portable fire extinguishers should not to be located in accommodation spaces;
(4)At least one portable fire extinguisher of each type manufactured in the same year and kept on board a ship is to should be test discharged at five yearly intervals (as part of a fire drill).
2. Spare charges for portable fire extinguishers
IMO MSC/Circ.847, paragraph 6.2
For portable fire extinguishers of the same type, capable of being recharged on board, the spare charges are to should be provided as follows:
(1) For portable fire extinguishers capable of being recharged on board, the requirements are as follows: 100% for the first ten portable fire extinguishers of the same type and 50% for the remaining portable fire extinguishers but not more than 60; and
(2) For portable fire extinguishers that cannot be recharged by the crew, additional portable fire extinguishers of the same quantity, type, capacity and number as determined in (1) above are toshould should be provided in lieu of spare charges.
3. Testing for portable fire extinguishers

Containers of permanently pressurized portable fire extinguishers and propellant bottles of non-pressurized portable fire extinguishers are to be hydraulic pressure tested as follows by a competent service station recognized by CCS:
(1) Powder type of portable fire extinguishers every 10 years;
(2) CO2 type of portable fire extinguishers every 10 years;
(3) Other type of portable fire extinguishers every 10 years; and
(4) Containers of non-permanently pressurized portable fire extinguishers are to be hydraulic pressure tested every 10 years.
4. Maintenance and inspection of fixed carbon dioxide fire extinguishing system

All Hong Kong registered ships shall carry out maintenance and inspection of fixed carbon dioxide fire extinguishing systems in accordance with IMO MSC/Circ.1318 MSC.1/Circ.1318/Rev.1. High pressure cylinders should be subject to hydrostatic tests at intervals not exceeding 10 years. At the 10-year inspection, at least 10% of the total number provided should be subject to an internal inspection and hydrostatic test by a competent service station recognized by CCS.
5. Controls for fixed carbon dioxide fire extinguishing system
FSS Code, Chapter 5, paragraph 2.2.2
Carbon dioxide systems are to shall comply with the following requirements:
(1) Two separate controls are to shall be provided for releasing carbon dioxide into a protected space and to ensure the activation of the alarm. One control is to be used for opening the valve of the piping which conveys the gas into the protected space and a second control are to shall be used to discharge the gas from its storage containers. Feasible measures are to be taken to ensure the sequence of operation; and
(2) The two controls are to shall be located inside a release box clearly identified for the particular space. If the box containing the controls is to be locked, a key to the box are to shall be in a break-glass-type enclosure conspicuously located adjacent to the box.
6. Foam fire-extinguishing systems

Fixed foam extinguishing systems are to should be inspected every two years by a competent service station recognized by CCS. Foam Sample test is to analysis shall be carried out to foam concentrate stored onboard in after a period of 3 years of date supplied onboard after being supplied to the ship and thereafter every year. Sample test is to be carried out to foam concentrate by a at authorized service agent or manufacturer’s laboratory authorized by CCS. A record of the age of the foam concentrates and of subsequent controls is to should be kept onboard.
7. Air cylinders for self contained breathing apparatus (SCBA)
IMO MSC/Circ.850, 1432
IACS Recommendation No.88
SCBA air cylinders are to be examined at least annually by a competent service station recognized by CCS. SCBA cylinders are to be hydraulic pressure tested at intervals not exceeding 5 years and the hydrostatic test is to be carried out by a competent service station recognized by CCS, and the hydrostatic test date must be permanently marked on the bottles. Two spare charges suitable for use with the breathing apparatus are to be provided for each SCBA. If cargo ships are equipped with suitably located means for fully recharging the air cylinders free from contamination, only one spare charge is required for each required SCBA.

Air bottles are to be hydraulic pressure tested by a competent service station recognized by CCS at intervals not exceeding 5 years and the hydrostatic test date must be permanently marked on the bottles.
10. IMSBC
IMSBC certificate is to be issued according to ship owners and relevant agreement of CCS. The certificate is not to be issued on behalf of HKSAR, and without label of “ISSUED ON BEHALF OF HKSAR”.
11.Remotely located survival crafts

Liferafts, if located at the aft/forward end of the ship and at a distance of more than 100m from the closest survival craft, as required by SOLAS regulation III/31.1.4, are to be regarded as “remotely located survival craft” with regards to SOLAS regulation III/7.2.1.2. Following requirements are to be applied to all HK cargo ships regardless of date of construction.
(1) A minimum number of 2 lifejackets and 2 immersion suits;
(2) Adequate means of illumination, complying with SOLAS regulation III/16.7, either fixed or portable, which are to be capable of illuminating the liferaft stowage position as well as the area of water into which the liferaft are to be launched. Portable lights, when used, are to have brackets to permit their positioning on both sides of the ship; and
(3) An embarkation ladder or other means of embarkation enabling descent to the water in a controlled manner * in accordance with SOLAS regulation III/11.7.
* Controlled manner: A knotted rope is not acceptable for this purpose.
12.Periodic servicing and maintenance of lifeboats launching appliances & on-loadrelease gear

In accordance with the IMO MSC.1/Circ.1206/Rev.1, ship management company is to employ the manufacturer or a person appropriately trained and certified by the manufacturer to carry out the annual servicing and maintenance of lifeboats, launching appliance and on-load release gear. Under special circumstances, if ship management company may not be able to source the manufacturer certified facilities or personnel to carry out the servicing and maintenance work, HKMD would accept a service provider to carry out these functions, provided that the following conditions are complied with.
(1) The service provider is to be a firm engaging in ship repair/maintenance business, and is to have adequate track record to prove that it has sufficient expertise and experience in inspection, repair, testing and maintenance of lifeboats, launching appliances and on-load release gear and such record is to be done to the satisfaction of site surveyor and the service provider is to the satisfaction of site surveyor under the provision of IMO MSC.1/Circ.1277;
(2) When carrying out servicing and maintenance, the service provider is to follow the Guidelines as stated in the Annex 1 and the Specific procedures as stated in the Appendix of IMO MSC.1/Circ.1206/Rev.1;
(3) The five-yearly dynamic operational test of the winch brake is to be witnessed and monitored by CCS’s surveyor and meet surveyor’s requirements; and
(4) Upon completion of the services, reports and records as stated in paragraph 13 to 15 of Annex 1 of IMO MSC.1/Circ.1206/Rev.1 are to be properly maintained onboard.
13.Lifeboat turnout
SOLAS regulation III/20.7
SOLAS regulation III/20.7 requires that all lifeboats, except free-fall lifeboats, are to be turned out from their stowed position, without any person onboard if weather and sea conditions so allow.
14.Lifeboat drill

When performing drills with persons on board a lifeboat, the lifeboat is to first be lowered and recovered without persons on board to ascertain that the arrangement functions correctly. The lifeboat is to then be lowered into the water with only the number of persons on board necessary to operate the boat.
15.Freefall lifeboat drill

When the lifeboat is free-fall launched as part of a drill, this is to be carried out with the minimum personnel required to manoeuvre the boat in the water and to recover it. The recovery operation is to be carried out with special attention, bearing in mind the high risk level of this operation. Where permitted by SOLAS, simulated launching of lifeboats is to be carried out in accordance with the manufacturer’s instructions, and in compliance with requirements of the IMO MSC.1/Circ.1206/Rev.1.
16.Lifeboat fall preventer device
IMO MSC/Circ.1327
A “Fall Preventer Device” (FPD) can be used to minimize the risk of injury or death by providing a secondary alternate load path in the event of failure of the on-load hook or its release mechanism or of accidental release of the on-load hook. However, FPDs are not to be regarded as a substitute for a safe on-load release mechanism.
If FPDs are provided, they must be designed, installed, inspected and utilized in accordance with the manufacturer instruction and complied with IMO MSC.1/Circ.1327. The ship’s operating crew should be familiar with the operation of the FPD fitted to the lifeboat on their ship. The procedure to be followed is to be contained in the ISM Code documentation and the ship’s training manual.

Wire rope grips “bulldog grips” are not accepted. Where wire rope grips “bulldog grips” are found to have been used on primary load-bearing terminations, arrangements are to be made by the operators to have them replaced wedged socket etc.

Test on DSC radio installations must be completed with reception acknowledgement so that the effectiveness of the equipment could be ensured. If no acknowledgement is received despite of numerous tests, it is to be recorded in the radio logbook and the shore engineer is to be called upon to check the effectiveness of the DSC radio.

21.Dispensation for shipboard crew

22.Application evidence for certificate of endorsement
The “Consolidated Application for the Issue of Hong Kong Licence(s)” is the official acknowledgement and is issued in accordance with paragraph 5 of STCW regulation I/10. The officers is allowed to serve on Hong Kong registered ship(s) in the indicated or lower for three months pending the issue of the Hong Kong Licences under STCW I/2 paragraph 5. The fax copy of the “Consolidated Application for the Issue of Hong Kong Licence(s)” serves the purpose of documentary proof and there is no mandatory requirement to have original copy onboard for this official acknowledgement.
23.Annual Performance Test of AIS

To carry out annual performance test of AIS in accordance with the IMO MSC.Circ.1252 by a qualified radio inspector of an approved radio firm, and to retain the "AIS Performance Test Report" issued by the radio firm on board the ship.

This circular letter is to remind owner of Hong Kong registered ship and master from managing company to comply with requirement on crew’s work and break time by International Convention on Standards of Training, Certification and Watch-keeping for Seafarers, 1978, and suggest to use standard IMO/ILO format to record crew’s work and break time, as well as the interval.
27.Port State Control

In the event of a Hong Kong registered ship being detained as a result of PSC intervention, the shipmaster or owner should immediately:
(1) Forward a copy of the PSC inspection report (i.e. FORM A and FORM B), stating when, where and by whom the ship has been detained, to this Department; and
(2) Contact the local office(s) of the ship’s Classification Society and/or the ship’s SMC classification Society and/or the ship’s ISSC Recognized Security Organization to arrange an inspection and/or audit for confirmation of the deficiencies and/or nonconformities, and other necessary remedial action as directed by the port State.
28.Emergency escape breathing device (EEBD)

At least two (2) EEBDs and one spare EEBD are to be provided in accommodation spaces.
EEBDs are to be provided in machinery spaces as stated below:-
(1) Machinery spaces of category A containing machinery used for main propulsion:
(a) One (1) EEBD in the engine control room, if located within the space.
(b) One (1) EEBD in workshop areas, if there is, however, a direct access to an escape way from the workshop, an EEBD is not requirement.
(c) One (1) EEBD on each deck or platform level near the escape ladder constituting the second means of escape from the machinery space (the other means being an enclosed escape trunk or watertight door at the lower level of the space).
(2) In machinery spaces of category A other than those of above (1):
(a) One (1) EEBD, as a minimum, on each deck or platform level near the escape ladder other than a fire shelter, an escape trunk or a watertight access door to safe spaces.
Emergency Escape Breathing Devices are to be examined at least annually by suitably qualified ship’ staff, or by a competent service station recognized by CCS.
Hydrostatic testing of EEBD is to be carried out in accordance with the repair and maintenance manual from manufacturer.
29.Immersion suit

(1) An immersion suit of an appropriate size is to be provided for every person on board;
(2) At least two (2) immersion suits of an appropriate size at the bridge;
(3) At least two (2) immersion suits of an appropriate size at the engine control room; and
(4) At least two (2) immersion suits of appropriate size for additional forward liferaft fitted.
To ensure the maintenance of adequate strength and water tightness of immersion suits and anti-exposure suit, each suit is subject to an air pressure test at intervals not exceeding three years, or more frequent test for suits over ten years.
30. Electronic Nautical Publications and Digital Notice to Mariner

Referring to enquiry of using Electronic Nautical Publications (ENPs) and Digital Notice to Mariner (Ntm) with applicable correction/amendment for nautical publications (either paper or electronic publication) on board HK registered ship,
please note the following:-
(1) In any case, the media should be treated in accordance with the document control procedures in the ship.s SMS including procedures for timely update.
(2) Bearing in mind that such publications or Digital Ntm need to be readily available for use in case of emergency without being restricted to a specific place and by the availability of a computer.
(3) In addition, hard copies of the publications and their correction/amendment for emergency use, including the International Code of Signals and IAMSAR Manual,shall be provided on board.
(4) When ENPs are used on board Hong Kong registered ships, the following requirements are applicable:-
(a) ENPs shall either be published by IMO, an Administration, a hydrographic organization, or other organizations which are authorized by an Administration;
(b) ENPs shall be kept up-to-date;
(c) ENPs shall be accessible to the Officer of Watch (OOW) without the need to leave his duty station;
(d) a computer shall be dedicated for ENPs and connected always to the main and emergency power supplies;
(e) for backup purpose, ENPs shall also be available in another computer on board which shall be accessible to the OOW in a short period of time; and
(f) operational guidelines for using the system and viewing of the publications shall be available on board and make known to the officers concerned.
(5) When using Digital Ntm with applicable correction/amendment for either ENPs or paper publication on board HK registered ship, the above guideline should also be taken into consideration.
(6) In additional to the above guidelines, it is advised to refer to the detail of MSC-MEPC.2/Circ.2 IMO requirements on carriage of publications on board ships.

32. Multiple Load Lines

Applicant should contact the Recognized Organization (RO) directly and provided with the details such as the figure of original load line with the dead weight and the new load line with the new dead weight etc. to seek Marine Department’s
authorization for assigning additional load lines.
Each set of the load line marks shall be verified by a surveyor of the RO when they are marked on the ships sides for the first time and subsequent periodical inspections.
Marine Department accepts that the verification can be conducted by the ship’s master instead of the RO surveyor. For change of the assigned freeboard, the master should follow the guidelines.
33. Exemption from Fixed Fire-extinguishing System Cargo Spaces
Cap. 369Y, regulation 31(2)(b)
Every cargo space on cargo ship of 2,000 tons and upwards shall be provided a fixed gas fire extinguishing system complying with the provisions of the Fire Safety Systems Code (FFS).
The Director may exempt any Hong Kong registered ship from the above requirements if the ship is constructed and solely intended for the carriage of ore, coal, grain, unseasoned timber or non-combustible cargoes or cargoes which, in the opinion
of the Director, constitute a low fire risk; and the ship is fitted with steel hatch covers and effective means of closing all ventilators and other openings leading to the cargo spaces.
Applicant (either owners/management company/Recognized Organization) should send the application for the exemption to Cargo Ships Safety Section (e-mail: ss_css@mardep.gov.hk) with: (A) a statement issued by the Recognized Organization
(RO) to confirm that the vessel complies with SOLAS Reg. II-2 10.7.1.4 as follows:
(1) the vessel is constructed, and solely intended, for the carriage of ore, coal grain, unseasoned timber, non-combustible cargoes or cargoes which constitute a low fire risk; and
(2) the ship is fitted with steel hatch covers and effective means of closing all ventilators and other openings leading to the cargo spaces; and
(B) a copy of the “Certificate of Survey” (COS) of the ship issued by the RO.
The initial Exemption Certificate will be issued by the Director of Marine. However, for operational conveniences to all parties, all subsequent renewal of these exemption certificates may tie in with the renewal of the trading certificates and be issued by
ROs or RSOs. The Director needs not be consulted by ROs or RSOs on the renewal of such exemption certificates unless the conditions stated by the Director in the original exemption certificates cannot be fulfilled.
34. Bridge Navigational Watch Alarm System (BNWAS)
The position of Hong Kong Marine Department is as follows:
(a) BNWAS which is going to be installed prior to 1 July 2011 should preferably be of an approved type conforming to IMO resolution MSC.128(75) - Performance Standards for a Bridge Navigational Watch Alarm System (BNWAS), unless the
owner applies for exemption from us with reasonable grounds;
(b) BNWAS which is already installed may be exempted from full compliance with MSC.128(75) provided that it has similar functions to a BNWAS conforming to MSC.128(75); and
(c) BNWAS which is not in full compliance with MSC.128(75) should be tested by its manufacturers or our recognized ROs to confirm that it is suitable for installation on board ships and has similar functions to a BNWAS conforming to MSC.128(75).
If the BNWAS was installed prior to 1 July 2011, you are required to approach the vessel’s classification society for their verification of complying with the above.
Otherwise, BNWAS installed after 1 July 2011, it needs full compliance with IMO standards requirement.
Acceptance of Servicing Stations for Inflatable Life Rafts
This Administration accepts materials and equipments complying with the test procedures/standards and performance specifications laid down by IMO. In general, the Administration accept servicing stations for inflatable life rafts that are approved by a State which is Party to the SOLAS Convention or by an RO on behalf of the Administration or other Party to SOLAS Convention.

Interim Guidance for In-Service Testing of Automatic Sprinkler Systems(MSIN 18/2015)
The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) at its 94th session in November 2014, approved a circular MSC.1/Circ.1493, with a view to providing an interim guidance for in service testing of automatic sprinkler systems . Hong Kong registered ships are required to be act accordingly.
Amendments to the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual
The purpose of this Note is to promulgate IMO circular MSC.1/Circ.1513 to advise the parties concerned of the amendments to the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual which will enter into force on 1 July 2016.
1. The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) approved the amendments to the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual in June 2015.
2. The above amendments as annexed to the IMO circular MSC.1/Circ.1513 become applicable on 1 July 2016.
3. The details of these amendments as annexed to the IMO circular MSC.1/Circ.1513 can be found on the website of Marine Department(http://www.mardep.gov.hk/en/msnote/msin.html) as attachment to this Note.
PERFORMANCE STANDARD, FUNCTIONAL REQUIREMENTS AND SYSTEM REQUIREMENTS FOR THE ASSESSMENT OF SMOKE MANAGEMENT SYSTEMS MSC.1/Circ.1514(MSIN:12/2016 18 January 2016)
Smoke management system is an engineered system including all methods that can be used singly or in combination to handle smoke movement ensuring a safe evacuation of persons in case of fire by preventing the contamination of smoke into escape routes. The life-safety performance criteria for safe evacuation should be acceptable to the Administration. The HKMD accept the MSC.1/Circ.1514. The purpose of the guidance is to provide performance standard, functional requirements and system requirements on smoke management systems installed on new passenger ships.

Five-yearly
load test of means of embarkation and disembarkation
As
per clarification of HKMD email, the five-yearly load test of means of embarkation
and disembarkation should be carried out during the renewal survey of the
relevant statutory certificates of the vessel.
The World Radiocommunication Conference 2012 made extensive changes to appendices 17 and 18 of the Radio Regulations (RR). Whilst these changes do not affect the GMDSS, they do affect the use of other frequencies that would be used by services such as Port Operations and VTS. Considering that incompatibility may exist between radiocommunication equipment installed on ships, and the revised frequencies and channelling arrangements for the maritime HF and VHF bands as contained in appendices 17 and 18 to the Radio Regulations (RR) – Edition 2012, The Maritime Safety Committee, at its ninety-second session (12 to 21 June 2013), approved the Guidance on the validity of radiocommunications equipment installed and used on ships.
According to this guidance, action should be taken as follows:
1. Timely action is required by ships to ensure that radiocommunication equipment complies with the RR. Replacement of operating hardware may be necessary to meet the changed requirements.
2. To ensure GMDSS communication capability, HF radiocommunication equipment capable of operating narrow-band direct printing (NBDP) should be updated so that following the first radio survey after 1 January 2017 it meets the channelling arrangements reflected in sections II and III of part B in appendix 17 of the Radio Regulations.
3. Radiocommunication equipment, other than HF radiocommunication equipment capable of operating NBDP, does not necessarily need to be updated by the first radio survey after 1 January 2017, but may be updated appropriately in accordance with the decisions of the Administration.

Every ship engaged on voyages exclusively in sea area A1 shall carry at least one person holding either a restricted operator’s certificate, a general operator’s certificate, a second-class radio electronic certificate or a first-class radio electronic certificate issued in accordance with the Radio Regulations.Every ship engaged on voyages beyond sea area A1 shall carry at least one person holding either a general operator’s certificate, a second-class radio electronic certificate or a first-class radio electronic certificate issued in accordance with the Radio Regulations. In case the availability of functional requirements specified in section 5 is to be ensured by at-sea electronic maintenance capability, the ship shall carry at least one person holding a second-class radio electronic certificate or a first-class radio electronic certificate issued in accordance with the Radio Regulations. Alternatively a ship which is registered in a country other than Hong Kong may carry at least one person holding such equivalent at-sea electronic maintenance qualification as may be approved by an authority empowered or recognized in that behalf by the law of the country in which the ship is registered.
Qualification of Radio Person:
For the purposes of this Regulation, no person shall be qualified on board a Hong Kong ship unless he is the holder of
(a) a valid and appropriate certificate issued by the Communications Authority or a comparable authority recognized by the Communications Authority as the equivalent of such a certificate issued by the Communications Authority;
(b) a valid Authority to Operate granted by the Communications Authority to operate a radiocommunications station established in a ship under a licence issued by the Communications Authority.

Survey requirements in Condition Assessment Scheme(CAS) for Existing oil tankers flying the flag of Hong Kong (CD287)
The Guidelines for Surveys of Condition Assessment Scheme (CAS) for Existing Oil Tankers of the Society, and Circular No.331 (CD 331) both have clear stipulations, but when CAS surveys are conducted on ships flying the flag of Hong Kong, it is to be paid attention to the following items (the numbers of Articles in the brackets are the corresponding requirements in the Instructions of Condition Assessment Scheme(CAS) of HKMD ):
1 Provided that all requirements are satisfied and with the consent of HKMD in written, shipping companies may apply to the Society for CAS survey before the expiry date of CAS. (Article 4.5)
2 CAS survey is not to be conducted where the CSA survey plan is not consented by the Society. (Article 5.2.1)
3 HKMD may participate the CAS surveys on ships flying the flag of Hong Kong. (Article 6.1.2)
4 All records on CAS survey including the measures adopted are to be made into a traceable documentation, which is available when HKMD needs. (Article 8.2)
5 The auditors for CAS survey report are not to participate the CAS survey of the ship being audited. (Article 9.1.2)
6 The ships regarded as non-compliance with CAS requirements by HKMD, may have a re-assessment. Under such circumstance, the deficiency proposed when HKMD refuses to issue the document of compliance is to be eliminated, and the rectified measures are to be audited to ensure that the ship has satisfied the CAS requirements. The re-assessment is usually carried out by a recognized organization and HKMD. (Article 10)
7 Where the ship which is audited by HKMD and holds a document of compliance carries out a class transfer or renewal of management company, if the DOC is still within the validity period and the ship’s conditions and status are unchanged, HKMD may consider and declare that the DOC is still kept valid. (Article 11.8)
Acceptance of Equivalents (Alternative Compliance Method) and Authorization to Carry out Approval, Survey and Certification of Exhaust Gas Cleaning System for HK Ships
Regulation 14 of MARPOL Annex VI requires ships to use fuel oil with a Sulphur content not exceeding that stipulated in Regulation 14.1 or 14.4. Regulation 4 of MARPOL Annex VI allows, with the approval of the Administration, the use of an alternative compliance method at least as effective in terms of emission reductions as that required by the MARPOL Annex VI, including the standards set forth in Regulation 14 by taking into account any relevant guidelines developed by the IMO pertaining to the equivalents provided for in Regulation 4.
In view of the circumstance that ship owners have to comply with the SOx emission control requirements of ships effective on 1 January 2020, this Administration accepts the EGC system as equivalents under Section 98 of Merchant Shipping (Prevention of Air Pollution) Regulation, Cap.413P, and authorize China Classification Society, to carry out the approval, survey and certification of EGC system installed onboard Hong Kong registered ships on behalf of the HongKong Special Administrative Region of the People’s Republic of China under IMO’s Resolution MEPC.259(68)340(77) — 20152021 Guidelines for Exhaust Gas Cleaning Systems, subject to the following conditions:
1) The approval, survey and certification of EGC system are complied with all applicable requirements under the Annex of the IMO Resolution MEPC.259(68)340(77) — 20152021 Guidelines for Exhaust Gas Cleaning Systems;
2) The emission reduction of the EGC system is complied with Regulation 14 of MARPOL Annex VI;
3) On completion of approval, survey and certification of the EGC system in a Hong Kong registered ship, China Classification Society shall inform this Administration with a copy of approved SOx Emissions Compliance Plan and a copy of SOx Emissions Compliance Certificate for Scheme A or a copy survey statement/report of EGC system for Scheme B; and
4) China Classification Society shall maintain all records, plans and documents including but not limited to reports on survey on the basis of which certificates are issued or endorsed by China Classification Society and allow this Administration to have access to those information or provide as soon as practicable to this Administration upon request.

1. International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges means:
a) an IAPPE Certificate.
b) an International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges issued by a RO.
c) an International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges issued by or under the authority of an Administration.
2. Issue of IAPPE Certificates
1) HKMD may, on application of the owner of a barge, issue an IAPPE Certificate in respect of a barge.
2) HKMD must not issue an IAPPE Certificate in respect of the barge unless satisfied—
a) If—
i) no International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges is in force in respect of the barge—that an initial survey of the barge has been carried out in accordance with this Regulation; or
ii) an International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges is in force in respect of the barge—that a renewal survey of the barge has been carried out in accordance with this Regulation.
b) On evidence of a declaration of survey forwarded under this Regulation that the barge is a UNSP barge.
3) HKMD must not issue an IAPPE Certificate in respect of the barge if the barge has any means(whether temporary or permanent) of generating exhaust gas emissions or other air pollutants.
3. The period specified in an International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges issued on the basis of an initial survey or renewal survey in respect of a barge must not exceed 5 years beginning on the date of completion of the survey.
4. An International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges issued in respect of a UNSP barge(being a Hong Kong ship) ceases to be valid if—
a) The barge is withdrawn from service and a notice to that effect has been given to HKMD by the owner of the barge.
b) The barge is no longer a UNSP barge; or
c) The barge ceases to be registered in Hong Kong.
5. Surveys in relation to IAPPE Certificates
Initial surveys and renewal surveys:
1) An initial survey or renewal survey of a barge of a UNSP barge is to be carried out by a Government surveyor.
2) The owner of the barge must provide the Government surveyor with information and drawings in respect of the barge requested by the surveyor of the survey.
3) If, after having carried out an initial survey or renewal survey of the barge, the Government surveyor is satisfied that the barge is a UNSP barge, the surveyor must—
a) Make a declaration of survey to that effect; and
b) Forward the declaration to HKMD.
HKMD may require additional survey:
1) HKMD may, by written notice to the owner of a barge in respect of which an International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges is issued, require an additional survey of the barge to be carried out by a Government surveyor within a reasonable period specified in the notice.
2) The additional survey may be general or partial as HKMD thinks fit.
3) HKMD may exercise the power under the subsection 1) only if the HKMD has reasonable grounds to believe that the barge is longer a UNSP barge.
4) On receiving a notice under subsection 1), the owner of the barge must cause an additional survey to be carried out.
5) The owner of the barge must provide the Government surveyor with the information and drawings in respect of the barge requested by the surveyor for the survey.
6) If, after having carried out an additional survey of the barge, the Government surveyor is satisfied that the barge is a UNSP barge, the surveyor must—
a) Make declaration of survey to that effect; and
b) Forward the declaration to HKMD.
6. Certificate for UNSP barges to be kept on towing and pushing vessels
1) This section applies to a UNSP barge that is engaged in a towing or pushing operation during an international voyage.
2) The following certificate in force in respect of the UNSP barge must be made available to the towing or pushing vessel during the towing or pushing operation—
a) If the barge is exempted—the International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges; or
b) Otherwise—the International Air Pollution Prevention Certificate.
3) During the towing or pushing operation, the certificate mentioned in subsection 2) must be kept on board the towing or pushing vessel.
7. HKMD may recognize an organization to survey ships and issue International Air Pollution Prevention Exemption Certificate for Unmanned Non-self-propelled(UNSP) Barges.
8. In this Regulation, in relation to a barge that does not have a master, a reference to the master is a reference to the operator of the barge.

Amendments to the 2021 Guidelines on the Shaft/Engine Power Limitation System to Comply with the EEXI Requirements and Use of a Power Reserve--MSIN-13/2024
1. The purpose of this Note is to advise the parties concerned of the amendments to the 2021 Guidelines on the shaft/engine power limitation system to comply with the EEXI requirements and use of a power reserve (resolution MEPC.335(76)), as adopted by the 80th session of the MEPC of the IMO.
2. The amendments specified the reporting requirements to the IMO in case of a ship having used a power reserve. The concerned ship should notify the Hong Kong Marine Department or the RO responsible for issuing International Energy Efficiency Certificate immediately after the use of reserve power using the appendix format to the 2021 Guidelines(OMM record) as amended by MEPC. 375(80).

Implementation of the International Convention on the Control of Harmful Anti-Fouling Systems on Ships, 2001 to Hong Kong (MSIN:49/2016)
1. In accordance with section 1 of the Merchant Shipping (Control of Harmful Anti-Fouling Systems on Ships) Regulation (Cap. 413N) (herein after referred to as the Regulation), the Secretary for Transport and Housing has appointed 1 January 2017 as the commencement day for the Regulation to come into operation.
2. The Regulation implements the International Convention on the Control of Harmful Anti-Fouling Systems on Ships (AFS Convention) and prohibits the use of organotin compounds in anti-fouling systems of ships for the protection of marine environment. The Regulation applies to Hong Kong registered ships wherever they are and ships within the Hong Kong waters.

Required items to be confirmed before issuance of loadline certificate (2011DM Authorization agreement AIII2.1.5)
The Society is to not, without the express consent of the Government, to assign a load line to any ship in respect of which the Society has received information that an application has previously been made to the Government, or to any other classification society, and has been refused.

Hong Kong Marine Department issued Marine Circular SD/S 800/1/1 on Dec. 27, 2012, HKMD accepts that the verification of the Hong Kong registered ships holding multiple International Load Line Certificates can be conducted by the ship’s master instead of the Recognized Organization (RO) surveyor.
1 HKMD requirements
1) Only one set of load line marks shall be visible on the ship’s side and the associated load line certificate shall be displayed at all times;
2) The remaining load line marks shall be properly obliterated with paint and the remaining load line certificate(s) not being used shall be kept away from the one in use;
3) An official entry shall be made in the official log book every time the load line mark has been changed; and
4) The following certificates with indication of maximum deadweight are considered applicable to all multiple load lone condition (i.e. Cargo Ship Safety Construction Certificate, Cargo Ship Safety Equipment Certificate, and International Oil Pollution prevention Certificate).
When issue multiple sets of load line certificate, only need to issue a International Tonnage Certificate corresponding to maximum net tonnage and dead weight.
But upon the request of the owner, Multiple sets of tonnage certificate can also be issued. The other tonnage certificates except the one corresponding to maximum dead weight should enter into force a full year after the said certificate (According to annex I Reg.5 of " 69 tonnage measurement Convention"), and the owner should pay attention the related requirements of the administrator Ref. SD/S800/1/1.
It is recommended that shipboard safety management system on such ships should include appropriate procedures and instruction for such purposes. And a letter of approval issued by HKMD to carry more than one International Load Line Certificate and a copy of Marine Circular SD/S 800/1/1 shall be kept on board.
2 Application Procedure
An application in written form is to be submitted to HKMD via the Department in charge of CCS Head Office provided that the ship owner is intended to apply for the issuance of multiple load lines certificates. The Fax Form should be used and filled with ship’s particulars (Name, IMO No., HKMD Reg. No., ect.) and Summer Freeboard/DWT Corresponding Table. Following documents are to be submitted at the same time (CCS Branch Offices are responsible for the documents collection and submission to the Head Office)The application shall indicate ship particulars including ship name, IMO No., HKMD Reg.No., etc., accompanying with following documents which are to be collected for submission to CCS HQ, and following table should be filled up simultaneously:
1) Hard/Electronic copy of cover pageSoft copy of approved stability booklet corresponding to each set of Load Line marks;
2) Hard/Electronic copy of cover pageSoft copy of approved multiple freeboard calculation books corresponding to each set of Load Line marks;.
3) Approved freeboard assignment plan corresponding to each set of Load Line Marks;

Note for above Table:

HONG KONG government adopted the unified interpretations of regulation 36(6) in relation to continuous hatchways of the Protocol of 1988 relating to the International Convention on Load Lines, 1966 (MSC.1/Circ.1508)(HKMSIN 06/2016)
Regulation 36(6) – Continuous hatchways
Generally two types of "continuous hatchways" can be distinguished:
1. In case of a single hatchway, the hatchway may be regarded as a "continuous hatchway".
2. In case more than one hatchway is fitted, the following arrangement may
be considered as a "continuous hatchway", too:
Detached hatchways linked by weathertight decked steel structures in between. The hatchways are connected by longitudinal coamings connected transversally by decked steel structures. In this case, the equivalent "continuous hatchway" is the entire enclosed volume of the single hatchways and the weathertight spaces between them.
ILO
Requirements of ILO92/133 (HKMSIN 32/200949/2014)
Under the Hong Kong Merchant Shipping (Seafarers) (Crew Accommodation) Regulation, Hong Kong registered cargo ships are required to comply with the requirements of ILO Convention No. 133. The shipowners or parties on their behalf may apply for exemption from any part of the ILO Convention No. 133 if deemed impracticable in compliance with the requirements, but the basic requirements of ILO 92 are to be complied with.
Ships applying for Hong Kong flag must comply with the requirements of ILO 92. The new-constructed ships are to comply with the requirements of ILO92 and ILO133. In the change of flag survey for ships in-service, further inspection on crew accommodation in accordance with the requirements of ILO 133 is to be carried out, in addition to the surveys according to the requirements of ILO 92.
Accommodation (MLC Regulation 3.1) )(HK-MLC-Part I)
.1 A Hong Kong ship constructed on or after the date when the Convention comes into effect in Hong Kong shall comply with the requirements for on-board accommodation and recreational facilities that are set out in Regulation 3.1, Standard A3.1.6 to A3.1.17 and Guidelines B3.1.1 to B3.1.12, of the Convention
.2 For ships constructed before the date when the Convention comes into effect in Hong Kong, shipowners shall comply with the requirements of Cap.478I.
.3 Shipowners shall ensure that frequent inspections are carried out onboard the ship, not exceeding every 7 days, by or under the authority of the master, to ensure that seafarer accommodation is clean, decently habitable and maintained in a good state of repair. The result of each such inspection shall be recorded into ship’ official log book and be available for review.
.4 HKMD may, after consultation with the Advisory Board, exempt ships of less than 200 gross tonnage where it is reasonable to do so, taking account of the size of the ship and the number of persons on board, in relation to the requirements under Standard A3.1 of the Convention :
(a) paragraphs 7(b), 11(d) and 13; and
(b) paragraphs 9(f) and (h) to (l) inclusive, with respect to floor area only.
Expiry date of thorough inspection and load test for shipboard lifting appliances (HKMD MSIN 94/2012)

1.Every lifting appliance and every item of loose gear should be tested by a competent person before being put into use for the first time and after any substantial alteration or repair to any part liable to affect its safety. Upon completion of the test, the lifting appliance and the loose gear should be thoroughly examined by the competent person.
2.Every lifting appliance and every item of loose gear should be thoroughly examined by a competent person at least once in every 12 months.
3.Every lifting appliance should be retested by a competent person at least once in every five years. Upon completion of the test, the lifting appliance should be thoroughly examined by the competent person.
4.The competent person above-mentioned may be the senior officers on board or surveyors from the recognized classification societies.
5. The ship company may, as required, decide the above-mentioned examination and testing to be conducted by senior officers on board or by surveyors from the recognized classification societies.
5.1 If conducted by senior officers on board,the senior officers conducting the examination and testing should endorse the register for lifting appliances and loose gear upon the completion of the examination and testing and this register should be kept on board for inspection. This register can be made based on the standard international form of register approved by the International Labour Office.
5.2 If onducted by this society,any examination and testing for lifting aplliances and loose gear on board the ship should be carried out by surveyors designated by this society. Upon the completion of the examination and testing, the surveyors should endorse the register issued by this society.
5.3 The above register endorsed by senior officers or surveyors should be kept on board for inspection.
6.1 Every item of loose gear should be tested with a proof load in accordance with the following provisions:
6.1.1 if the item is a single sheave pulley block or if a shackle is attached thereto, the proof load should be at least 4 times the safe working load;
6.1.2 if the item is a multiple sheave pulley block with a safe working load of not more than 20 tonnes, the proof load should be at least twice the safe working load;
6.1.3 if the item is a multiple sheave pulley block with a safe working load of more than 20 tonnes but not more than 40 tonnes, the proof load should exceed the safe working load by at least 20 tonnes;
6.1.4 if the item is a multiple sheave pulley block with a safe working load of more than 40 tonnes, the proof load should be at least 1 1/2 times the safe working load;
6.1.5 if the item is a chain, ring, hook, shackle, or swivel, the proof load should be at least twice the safe working load.
6.2 the safe working load of wire rope should not exceed 20 percent of the breaking load of the sample tested.
6.3 Except the provisions of 6.1 and 6.2 above, thorough examinations and load test for the lifting appliances and loose gears onboard Hong Kong flag ships can be carried out in accordance with Rules for Lifting Appliances of Ships and Offshore Installations (CCS).
Inspection of lifting appliances of Hong Kong local ships (HKMD Authorization Letter-(4) in SD/MISS708/1(11) 20061124)
The Society, has been authorized since 24 January 2007 to carry out inspection, testing and certification for the lifting appliances of Hong Kong local ships, according to the Shipping and Port Control Ordinance (CAP 313) and the Merchant Shipping (Local Vessels) Ordinance, CAP 548 of Hong Kong Special Administrative Region.
1. The Shipping and Port Control Ordinance of Hong Kong (CAP 313)
This Ordinance applies to all sea-going ships registered in classification society flying any flag in Hong Kong waters.
2. The Merchant Shipping (Local Vessels) Ordinance (CAP 548)
This Ordinance applies to any of the following stated ships:
A hips registered at mainland China or Macau.
B hips to or from Hong Kong for trading business
C hips with any of the certificates issued by Mainland China or Macau Administrations (except the rarified conversion certificates) allowing the ship to Hong Kong for trading business.
Hong Kong local ships are classified into four types: Type 1, Type 2, Type 3, and Type 4. Generally, lifting appliances are only equipped on Type 2, working ships or cargo ships. The lifting appliances are to be inspected or tested by recognized organizations.
3. Standard of inspection for lifting appliances

4. Miscellaneous
4.1 according to the provisions of HKMD, the inspection, test or certification on the lifting appliances of the Hong Kong local ships is only to be carried out by CCS professional surveyors.
4.2 The application may be accepted to inspect or test the lifting appliances on board the Hong Kong local ships applying to the Merchant Shipping (Local Vessels) Ordinance (CAP 548).
The relevant inspection and certification may be carried out for the lifting appliances in accordance with the Shipping and Port Control Ordinance of Hong Kong (CAP 313) and The Merchant Shipping (Local Vessels) Ordinance (CAP 548) of Hong Kong Special Administrative Region.

The exemptible clauses in accordance with the International Code of Safety for High Speed Craft for Hong Kong registered high speed craft engaged in cross-boundary voyages(MSIN No.24/2018, 17 September 2018)
1. Marine Department has reviewed the requirements of 1994 HSC Code and 2000 HSC Code (the Codes). Considering the nature and operation mode, three clauses set out in the Codes that applicable to Hong Kong registered high speed crafts engaged in cross-boundary voyages are considered exemptible.
2. The three additional exemptible clauses are 8.6.2, 13.10.1 and 13.12.1 of the Codes relating to remote release of survival craft, night vision equipment and automatic pilot equipment respectively. The revised Hong Kong exemptible clauses in accordance with the Codes incorporating such additions are attached as Annex 1 and Annex 2 respectively to MSIN No.24/2018.

l Towage survey in Hong Kong waters (HKMDN No.56 of 2007)
Under the current procedures, prior to the port clearance permit is issued to a non self-propelled vessel leaving Hong Kong to other areas/countries under towage by the HKMD, it is required to carry out the towage survey for the tug and towed ship. The towage survey may be either conducted by a surveyor to HKMD or an authorized classification society or a designated professional surveyor.
In accordance with the HKMD fax (Ref. SD/S 825/2) on 3 Apr. 2007 and the HKMD Notice No.56 in 2007, CCS is authorized to conduct towage survey for ships engaged on towing operation in Hong Kong waters which needs a port clearance permit since 2 Apr. 2007.

Adoption of the International Code for Ships Operating in Polar Waters (Polar Code) and Amendments to SOLAS and MARPOL(MSIN40/2015)
The Maritime Safety Committee (MSC) at its 94th session and the Marine Environment Protection Committee (MEPC) at its 68th session adopted the International Code for Ships Operating in Polar Waters (Polar Code). The Polar Code specifies additional requirements on safety measures and environmental protection for ships sailing in the polar waters. The relevant safety-related and environment-related requirements of the Polar Code are made mandatory by amendments to the SOLAS Convention and MARPOL Convention respectively. The amendments to both Conventions are expected to enter into force on 1 January 2017.
2. The MEPC at its 68th session also approved the circular MEPC.1/Circ.856 on guidance for issuing revised certificates, manuals and record books for compliance with environment-related requirements of the Polar Code.
3. The following documents in relation to the implementation of the Polar Code are annexed to this Note and can be found on the webpage of Marine Department (http://www.mardep.gov.hk/en/msnote/msin.html) : -
(a) MEPC.264(68) - International Code For Ships Operating In Polar Waters (Polar Code);
(b) MSC.386(94) - Amendments to the International Convention for the Safety of Life at Sea;

Hong Kong registered ships are required to be act accordingly.
The requirements for life-saving appliances and arrangements (Merchant Shipping (Safety) (Life-Saving Appliances) (Amendment) Regulation 2017(CAP. 369AY, L.N. 85 of 2017))
1. Commencement
The amendment to Merchant Shipping (Safety) (Life-Saving Appliances) Regulation (CAP. 369 sub. leg. AY) comes into operation on September 1, 2017. The current version of the regulation can be found on the website of “Hong Kong e-Legislation” (https://www.elegislation.gov.hk/).
2. Interpretation
“1996 Chapter III” means the text of Chapter III of the SOLAS contained in the Annex to Resolution MSC. 47(66) adopted by the Maritime Safety Committee of IMO on 4 June 1996, as from time to time revised or amended by any revision or amendment that applies to Hong Kong;
“LSA Code” means the International Life-Saving Appliance (LSA) Code adopted by the Maritime Safety Committee of the Organization by Resolution MSC. 48(66), as from time to time revised or amended by any revision or amendment that applies to Hong Kong;
“constructed”, in relation to a ship, means the stage at which—
(a) the keel of the ship is laid;
(b) construction identifiable with the ship begins; or
(c) assembly of the ship has commenced comprising at least 50 tonnes or 1% of the estimated mass of all structural material, whichever is less;
“Type B ship” means a ship constructed on or after 1 July 1998;
“Type A ship” means a ship constructed before 1 July 1998;
applicable Chapter III, in relation to a Type A ship, means Chapter III of the SOLAS that is in force on the date on which the ship is constructed.
Administration means—
(a) the Director; or
(b) the government of a place outside Hong Kong that is a party to the SOLAS;
3. Type B ship
The life-saving appliances and arrangements provided on board the Type B ship shall meet the requirements of 1996 Chapter III.
4. Type A Ship
(1) The life-saving appliances and arrangements provided on board the Type A ship shall meet the requirements of applicable Chapter III.
(2) Without limiting section (1), the owner and the master of a Type A ship must also ensure that the following requirements relating to life-saving appliances and arrangements are complied with in respect of the ship—
(a) the requirements of sections I and V of 1996 Chapter III that apply to all ships;
(b) for a passenger ship—the additional requirements of section II of 1996 Chapter III that apply to all passenger ships; and
(c) for a cargo ship—the additional requirements of section III of 1996 Chapter III that apply to all cargo ships.
(3) If—
(a) an item of life-saving appliances or a type of life-saving arrangements on a Type A ship is replaced; or
(b) a Type A ship undergoes repairs, alterations or modifications of a major character that involve addition to the existing items of life-saving appliances or existing types of life-saving arrangements on the ship, the owner and the master of the ship must ensure that the replacement or additional appliances or arrangements (as the case may be) comply with the applicable requirements of 1996 Chapter III.
(4) Subsection (3) does not apply to a Type A ship if, on the information provided by the owner of the ship, the Director is satisfied and decides in writing that compliance with that subsection in respect of the ship would—
(a) require modification of the ship’s construction or layout; or
(b) cause incompatibility with the ship’s existing appliances or arrangements.
(5) If, by the operation of subsection (4), subsection (3) does not apply to a Type A ship in relation to an item of life-saving appliances or a type of life-saving arrangements being replaced or added, the owner and the master of the ship must ensure that the replacement or additional appliances or arrangements comply with the requirements set out in section (1).
5. Requirements of life-saving appliances and arrangements applicable to ships without mechanical propulsion system
(1) This section applies to a ship that has no mechanical propulsion system.
(2) A ship that proceeds to sea must:
(a) one or more liferafts on each side of the ship of sufficient aggregate capacity to accommodate the total number of persons on board provided that—
(i) if the liferafts cannot be readily transferred for launching on either side of the ship, the total capacity available on each side shall be sufficient to accommodate 150% of the total number of persons on board;
(ii) if the rescue boat required by paragraph (b) is also a lifeboat complying with the requirements of the SOLAS, it may be included in the aggregate capacity referred to in this paragraph provided that the total capacity available on either side of the ship is at least 150% of the total number of persons on board; and
(iii) the number and arrangement of survival craft shall be such that in the event of any one survival craft being lost or rendered unserviceable, there shall be sufficient survival craft available for use on each side of the ship to accommodate the total number of persons on board;
(b) at least one rescue boat, provided that in ships of less than 500 gross tonnage an inflated boat fitted with an engine may be carried in lieu of a rescue boat; a lifeboat may be accepted as a rescue boat provided that it also complies with the requirements for a rescue boat. The lifeboat, rescue boat or inflated boat shall be served by its own launching appliance.
(3) A ship must carry a satellite EPIRB.
(4) Lifebuoys
(a) A ship must carry at least the number of lifebuoys determined in accordance with the following table—

(b) At least one lifebuoy on each side of the ship shall be fitted with a buoyant lifeline. Not less than 50% of the total number of lifebuoys shall be provided with self-igniting lights and not less than 2 of the lifebuoys provided with such lights shall also be provided with self-activating smoke signals and be capable of quick release from the navigating bridge or steering position. On ships of less than 12 metres in length the buoyant lifelines shall be at least 18 metres in length.
(5) A ship must carry—
(a) for each adult on board, a lifejacket in adult size that complies with section 2.2 of the LSA Code;
(b) for each child on board, a lifejacket in child size that complies with section 2.2 of the LSA Code; and
(c) a sufficient number of lifejackets for persons on watch and for use at remotely located survival craft stations, and such lifejackets should be stowed on the bridge, in the engine control room and at any other manned watch station.
(6) Each lifejacket required to be carried in subsection (5) should be fitted with a lifejacket light.
(7) A ship must carry an immersion suit or an antiexposure suit, of an appropriate size for every person assigned to crew the rescue boat or inflated boat.
(8) Immersion suit
(a) A ship must carry an immersion suit for every person on board unless—
(i) the liferafts are served by launching appliances;
(ii) the liferafts are served by equivalent approved appliances capable of being used on both sides of the ship and which do not require entry into the water to board the liferaft; or
(iii) the ship is constantly engaged on voyages between the parallels of latitude of 20o north and south.
(b) The immersion suits required by this subsection may be used to comply with the requirements of subsection (7).
(9) A ship must carry not less than 12 rocket parachute flares.
(10) A ship of 12 metres or over in length shall carry a line-throwing appliance.
(11) A ship must be provided with—
(a) a general emergency alarm system; and
(b) lighting as specified in Regulations 11 and 16 of 1996 Chapter III.
(12) A ship must be provided with—
(a) posters or signs showing operating instructions on or in the vicinity of survival craft and their launching controls;
(b) a training manual—
(i) in each crew cabin; or
(ii) in each crew messroom and each recreation room;
(c) instructions for on-board maintenance of life-saving appliances or a shipboard planned maintenance programme which includes the maintenance of lifesaving appliances; and
(d) a copy of the table “Life-Saving Signals and Rescue Methods, SOLAS-1”.
Inquiry concerning BWM Convention(HKMD Email)
Please be advised that Regulation 10.2.1 to 10.2.3 of Annex I to MARPOL allow a ship to complete its renewal survey either within 3 months before the expiry date of the existing certificate, after the expiry date of the existing certificate or completed more than 3 months before the expiry date of the existing certificate. It implies that an IOPP Certificate renewal survey can be conducted whenever the shipowners wish.
Please also be advised that it is not a mandatory requirement for Hong Kong registered ships to harmonize the IOPP certificate renewal survey with other certificate renewals.
We have no objection for the carrying out of the renewal survey of IOPP Cert. of a ship in advance, provided that it is accepted by ships' classification society and all the relevant requirements of IMO Conventions are complied with.
Entry into Force of the International Convention for the Control and Management of Ships’ Ballast Water and Sediments, 2004 (MSIN 17/2020)
1. On 15 May 2020, the International Maritime Organization (IMO) issued a circular letter BWM.1/Circ.64 announcing the extension of the Ballast Water Convention to Hong Kong flag ship with effect from 13 August 2020 and issue the BWM certificate.
2. The Hong Kong flag authority has issued Merchant Shipping Circular MSIN7/2024, accepting the BWM.2/Cir.66/Rev.5 which approved on the MEPC 80th session. The unified interpretations clarified the schedule for a ship which has undergone a major conversion to meet the standard in regulation D-2 in accordance with regulations B-3.5 and B-3.10, and the date to be filled in the item “date of construction” for the International Ballast Water Management Certificate.This circular replaces the original Merchant Shipping Circular MSIN33/2019.

Guidelines for the Use of Electronic Record Books under the BWM Convention
1. The MEPC 80th session adopted the Guidelines for the use of electronic record books under the BWM Convention by resolution MEPC.372(80).
2. Regulation B-2 of the BWM Convention enables the use of electronic record books to record operational logs as an alternative method to a hard copy record book.
3. MEPC.372(80) should be taken into consideration if a ship is to use an electronic record book.

6、船舶首次申请对香港商船(安全)规例和国际公约等要求的免除,必须报请HKMD签发免除证书。此后相关免除证书的换证手续,只要原免除条件未变,可由RO直接办理,且不必征得HKMD事先同意。首次签发免除证书的申请,船东或管理公司可以发送到exemption@mardep.gov.hk或通过eBS的One Stop e-Service (OSS) 提交;

1. 所有船舶均应持有IMO批准的通函FAL.2/Circ.127/MEPC.1/Circ.817/MSC.1/Circ.1462 FAL.2/Circ.133-MEPC.1/Circ.902-MSC.1/Circ.1646-LEG.2/Circ.4所规定的证书和文件(详见MSIN 34 / 2013 40/2022附件I)。
2. 除附件I规定外,所有船舶还应持有、或建议携带香港海事处特别要求的证书、文件和出版物(详见MSIN 34 / 2013 40/2022附件II)。
船舶改装重新注册的要求(HKMSIN 22/2007)
HKMD规定,船舶所作改装达到以下程度,便须按照《商船(注册)条例》第415章第81条规定重新注册:
1 船舶在完成改装后,其尺寸或构造出现重大变化*,以致该船舶需遵从另一套IMO公约规定或最新的公约规定;或
2 船舶的推进方法有变化(例如由非自航改为机动,由风帆推进改为机动,包括装设辅助引擎/机械,由机动改为喷水推进等),但这项准则只适用于总吨位超过50顿的船舶。
为方便注册官确定船舶是否需要“重新注册”并避免耽误有关程序,本社审图和检验单位有必要督促并尽力协助船东、船舶经理人在图纸审批阶段便将香港注册船舶拟作改装的简要情况呈交HKMD。
(*在没有任何实体改动的情况下,因重新量度船舶而出现的变化,又或纯因运作上须运载不同类型货物而令船舶所属类别有变,均不视为重大变化。)
内地新建造的香港注册船舶办理出口岸查验手续 (MSIN7/2011, CCS Circ 076)
香港海事处就内地建造的香港注册船舶难以提交注册证明书原件办理港口出口岸手续事宜与中国海事局已达协议。该出口岸查验手续主要内容如下:
1 对于在内地建造并拟在香港登记的船舶,中国海事局同意以香港海事处直接发送传真或电子邮件的船舶注册证明书替代原件给有关海事管理机构办理出口岸查验手续。
2 如果上述船舶的船东在无法取得船舶注册证明书原件前向有关海事管理机构申请港口出口查验手续后,必须向香港海事处提供该海事管理机构的名称及其传真号码或电子邮件地址。
3 当船舶注册后,香港海事处将根据船东提供的传真号或电子邮件地址,直接发送一份注册证明书传真件或扫描件给该海事管理机构以证实该船已在香港正式注册。
4 海事管理机构对船舶相关申请文件和香港海事处的船舶注册证明书传真或电子邮件进行审核后,为船舶办理有关出口岸手续。
换旗检验 (HKMSIN 35/200959/2013)
为防止低标准船舶加入香港船队,按照预注册质量控制(PRQC)体系(Pre-registration Quality Control system)要求,在换旗检验中船级社将收到一份 List of General Concerns(详见HKMISN 35/200959/2013附件1)。
遵从商船规例部分条文内意义含糊词句所设规定的指引 (HKMISN 7/2007)
在实施SOLAS公约的香港商船规例中,部分条文内有“达至处长满意的程度”等意义含糊的词句。
多年来,IMO已通过更具体的规定,以实施部分上述条文,而香港政府亦正修订相关的本地法例,以纳入该等具体规定。
除非HKMISN 7/2007附件内另有说明,否则香港政府原则上接受其认可的船级社为协助香港注册船舶遵从上述条文而发出的具体规定、指引或建议。
对认可供方、船用材料和设备的接受控制要求(HKMISN 32/2009, paragraph 8 & HKMSIN 36/2023)
香港海事处接受满足IMO 的有关试验程序/标准和操作规范要求的材料和设备。一般说来,由任一国家主管机关或HKMD认可的船级社所认可的船用材料和设备,可以用于香港旗货船。
对于新建、改建、改装或修理等船舶,所采用的材料和设备应同时满足我社规范的要求。
香港海事处接受符合IMO有关程序和标准的认可供方、材料和设备。在不违背IMO和RO要求的前提下,如服务供方、材料和设备被IMO成员国/认可组织/认可保安组织认可,可接受用于香港旗注册船舶。

关于姊妹船免做倾斜试验总体授权
依据SOLAS II-1 / B-1有关规定,香港海事处给予CCS对姊妹船免做倾斜试验的总体授权。
法定证书展期申请手续
法定证书展期,可由船东或管理公司直接向海事处办理申请展期手续。
海安会 MSC(92)决议通过了“SOLAS第II-2章、FSS规则和FTP规则”的统一解释MSC.1/Circ.1456 (HKMSIN 40/2013)。主要内容摘要如下:
1 对SOLAS公约第II-2章的统一解释:第4.5.7.1条有关气体测量和探测-便携式仪器 (IACS UI SC149)、第7.5.5条明确货船控制站无需安装固定式火灾探测和报警系统、第10.2.1.4.1条有关应急消防泵穿过机器处所的吸入和排出管(IACS UI SC245)、第10.2.1.4.4条有关液货船上消防总管隔离阀的布置位置、对IMSBC规则(MSC.268(85)决议)有关货物处所灭火系统的布置(IACS UI SC250)、第13.1条有关通向开敞甲板的舱口盖应急出口(IACS UI SC247);
2 对FSS规则的统一解释:FSS规则第5章“固定式气体灭火系统”第2.1.3.2条和第2.2.2条有关向被保护处所释放CO2和触发报警的控制(IACS UI SC252);
3 对FTP规则的统一解释:FTP规则第7部分有关垂直悬挂纺织品和薄膜试验。
香港政府接受了MSC.1/Circ.1456。
海安会MSC(92)决议通过了“经修订的适用于机器处所和货泵舱的等效水基灭火系统认可指南(MSC/Circ.1165)” 的统一解释MSC.1/Circ.1458,明确了在设置“舱底喷嘴”时,“舱底区域”是指在机舱底部与机舱花铁板(无孔型还是孔型)或格栅型之间的空间。(HKMSIN 42/2013)
香港政府接受了MSC.1/Circ.1458。
环保会MEPC(65)和海安会 MSC(92)决议通过了“MARPOL公约和SOLAS公约中对建造合同日期、龙骨铺设日期和交货期”的统一解释MSC-MEPC.5/Circ.8。(HKMSIN 48/2013)
香港政府接受了MSC-MEPC.5/Circ.8。
海安会 MSC(92)决议通过了“LSA规则中1.1.4段”的统一解释MSC.1/Circ.1468, 该解释对LSA规则中有关自由降落救生艇的跌落高度进行了澄清。(HKMSIN 49/2013)
香港政府接受了MSC.1/Circ.1468,内容与UI SC248一致。
海安会MSC(92)决议通过了“关于防止救生艇跌落装置FPD(MSC.1-Circ.1392和Circ.1327通函)”的统一解释MSC.1/Circ.1466,提供了FPD的强度和试验标准。(HKMSIN 50/2013)

香港本地船的授权
香港海事处已授权CCS实施香港本地船的检验,具体检验技术支持工作由广州分社负责。
涉及公约中”使主管机关满意“相关解释的澄清(HKMISN 37/2023, 08/05/2023)
香港海事处就检验、审核和发证过程中执行相关UI的情况进行了进一步澄清,明确如下:
1、通常情况下,香港海事处发布的相关解释包括IMO相关公约里要求“to the satisfaction of the Administration”的特别考虑情况 。在未专门解释情况下,IMO采纳的有关统一解释(UIs)适用于上述解释;
2、在不违背IMO相关要求情况下,接受以一事一议的方式考虑IACS出台的统一解释;
3、未包含在上述情况以外的相关解释,香港海事处将根据RO/RSO在有关公约限定的范围内提出的建议执行的技术标准关意见,采取一事一议的方式进行考虑。
电子证书和电子航海日志 香港商船资讯 42/2023
本资讯旨在向有关各方通报香港注册船舶由2023年7月21日起实施电子证书及电子航行日志的事宜。香港商船资讯第21/2020号将于2023年8月1日撤销。
验证电子证书
通过以下程序验证海事处签发的电子证书:
(a) 在浏览器进入海事处的验证网站。选择证书类型并输入证书的独有的追踪编号;或
(b) 扫描证书上的二维码,连接至海事处的验证网站。证书类型和证书的独有的追踪编码将自动写入。某些证书可能需要输入更多信息。
(c) 输入屏幕上显示的验证码。
(d) 证书所载信息(如证书是否有效、船名、船号、海员姓名等)将会显示。
船上应备有查核电子证书所载信息,包括在有需要时确认定期批注的说明。
岸上和船上电子证书的管理
携带和使用电子证书的船东、经营人和船上的船员应确保这些证书按照国际海事组织《船舶安全营运及防止污染国际管理规则》(ISM规则)第11章所述的安全管理体系进行控制。
除了以纸张形式在船上展示《海事劳工公约》证书外,可以通过船上的电子设备阅览证书,或在该设备不能正常运作时在船上出示该证书的打印本,均可视作根据有关条例的规定在证书有关的船舶上展示或保存该证书或其副本。
电子航海日志的特点和审批
如根据有关条例的规定,须在航海日志,例如正式航海日志、船舶航海日志、轮机日志、货物日志、《防污公约》记录簿或压载水记录簿内做出记录或保存记录,只要是按照电子航海日志指南所列的适用规定在航海日志做出记录或保存记录,则也可视为符合有关规定。至于审批在香港注册船舶使用电子航海日志方面,认可机构已获授权代表香港特别行政区政府执行。
在《修订条例》生效时发出电子证书
《修订条例》一经生效,所有代表香港特区政府的认可机构发出的法定证书亦会提供电子版本。由于《修订条例》对纸张证明书的签发并无改变,因此并无迫切需要在香港注册船舶上以电子证书取代纸张证书。
海事处自2023年8月1日起为香港注册船舶签发电子证书后,供船东及其代表在驻北京办事处、各经济贸易办事处及区域办事处领取海事处签发的船舶注册证明书的服务将会终止。因此,有关的香港商船资讯第21/2020号将于2023年8月1日起撤销。

HKMD通知,标题IMO通函适用于2012年1月1日及以后建造的货船。
MSC.338(91)的应用
1. 新的船上噪声等级规则将在2014年7月1日随着SOLAS II-1/3-12条生效。SOLAS II-1/3-12.2.1及2.2要求2018年7月1日之前交船的船舶应采取措施降低机器处所的机器噪声水平至主管机关确定的可接受水平。
2018年7月1日之前交船的香港旗船舶船上采取的噪音降低措施应参照决议A.468(XII)“船上噪声等级规则”,并且每艘适用船舶应根据决议A.468(XII)第4章和附录1编制噪声检验报告。
2. 《海上噪声等级规则》适用范围(HKMD2014.5.15日回复总部建造检验管理处邮件)
香港海事处认为经MSC.337(91)决议通过的《海上噪声等级规则》适用于1600总吨及以上的下列船舶:
(1)2014年7月1日或以后签订建造合同;或
(2)2015年1月1日或以后安放龙骨或处于类似建造阶段;或
(3)2018年7月1日或以后交付;

在实施所有类型船舶专用海水压载舱和散货船双舷侧处所保护涂层性能标准时应应用其统一解释MSC.1/Circ.1465.
噪声的防护(letter MP/U/508/17、MSIN1414)
新的船上噪声等级规则将在2014年7月1日随着SOLAS II-1/3-12条生效。SOLAS II-1/3-12.2.1及2.2要求2018年7月1日之前交船的船舶应采取措施降低机器处所的机器噪声水平至主管机关确定的可接受水平。
香港海事主管机关于2013年4月发布书面通知并于2014年3月27进一步书面澄清(letter MP/U/508/17,随后发布了MSIN1414号商船通告),明确对香港旗现有船舶上述可接受水平为IMO决议A.468(XII)相关标准,并给出相关具体实施要求。除非另有说明,以下要求适用于SOLAS II-1/3-12.2款所定义的1,600总吨及以上的香港旗现有船舶。
1. 主管机关明确船舶应采取措施降低机器处所内的机器噪声至A.468(XII)第4.2.1款规定的水平。此外,船舶应进行机器处所噪声检测并编制噪声检测报告,该报告应至少涵盖A.468(XII)有关机器处所的第2.8.3款、第4.2.1款、第4.3款要求以及A.468(XII)附录1的报告格式。
2. 对于2014年7月1日及之后交船的船舶,应自交船时满足第1条要求。
3. 对于2014年7月1日之前交船且未进行噪声检测的船舶,应最晚于2014年7月1日及之后的第一次构造安全证书换证检验时、且不晚于2018年7月1日满足本条要求。,我社已统一给此类船舶添加法定备忘(The ship shall meet Flag’s requirement on implementation of MSC.338(91) not later than the first renewal survey of Safety Construction Certificate on or after 1 July 2014 but in no case later than 1 July 2018. For details please refer to CCS Circular Total No. 504)。建议在建船舶在交船时即满足第1条要求,如果不能满足,执行建造检验的验船师应对船舶添加前述备忘。
4. 对于2014年7月1日之前交船且已进行噪声检测的船舶,如其检测报告虽未使用A.468(XII)附录1的报告格式,但包括船舶的主要参数,且测量数据涵盖机器处所(即:控制站、工作间、涡轮增压器、推进机械上部、柴油辅机/涡轮发电机、减速齿轮和未予规定的工作处所),则可被接受。
5. 香港主管机关明确对于具有相同构造和机械布置的姐妹船,仍须对每艘船进行实船噪声测量。
6.适用船舶的噪声检测机构应符合以下条件之一,验船师执行检验时应将相关书面证据随测量报告一并存档。
(1)经CCS认可,应提交认可证书复印件;或
(2)第三方检测机构(如船厂/船舶设计咨询公司/专业公司等),前提是其检测人员应经培训,且测量设备应经检定有效,应提交人员培训证明及设备检定证书复印件。
7. 此外,自总第504号通函下发之日后对船舶进行的噪声检测,除对检测机构执行第6条要求外,其它应满足我社《船舶及产品噪声控制与检测指南》的相关要求。
8. SOLAS II-1/3-12.1条适用范围以外且在2015年1月1日或之后安放龙骨或处于类似建造阶段的船舶,应满足《商船(安全)(货船构造与检验)(1984年9月1日或之后建造的船舶)规例》第28条的如下要求(email150821):
(1)在每艘船舶上,须采取措施在合理和可行的情况下将噪声声级尽量降低。船舶建成后,机舱内的噪声声级须按照如下内容测量,而测量记录须保存在船舶上。
i)须在最大数目的机器以正常航行负荷而同时航行操作时,量测机舱内的噪声声级。船舶以正常前进航速在海上试航期间录取的测量资料可被接受。
ii)用以在机舱内测量和记录噪声声级的设备及程序,须整体上符合英国政府文书局出版名为“The Code of Practice for Noise Levels in Ships” 的规定,或符合香港海事处处长接纳的其他同等标准。(IMO A.468(XII)可认为是主观机关接受的同等标准。)
(2)机舱内的噪音声级不得超逾110dB(A),但香港海事处处长可在顾及船舶的大小以及所装设的机械类型后,准许在其指明的条件下出现较高的噪音声级。
(3) 噪声声级超逾90dB(A)而需有人看管的任何机舱,须设有指定的噪声安全地带。
(4) 噪声声级超逾85dB(A)的机舱的每个入口须设有警告告示,当中包括符合英国标准协会规格编号BS 5378:1980或获香港海事处处长接受的其他同等标准的符号,以及一个书明‘High Noise Levels. Use Ear Protectors’的附加标志。该等舱室须备有足够的听觉保护器以供使用。
关于船上噪声等级规则MSC.337(91)的统一解释MSC.1/Circ.1509 NO:11/2016
该通函MSC.1/Circ.1509主要是有关噪声的测量要求、接受的最大声压等级、起居处所之间的隔音材料的统一解释。香港海事当局接受该统一解释。
对FSS第5,9,10章的统一解释(MSIN 20/2015)
2014年11月,国际海事组织(IMO)第94届海安会批准了关于CO2释放系统,固定式探火和失火报警系统,抽烟式探火系统的通函(MSC.1/Circ.1487).香港旗船舶应强制执行。

1. 手提灭火器的维护保养 Portable fire extinguishers

(1) 由具备资质的胜任人员每年对灭火器进行检修(胜任人员可以是大副、大管轮或比其职务更高的船员);
(2) 每只灭火器应附有标签,标明其已进行了检修;
(3) CO2 / Halon 灭火器不能存放在起居处所内
(4) 应在不超过5年的间隔期内对船上存放的每同一类型、同年制造的手提灭火器各至少选取一具进行喷射试验(可作为消防演习的一部分)。
2. 手提灭火器的备用灭火剂 Spare charges for portable fire extinguishers

对于可在船上重新充装的手提灭火器要求为:
(1)对于可在船上重新充装的手提灭火器要求为:对相同型号的前10只灭火器提供100%备用灭火剂,剩余的灭火器提供50%备用灭火剂(剩余的灭火器数量不超过60只)。
(2)对于不能在船上重新充装的手提灭火器,应额外配备上述(1)中所确定的相同灭火剂量、型式、容量和数量的手提灭火器以代替备用灭火剂。
3. 手提灭火器的试验 Testing for portable fire extinguishers

所有永久性受压手提式灭火器的瓶体和非永久性受压手提灭火器的驱动气瓶的瓶体应由经我社认可的检测服务机构进行液压试验:
(1) 干粉灭火器瓶体每十年进行一次液压试验
(2) CO2 灭火器瓶体每十年进行一次液压试验
(3) 其他类型的灭火器瓶体每十年进行一次液压试验
(4) 非永久性受压手提灭火器瓶体每十年进行一次液压试验

所有香港旗的货船必须根据IMO MSC/Circ.1318 MSC.1/Circ.1318/Rev.1的要求对固定CO2灭火系统进行维护保养。货船在每次的期间,定期或换新检验时,高压气瓶应在不超过10年内进行液压试验。在10年度检修中,至少抽取总数10%的气瓶进行瓶体内部检查和液压试验。液压试验应由我社认可的检测机构进行。
5. 固定二氧化碳灭火系统控制装置
Controls for fixed carbon dioxide fire extinguishing system
FSS Code, Chapter 5, paragraph 2.2.2
二氧化碳系统应该满足下列要求:
(1)应设置两套独立的控制装置,以将二氧化碳释放至被保护处所,并确保报警装置的启动。一套控制装置应用于开启安装在将气体输送至被保护处所的管路上的阀门,另一套控制装置应用于将气体从所储存的容器中排出。应采取切实可行的措施以确保其按照此顺序操作;和
(2)两套控制装置应布置在一个释放箱内,在该箱的特定部位应设醒目标记。如果装有控制装置的释放箱上加锁,用于开启箱子的钥匙应置于设有易于敲碎的玻璃面板的盒子里,该盒子应置放在释放箱附近的明显位置处。
6. 固定泡沫灭火系统的维护保养 Foam fire-extinguishing systems

泡沫灭火系统应经由我社认可的检测机构每两年进行一次检测。 船上存储的泡沫液应在泡沫液供应上船后的3年以内进行抽样化验,以后后每年进行一次抽样化验。泡沫液的抽样化验应由经我社授权的检测机构或泡沫液生产厂家试验室执行。泡沫液的使用年头和随后的检查记录应保存在船上。
7. 自给式呼吸器气瓶的维护保养

每年应由我社认可的检修机构对所有SCBA的气瓶检查一次。 所有SCBA气瓶应每五年进行一次液压试验,液压试验应由认可的检测机构进行,液压试验日期应永久性的标识在每个钢瓶上。每套自给式呼吸器应配备2个备用充气瓶。如果船舶在适当位置配有无污染重新充装全部气瓶的设备时,只需为每套呼吸器配备1个备用充气瓶。
8.全封闭救生艇内供气系统的气瓶的维护保养

所有气瓶应每五年进行一次液压试验,液压试验应由认可的检测机构进行,液压试验日期应永久性的标识在每个钢瓶上。
10. IMSBC 规则
IMSBC证书应根据船东和我社的相关协议签发。该证书不应代表HKSAR签发,证书上不得标注“ISSUED ON BEHALF OF HKSAR”。
11.设置在远处的救生艇筏 Remotely located survival crafts

对于从船首最前端或船尾最末短至最近的救生艇筏最近一端的水平距离超过100m的货船要求增加配备的1只救生筏,如 SOLAS 第III/31.1.4条所要求的救生筏,应视为SOLAS 第III/7.2.1.2条所指的设置在远处的救生艇筏。下述要求适用于所有香港旗船舶,无论这些船舶是何时建造的。
(1)至少应配备2件救生衣和2件保温服,共设置在远处的救生筏站使用;
(2)根据SOLAS 第III/16.7条的规定,在该救生筏的准备和降落过程中救生筏的存放位置及其降落设备以及降落的水域,必须使用应急电源供电的照明系统提供足够的照明。这种照明也可采用可移动的照明灯来实现。若采用移动式照明灯,则应采取适当的支撑方式确保照明灯能稳定的放置在船舶两舷;
(3)应根据SOLAS第III/11.7条的规定,应为设置在远处的救生筏配备一个登乘梯,也可使用能以受控方式下降至水面的其他登乘设施。
* 打结的绳子不能作为受控的方式下降至水面的其他登乘设施。
12.救生艇降落装置及承载释放装置的定期检修和维护

根据IMO MSC/Circ.1206/Rev.1的要求,船舶管理公司应雇用制造厂代表或经其培训并发证的人员每年对救生艇、降落装置和承载释放装置进行检修和试验。在特殊情况下,如船舶管理公司无法找到制造厂认可的检修机构,香港海事处可接受符合下述条件的检修机构来进行救生艇、降落装置和承载释放装置的每年度检修和试验:
(1)进行检修和试验的机构必须是从事船舶修理/维护的服务商,并且具有足够的救生艇、降落装置和承载释放装置检修、试验和维护保养的工作经历,并能提供其以前进行此类检修和试验的书面证据,以证明具有足够的经历和经验,这些证明文件应使现场验船师满意且该机构必须根据IMO MSC/Circ.1277的要求获得现场验船师满意;
(2)该机构进行救生艇、降落装置和承载释放装置的每年度检修和试验时应按照IMO MSC/Circ.1206/Rev.1附则1的相关程序进行;
(3)绞车刹车的五年度动负荷试验应在我社验船师的现场全面监控下完成并满足验船师的要求;
(4)所有检修试验完成后,检修机构根据IMO MSC/Circ.1206/Rev.1附则1第13-15条的要求出具 检修试验报告、记录和证明文件应妥善的保管在船上。
13.救生艇从存放位置的移离 Lifeboat turnout
SOLAS regulation III/20.7
SOLAS 第III章第20.7条规定,如果天气和海况允许,除自由降落式救生艇外的所有救生艇应在不载人的情况下移离其存放位置。
14.弃船演习(非自由降落式救生艇) Lifeboat drill
IMO MSC/Circ.1206/Rev.1, annex 2, paragraph 2.3.2
当进行救生艇上有船员的弃船演习时,首先应在救生艇上无人的情况下,对救生艇进行空艇释放和回收试验以确保救生艇降落装置正常工作;然后,在艇上只有一个操作救生艇的船员的情况下,将救生艇降落至水面。
15.弃船演习(自由降落式救生艇) Freefall lifeboat drill
IMO MSC/Circ.1206/Rev.1, annex 2, paragraph 2.4.2
当释放自由降落式救生艇作为弃船演习的一部分时,只能由最少的必须操作救生艇的船员随救生艇降落至水面,然后回收救生艇。在回收救生艇时应特别小心,因为回收救生艇具有高风险。如SOLAS允许,也可按照制造厂的使用须知,根据IMO MSC/Circ.1206/Rev.1的要求进行救生艇的模拟降落释放试验。
16.救生艇防跌落装置 Lifeboat fall preventer device
IMO MSC/Circ.1327
在救生艇的承载艇钩或其释放装置失效、或者承载艇钩的意外释放的情况下,救生艇降落预防防跌落装置可以提供第二条替代的承载装置,以减少艇上人员受伤或死亡的危险。无论如何,救生艇降落预防防跌落装置不能替代安全承载释放装置。
如果安装了救生艇降落预防防跌落装置,则其必须根据制造厂IMO MSC/Circ.1327的要求进行设计、安装、检查和使用。船上的操作船员应熟悉船上救生艇上的降落预防防跌落装置的操作程序。救生艇降落预防防跌落装置操作程序也应列入ISM文件和船舶训练手册。
17.用于降落救生装置的钢丝绳索 Falls used in launching life saving appliances
Code of safe working practices for merchant seaman, annex 20.1
钢丝绳夹、钢丝绳头卸扣不能用于钢丝绳头。若有钢丝绳夹、钢丝绳头卸扣用于主要的承重终端,则操作人员应将钢丝绳夹、钢丝绳头卸扣替换为楔形连接卡槽。
18.药物

19.对船用材料和设备的要求

香港海事处接受满足IMO的有关试验程序/标准和操作规范要求的材料和设备。一般来说,由任一国家主管机关或HKMD认可的船级社所认可的船用材料和设备,可以用于香港旗货船。

DSC 无线电装置在接收到应答的测试情况下,可以确认该设备是处于正常有效的工作状态。无论测试多少次,如果未接收到DSC测试应答,应该将测试情况记录进无线电日志并联系岸基支持工程师检查DSC 无线电装置的有效性。
主管机关明确要求按照MSC.1/Circ.1460的要求执行。
21.船员的特免 Dispensation for shipboard crew

根据《1978年海员培训、发证和值班标准国际公约》第VIII章的要求,除非在不可抗力的情况下,不得给予船长和轮机长特免证明。
22.船员证书签证的适用依据 Application evidence for certificate of endorsement
《香港牌照签发统一要求》是根据《1978年海员培训、发证和值班标准国际公约》第I/10第5款的要求签发的正式确认书。干部船员(大副、二副、三副)可在未取得香港主管当局签发的船员牌照前在香港旗船上工作三个月,船员牌照将在此期间根据《1978年海员培训、发证和 值班标准国际公约》第I/2第5款的要求签发。《香港牌照签发统一要求》的传真复印件作为文件证据需保存在船上,但无强制要求《香港牌照签发统一要求》的正本需保存在船上。
23.AIS 年度性能测试 Annual Performance Test of AIS

经认可无线电检测公司的有资质无线电检验人员在执行年度性能测试时需满足IMO MSC/Circ.1252 标准要求,并需将完成AIS 性能测试后由认可的无线电检测公司签署的“AIS 性能测试报告”保存于船上。
24. EPIRB 年度性能测试 Annual Performance Test of EPIRB

经认可无线电检测公司的有资质无线电检验人员在执行EPIRB 年度性能测试时需满足IMO MSC/Circ.1040 1252 标准要求,并需将完成EPIRB 性能测试后由认可的无线电检测公司签署的“EPIRB 性能测试报告”保存于船上。
25. VDR/S-VDR 年度性能测试 Annual Performance Test of VDR/S-VDR

经认可无线电检测公司的有资质无线电检验人员在执行VDR/S-VDR 年度
性能测试时需满足IMO MSC/Circ.1222 标准要求,并需将完成VDR/S-VDR性能测试后由认可的无线电检测公司签署的“VDR/S-VDR 性能测试报告”保存于船上。
26.PSC对船员工作和休息时间的检查

该通函旨在提醒香港旗船舶的船东、管理公司船长应遵守《1978年海员培训、发证和值班标准国际公约》有关船员工作时间和休息时间的相关规定,并建议船上采用IMO/ILO的标准格式记录船员的工作和休息时间以及工作和休息中间的间隔时间。
27.港口国控制 Port State Control

如果香港旗船舶被PSC检查后滞留,则船长和船东应立即采取如下措施:
(1) 传真一份PSC检查报告(Form A和Form B)给香港海事处,说明船舶被滞留的时间、地点和PSC检查官的姓名
(2) 联系当地的船级社办事处(进行检验或SMC审核的船级社)或船舶ISSC认可安全机构,申请其安排登轮检验或审核,以确认和消除PSC检查时发现的缺陷、不合格项;或采取港口国当局指引的纠正措施消除缺陷和不合格项。
28.应急逃生呼吸装置(EEBD) Emergency escape breathing device (EEBD)

起居处所内至少配备2套EEBD和1套备用EEBD。
机器处所需按以下要求配备EEBD:
(1) 主推进的A类机器处所
(a) 位于主推进A类机器处所内的集控室配备1套EEBD;
(b) 工作间配备1套EEBD。如果工作间可直接通往逃生通道则不需配备EEBD;
(c) 每层甲板或平台靠近撤离梯道处各配备1套EEBD。该撤离梯道作为第二种从机器处所撤离的通道(另外一种通道为封闭式围井通道或处所底部可通往安全区域的水密门);
(2) 非主推进的A类机器处所
每层甲板或平台靠近撤离梯道处至少各配备1套EEBD,除非该撤离梯道为从机器处所底部通往安全区域的水密门或构成防火围闭的围井通道;
EEBD应由胜任的船员或经我社认可的检测公司至少每年检查一次。
应根据制造商的维护保养指南进行EEBD的水压试验。
29.浸水保温服 Immersion suit
IMO MSC/Circ.1114, Annex, paragraph 3
(1) 每个船员至少配备1件合适规格的保温服
(2) 驾驶台应至少配备2 件合适规格的保温服
(3) 集控室应至少配备2 件合适规格的保温服
(4) 远处存放的救生筏站至少配备2 件合适规格的保温服
为确保浸水保温服和抗暴露服具有足够的强度和水密性,每件保温服和抗暴露服(自生产之起不超过10年)应至少每3年进行1次气压试验,超过10年的保温服则应经常进行气压试验。
30. 电子航海出版物和数字航海通告

对于香港注册船舶,使用电子航海出版物(ENPs)和带有对相关航海出版物(纸质或电子版)修改信息的数字航海通告(Ntm),请注意以下几点:
1) 无论采用何种介质,都应按照船上SMS的文件控制程序进行处理,包括及时更新程序。
2) 这类出版物或数字航海通告应在紧急情况下方便使用,而没有仅限于特定的地方使用。
3) 此外,在紧急情况下使用的这些出版物及其修改信息的硬拷贝,包括国际信号规则及IAMSAR手册应提供在船上。
4) 当香港注册船舶使用电子航海出版物时,应适用以下要求:
a) 电子航海出版物应由国际海事组织、主管机关、水文机构或主管机关认可的其他机构出版的。
b) 电子航海出版物应保持更新。
c) 对于值班船员,电子航海出版物应便于获取,而无需离开其值班处所。
d) 航海出版物应安装在由主电源和应急电源供电的专用计算机里。
e) 作为备份,电子航海出版物还应装在船上的另一台电脑上,并且在短时间内能供值班船员使用。
f) 使用系统及查看出版物的操作指南应保持在船上,并告知相关的驾驶员。
5) 对于香港注册船舶,无论是纸质或是电子版航海出版物,当使用带有对相关修改信息的数字航海通告(Ntm),应考虑上述指南的要求。
6) 关于船上应携带的出版物,具体请参见MSC-MEPC.2/Circ.2通函的内容。
31. 官方的航海日志和其他航海日志/记录
香港注册船舶官方的航海日志:特定的Form HKLOG3作为官方的航海日志,可在商船管理处领取。
下列的航海日志和记录簿可以从其他供应商或信息服务部门或海事处的缴费处购买。
1) GMDSS无线电日志
2) 油类记录簿Part I-机器处所的操作(所有船舶)
3) 油类记录簿Part II-货油/压载的操作(油船)
4) 垃圾记录簿
32. 多套载重线

申请方应直接联系认可组织(RO),并提供原载重线标志、新载重线标志及其对应的载重量等详细资料,以申请海事处获取勘划附加载重线的授权。
每套载重线标志在初次勘划及在随后的定期检查时都应由认可RO的验船师予以确认。
海事处可接受船长进行的确认。改变核对的干舷,船长应遵循相关指南的要求。
33. 货物处所固定灭火系统的免除
2000总吨及以上货船上的每一货物处所应配备符合《消防安全系统则》规定的固定式气体灭火系统。
对于专门为载运矿石、煤、粮食、未干透的木材、不燃货物或认为具有低失火危的货物而建造的香港籍货船,且船舶安装有钢舱口盖和关闭所有通风口和其他通往货物处所开口的有效装置,海事处主任可免除上述要求。
申请方(船东/管理公司/认可组织)应将免除申请连同下列资料一起发往货船安全部((e-mail:
ss_css@mardep.gov.hk):
a) 认可组织(RO)签发的一份符合声明,确认船舶满足SOLAS Ch.II-2/Reg.10.7.1.4的要求。
b) 认可组织(RO)签发的“验船证明书”(COS)的副本。
首次的免除证书应由海事处的主任签发。而后为各方操作方便,所有后续免除证书的换证,连同相关证书的换证,可由认可组织(ROs)/(RSOs)签发。这些免除证书的换证不需要咨询海事处的主任,除非在原始免除证书注明的条件无法实现。
34. 桥楼值班报警系统(BNWAS)
香港海事处的要求如下:
a) 2011年7月1日前拟安装上船的桥楼值班报警系统,最好采用符合海安会决议MSC.128(75)的性能标准要求的认可产品,除非船东提供合理理由申请我处免除。
b) 目前已经安装上船的桥楼值班报警系统,只要它具有与符合MSC.128(75)的性能标准的系统类似的功能,可不必完全满足MSC.128(75)的性能标准。
c) 对于不能完全满足MSC.128(75)的性能标准的桥楼值班报警系统,应由其制造厂或认可组织(RO)进行试验,确认其适于安装在船上,并具有与符合MSC.128(75)的性能标准类似的功能。
如桥楼值班报警系统在2011年7月1日前已安装上船,你需联系船级社确认其是否满足上述要求。2011年7月1日以后安装上船的桥楼值班报警系统,应完全满足IMO的性能标准。
Acceptance of Servicing Stations for Inflatable Life Rafts
This Administration accepts materials and equipments complying with the test procedures/standards and performance specifications laid down by IMO. In general, the Administration accept servicing stations for inflatable life rafts that are approved by a State which is Party to the SOLAS Convention or by an RO on behalf of the Administration or other Party to SOLAS Convention.
Liferaft Servicing Stations
The Administration accepts materials and equipments complying with the test procedures / standards and performance specifications laid down by IMO. In general, the Administration accept servicing stations for inflatable life rafts that are approved by a State which is Party to the SOLAS Convention or by an RO on behalf of the Administration or other Party to SOLAS Convention.

2014年11月,国际海事组织(IMO)第94届海安会批准了关于《自动喷水器系统使用试验的临时指南》的通函(MSC.1/Circ.1493).香港旗船舶应强制执行。
国际航空和海上搜索及救援手册修正案
该通告为了颁布IMO通函MSC.1/Circ.1513而建议各方关注即将于2016年7月1日生效的IAMSAR手册。
1.国际海事组织(IMO)海安会(MSC)于2015年6月通过了IAMSAR手册修正案。
2.作为IMO通函MSC.1/Circ.1513附则的以上修正案将于2016年7月1日生效。

烟雾管理系统(Smoke Management Systems)评估的性能标准、功能要求、系统要求MSC.1/Circ.1514(MSIN:12/2016 18 January 2016)
烟雾管理系统系指一种工程系统,包含所有单独的或联合的用来处理烟雾移动的方法,在火灾时阻止烟雾污染至安全逃生通道,确保人员安全撤离。香港海事当局接受MSC.1/Circ.1514,适用于香港旗新造客船。
经MSC.482(103)修订的SOLAS第III章第33.2条在生效之前的自愿提前实施(

登离船设施五年度负荷试验
根据HKMD邮件澄清,登离船设施五年度负荷试验应结合相应的船舶法定证书换证检验进行。
世界无线电通讯大会(2012)对无线电规则附录17和18进行了大范围的修订,虽然这些修订并不影响船上全球海上遇险和安全系统(GMDSS),但是影响了诸如港口操作和船舶交通服务(VTS)等其他频率的使用。考虑到船上安装的无线电通讯设备之间以及按照无线电规则(2012)附录17和18更新的船用高频和甚高频的频率和信道安排上可能存在不兼容,国际海事组织(IMO)海上安全委员会于92届会议(2013年6月12日至21日)通过了《船上无线通讯设备安装和使用有效性指南》。
参照该指南的要求,应采取以下措施:
1.船上及时采取行动保证无线电设备满足新的无线电规则。为满足新的要求可能需要对操作软件进行更新。
2.为了保障GMDSS的通信能力,具有窄带直接印字电报(NBDP)功能的高频无线电通信设备应在2017年1月1日及以后的第一次无线电设备检验时升级,以满足无线电规则附录17B部分第II和III节中的信道安排。
3.若非按照船旗国的特别要求进行更新,除具有窄带直接印字电报(NBDP)功能的高频无线电通信设备外的其他无线电通信设备,不需要在2017年1月1日及以后的第一次无线电设备检验时按照上述要求升级。
持证的无线电人员数量:
根据香港《商船(安全)(全球海上遇险和安全系统无线电装设)规例》第16(2)的规定,仅行走A1海区内的航程的每艘船舶,均须载有至少一名持有按照无线电规例发出的限用值机员证书、通用值机员证书、二级无线电电子证书或一级无线电电子证书其中一项的人士。行走A1海区外的航程的每艘船舶,均须载有至少一名持有按照无线电规例发出的通用值机员证书、二级无线电电子证书或一级无线电电子证书其中一项的人士。如藉海上电子维修功能而确保船舶符合第5条所指明的功能规定,则船舶须载有至少一名持有按照无线电规例发出的二级无线电电子证书或一级无线电电子证书的人士。如属在香港除外的国家注册的船舶,则可载有至少一名具有由船籍国的法律就此授权或承认的主管当局所认可的等同海上电子维修资格的人士。
无线电人员资格:
根据香港《商船(安全)(全球海上遇险和安全系统无线电装设)规例》第16(3)的规定,为施行本规例,任何人除非是下述文件的持有人,否则在香港船舶上属不符合资格
(a) 该人员应持有由通讯事务管理局发出的有效和适当的证书,或由相若的主管当局发出并获通讯事务管理局承认为与通讯事务管理局所发出的上述证书等同的有效和适当的证书;
(b) 由通讯事务管理局颁发的有效的操作授权证明,该授权证明为授权操作根据通讯事务管理局所发出的牌照而在船舶上设立的无线电通讯站。
关于对BNWAS性能标准中要求自动操作功能的补充。(43/2014)
本通告替代了NO.77/2012 香港商船资讯。
MSC.128(75)决议要求船舶具有自动操作功能,但作为一个临时措施,如果自动操作模式可用,那么不应该使用该功能!

关于香港旗船舶现有油船状况评估计划(CAS)检验要求(CD287)
我社2008年《现有油船状况评估计划(CAS)检验指南》和入级处总第331号通函(CD331)已有明确规定,但在执行香港旗船舶的CAS检验时,尚需注意以下几点(括号内的条款号取自香港海事处状况评估计划检验须知的相应要求):
1 如果所有CAS要求均已满足,经香港海事处书面同意,船公司可在规定的CAS检验到期日前申请我社进行CAS检验(4.5款)。
2 CAS检验计划未经本社同意前不应进行CAS检验(5.2.1款)。
3 香港海事处可参与香港旗船舶的CAS检验(6.1.2款)。
4 应将有关CAS检验的所有记录包括所采取的措施,形成一份可查的跟踪文件,一旦香港海事处要求可随时查询(8.2款)。
5 CAS检验报告的审核人员不应参与所审核船舶的CAS检验(9.1.2款)。
6 对于香港海事处认为不符合CAS要求的船舶可重新进行CAS评估。此种情况下,香港海事处拒绝签发符合证明时所提出的缺陷应予消除,并应对更正措施予以审核以确定是否已满足CAS要求。CAS重新评估通常应由认可组织和香港海事处进行(10款)。
7 当经香港海事处审核并签发了符合证明的船舶转级或更换管理公司时,如符合证明仍在有效期内、且船舶条件和状况均未发生变化,则香港海事处可考虑并声明船舶的符合证明保持有效(11.8款)。
接受等效(替代符合性方案)并授权进行香港旗船舶安装EGCS的审批、检验和发证
MARPOL公约附则Ⅵ第14条要求船舶使用硫含量不超过14.1条或14.4条所规定的燃油,MARPOL公约附则Ⅵ第4条允许经主管机关批准,在减排方面。使用至少与附则所要求等效的替代符合方法,包括第14条所述的标准。主管机关应考虑到任何与IMO制定的替代方法相关指南。
针对船东须自2020年1月1日起满足SOx排放控制要求的情况,本主管机关根据Merchant Shipping(Prevention of Air Pollution)Regulation, Cap.431P接受EGC系统作为等效方法,并授权中国船级社根据IMO MEPC.259(68)340(77)决议“20152021年废气滤清系统指南”执行香港旗船舶安装EGC系统的审批、检验和发证,并满足以下条件:
1)EGC系统的审批、检验和发证应满足IMO MEPC.259(68)340(77)决议——20152021废气滤清系统指南附录的所有适用要求。
2)EGC系统的排放减少量应满足MARPOL公约附则Ⅵ第14款的要求。
3)为完成香港旗船舶EGC系统的审批、检验和发证,中国船级社应将经认可的SOx排放符合计划副本及SOx排放符合证书副本(方案A)或EGC系统检验声明/报告副本(方案B)告知主管机关。
4)中国船级社应保存所有记录、计划和文件包括但不限于中国船级社所签发或签署证书的附件检验报告,并允许主管机关获取这些信息或在主管机关的要求下尽可能快地提供给主管机关。
Merchant Shipping(Prevention of Air Pollution)规则2022修正案附加要求

1、 无人非自航驳船国际防止空气污染免除证书是指:
a) IAPPE证书。
b) 由认可组织签发的无人非自航驳船国际防止空气污染免除证书。
c) 由某一船旗国或经该船旗国授权签发的无人非自航驳船国际防止空气污染免除证书。
2、 IAPPE证书的签发
1) 应驳船船东申请,HKMD可对驳船签发IAPPE证书。
2) HKMD不能对驳船签发IAPPE证书,除非:
a) 如:
i) 驳船未持有有效的无人非自航驳船国际防止空气污染免除证书,应按本规则进行初次检验;或
ii) 驳船已持有有效的无人非自航驳船国际防止空气污染免除证书,应按本规则进行换证检验。
b) 有本规则要求的检验声明证实该驳船为无人非自航驳船。
3) 如驳船可以任何方式(无论是临时性的还是永久性的)产生废气排放或其它空气污染物,HKMD将不会签发IAPPE证书。
3、 基于初次检验或换证检验签发的无人非自航驳船国际防止空气污染免除证书从检验完成日期起算不应超过5年。
4、 对于以下情形,香港旗船舶的无人非自航驳船国际防止空气污染免除证书将停止有效:
a) 船东向HKMD报告该驳船停止营运;
b) 该驳船不再是无人非自航驳船;或
c) 该驳船停止在香港注册。
5、 IAPPE证书的检验
·初次和换证检验
1) 无人非自航驳船的初次或换证检验应由政府验船师进行。
2) 经执行检验的政府验船师要求,船东应提供相关信息和图纸。
3) 如政府验船师在进行了初次或换证检验后,满意地证实驳船为无人非自航驳船,需签发一份检验声明并提交HKMD。
·HKMD可要求进行附加检验
1) HKMD可能会书面通知持有无人非自航驳船国际防止空气污染免除证书的驳船船东,要求在规定的合理期限内由政府验船师进行附加检验。
2) 附加检验范围可以是HKMD认为合适的总体或部分检查。
3) HKMD仅在有合理理由确信驳船不再是无人非自航驳船的情况下才会要求上述1)提及的检验。
4) 收到上述1)提及的通知后,船东须安排附加检验。
5) 经执行检验的政府验船师要求,船东应提供相关信息和图纸。
6) 如政府验船师在进行了附加检验后,满意地证实驳船为无人非自航驳船,需签发一份检验声明并提交HKMD。
6、 无人非自航驳船的证书在拖带和顶推船舶上的保存
1) 本部分要求适用于从事国际航行拖带或顶推操作的无人非自航驳船。
2) 在拖带或顶推操作时无人非自航驳船的下列有效证书须在拖带和顶推船舶上保存:
a) 如该驳船获得了免除,无人非自航驳船国际防止空气污染免除证书;或
b) 其他情形时,国际防止空气污染证书。
3) 在拖带或顶推操作时,第2)条涉及的证书须在拖带和顶推船舶上保存。
7、 HKMD可授权认可组织对无人非自航驳船国际防止空气污染免除证书进行检验和发证。
8、 由于驳船没有配备船长,本规则指向的船长是指驳船的经营人。

为满足EEXI使用轴/主机功率限制指南的修正案生效(MSIN-13/2024)
1.本文旨在请有关各方注意国际海事组织海上环境保护委员会在第80次会议上通过了《2021年为满足EEXI规定而采用的轴/主机功率限制系统和储备功率使用指南》(MEPC.335(76))的修正案(MEPC.375(80))。
2.本次修正案主要修订了船舶使用储备功率时需向IMO报告的规定。相关船舶在使用储备功率后应立即使用经MEPC.375(80)修订的指南附录格式(OMM record)通知香港海事处或负责签发船舶国际能效证书的认可机构。

关于香港旗船舶生效实施《2001年国际控制船舶有害防污底系统公约》日期的通知 船综(2016)151
总部于2016年8月12日下发的船综(2016)90“关于《2001年国际控制船舶有害防污底系统公约》扩展至适用于香港后有关检验发证要求的通知”,明确了香港旗船舶提前签发/换发防污底证书的操作要求。现收到香港海事处发布的商船资讯(MSIN No.49/2016),告知已完成地区立法程序,将于2017年1月1日起对香港旗船舶生效实施《2001年国际控制船舶有害防污底系统公约》。
鉴上,自2017年1月1日起,按前述通知要求签发/换发AFS证书(CAF)时,备注栏无需再注明“The Certificate is issued in accordance with the Hong Kong Merchant Shipping Note No.29/2016.”
香港实施2001国际控制船舶有害防污底系统公约(MSIN:49/2016)
1. 根据商船(控制船舶有害防污底系统)规例(Cap.413N)第一节,运输与房屋管理局已指定2017年1月1日作为规例生效日期。
2. 规例实施了2001国际控制船舶有害防污底系统公约,并且为了保护海洋环境,禁止在船舶防污底系统中使用有机锡。规例适用于在香港注册的船舶和进入香港水域的船舶。

载重线
签发载重线证书之前需要确认的事项(2011DM授权协议AIII2.1.5)
未经HKMD同意,不得对那些曾经向香港海事处或其它船级社提交申请但被拒绝的任何船舶(我社在获得相关信息的情况下)签发载重线证书。

香港海事处于2012年12月27日下发了海事通函SD/S 800/1/1,要求持有多套国际载重线证书的香港旗船舶在变更干舷时,可由船长进行确认(无需验船师登轮确认)。
1 海事处要求
变更船舶干舷时,船长应遵照下述要求:
1) 在船舶舷侧只能看到一套载重线标志,且船上只能出示与其相应的载重线证书;
2) 其他的载重线标志应用油漆涂掉,不用的载重线证书需与正在使用的证书分开存放;
3) 每次变更载重线标志时,应在航海日志中进行记载;
4) 显示有最大载重量的证书(如CSC, CSE, COP、CIT证书等)适用于所有不同载重线的情况。
签发多套载重线证书时,只需签发一套对应于最大净吨、最大载重量的吨位证书即可。另外如果船东申请也可签发多套吨位证书,除对应最大载重量的吨位证书之外的其它吨位证书应注明在对应最大载重量的吨位证书签发满一年之后生效(根据《69吨位丈量公约》附则I第5条要求),且船东在使用中应注意执行主管机关文件SD/S800/1/1的相关要求。
同时强调船舶的安全管理体系应包括适当的程序和相关指南,以确保使用多套国际载重线的船舶能够满足上述要求。 相关船舶应随船携带海事通函 SD/S 800/1/1及香港海事处签发的同意该船持有多套国际载重线证书的批准函。
2 申请程序
如船公司拟申请签发多套载重线证书,须通过我社总部业务主管部门向香港海事处提交书面申请,注明船舶参数(船名、IMO No.、香港海事处注册号等),与多套载重线证书各夏季干舷对应的载重量数据等,同时提交如下资料(由检验单位负责收集并报总部)并填写下列表格:
1) 经批准的每套载重线标志对应的稳性资料批准书电子版面页复印件/扫描件;
2) 经批准的各干舷计算书电子版面页复印件/扫描件;
3) 经批准的每套载重线标志对应的载重线标志布置图;
4) 所有载重线证书包括现有载重线证书和拟新增的载重线证书的草稿。

Freeboard Assignment No.指该套载重线标志对应的干舷计算书/载重线标志布置图/稳性资料的审图工作控制号,如由现场检验单位审批则为相对应的检验工作控制号。相应地,Date of Freeboard Assignment指前述审批工作完成的日期,不是最终现场检验完成日期。
提供给主管机关的每套载重线证书都应表明对应的载重吨。
3. 信息传递
对于持有多套国际载重线证书的CCS 级香港旗船舶,船长完成变更干舷后,应立即将变更干舷声明以传真(0086-010-58112807)或者电子邮件的方式将情况报告我社总部营运入级处(cdwork@ccs.org.cn),以便更新船舶检验信息。
4 说明
对于只是向我社申请临时勘划多套载重线标志的船舶,不适用上述要求。
海安会MSC(95)决议通过了1966国际载重线公约88议定书第36(6)条的统一解释MSC.1/Circ.1508 (HKMSIN 06/2016)
香港政府接受了海安会MSC(95)决议通过1966国际载重线公约88议定书第36(6)条有关连续货舱口的统一解释(MSC.1/Circ.1508)。该解释明确了两种可以作为连续舱口的情况,1、船舶只有一个货舱口;2、货舱口是分离式的,但舱口间通过纵向舱口围板连在一起,上面加盖板,整个舱口区域构成一个风雨密的长方体。
ILO
ILO92/133的要求(HKMSIN 32/200949/2014)
按照香港商船(船员舱室)规例,货船应满足ILO C133要求。如果确实难以达到ILO C133任何条款要求,船东或其代理人可以向HKMD提交免除申请,但ILO C92的基本要求应予满足。
对于申请悬挂香港旗的船舶,必须符合ILO92的要求。对于新建船舶,应确保满足ILO92和ILO133的要求。营运船舶换旗检验时,在进行ILO92相关要求检验的同时,应进一步依据ILO133的要求进行船员舱室检验。
签发MLC符合证明对于起居舱室的要求(MLC3.1)(HK-MLC-Part I)
.1 在公约在香港生效之日起或之后建造的香港旗船舶须遵守规则第3.1 条、标准A3.1.6 到A3.1.17 以及指南B3.1.1 到 B3.1.12 中规定的船上起居舱室和娱乐设施的要求。
.2 于公约在香港生效日之前建造的船舶须遵守Cap.478I 中的要求。
.3 在船长或船长授权下,船东须在船上开展经常性的检查,至少七天一次,以确保海员起居舱室干净、体面地适宜居住,并且被维护到良好的状态。每次此种检查的结果均应在船舶正式航海日志中记录并可供复查。
.4 考虑到船舶尺寸和船上人数,HKMD 与咨询委员会协商后,可以对200 总吨以下的船舶免除公约标准A3.1 中的有关要求:
(a)第7(b)、11(d)和13 款;以及
(b)第9(f)和(h)至(l)款,仅涉及地板面积。
船上起重设备的全面检查和负荷试验的规定 (HKMD MSIN 94/2012)

1.船上起重设备及其活动零部件在首次投入使用前和对易影响其安全的任何部分进行更换或修理后,应由适任人员进行负荷试验,试验完成后应由适任人员对起重设备及其活动零部件进行全面检查和确认。
2.船上起重设备及其活动零部件应至少每十二个月由适任人员进行一次全面检查和确认。
3.船上起重设备投入使用后,应至少每五年由适任人员重新进行一次负荷试验,试验完成后应由适任人员对起重设备进行全面检查和确认。
4.上述所指“适任人员”可以是主管机关认可船级社的验船师,也可以是船上高级船员。
5. 船公司可根据需要决定船上起重设备的全面检查和负荷试验是由船上高级船员进行或申请主管机关认可船级社的验船师进行。
5.1 如由船上高级船员进行,则检查或者试验完成后,执行检查或试验的高级船员应在起重设备检验簿上进行签署。该检验簿可参照国际劳工局认可的标准格式制定。
5.2 如申请我社进行,则该船起重设备的任何检查和试验均应由我社指定的验船师进行。检查或试验完成后,我社验船师应在我社的起重设备检验簿上进行签署。
5.3 上述经过签署的起重设备检验簿应保存在船上已备检查。
6.1 每个活动零部件均应按下列规定验证负荷进行负荷试验:
6.1.1 单饼滑车的验证负荷应至少为其安全工作负荷的4倍;
6.1.2 安全工作负荷不大于20t的多饼滑车的验证负荷应至少为其安全工作负荷的2倍;
6.1.3 安全工作负荷大于20t但不大于40t的多饼滑车的验证负荷应至少为其安全工作负荷加20t;
6.1.4 安全工作负荷大于40t的多饼滑车的验证负荷应至少为其安全工作负荷的1.5倍;
6.1.5 链条、吊钩、环、卸扣、转环等活动零部件的验证负荷应至少为其安全工作负荷的2倍。
6.2 钢索的安全工作负荷应不超过其破断负荷的20%。
6.3 除上述6.1和6.2的规定外,香港旗船舶起重设备及其活动零部件的全面检查和负荷试验可按照中国船级社《船舶与海上设施起重设备规范》的要求进行。
香港本地船舶起货设备检验 (HKMD授权函-(4) in SD/MISS708/1(11) 20061124)
我社自2007年1月24日起接受授权,按香港特区《船舶及港口管制条例》(第Cap.313章)和《商船(本地船只)条例》(第Cap.548章)的规定,对适用上述条例的香港本地船舶的起货设备执行检验、试验并签发相关证书。
1、香港《船舶及港口管制条例》(第Cap.313章)
该条例适用于通常除本地船舶以外在香港水域内悬挂任何船旗的入级远洋船舶。
2、《商船(本地船只)条例》(第Cap.548章)
该条例适用于任何符合以下说明的船舶:
A 在中国大陆或澳门注册的;
B 用于前来香港或自香港前往其它地方进行贸易的;
C 获中国大陆或澳门政府当局签发的任何证书(但任何获认可的公约证书除外)允许该船舶前来香港进行贸易的。
香港本地船舶分为4类——1、2、3、4类。通常只有第2类的工程船或货船装有起货设备,这些起货设备应由被认可的机构进行试验或检验。
3、检验起货设备的标准
3.1 检验适用于香港《船舶及港口管制条例》(第Cap.313章)的除本地船舶以外的入级远洋船舶

4.1 按香港海事处规定,检验上述香港本地船舶的起货设备,只能由CCS专职验船师执行检验或试验,并签发相关证书。
4.2 可视情况决定是否接受申请,检验或试验适用于《商船(本地船只)条例》(第Cap.548章)的香港本地船舶的起货设备。

海安会 MSC(92)决议通过了2000HSC规则第7章的统一解释MSC.1/Circ.1457,对2000HSC规则(经MSC.175(79) 和 MSC.222(82)修订)的第7.4.1.3条有关阻火材料、第7.4.2.3条有关承载结构的保护(IACS UI HSC8)进行了解释。(HKMSIN 41/2013)
香港政府接受了MSC.1/Circ.1457。
根据《国际高速船安全规则》适用于跨境航行的香港注册高速船的可免除条款(MSIN No.24/2018, 17 September 2018)
1. 海事处已经检视《1994年HSC规则》和《2000年HSC规则》(以下称为规则)中的规定。考虑到跨境航程的性质和营运模式,认为规则中适用于香港注册跨境高速船的三个条款可获得免除。
2. 新增的三个可免除条款为规则的第8.6.2、13.10.1及13.12.1条,分别涉及遥控释放救生艇筏、夜视设备和自动驾驶仪。根据规则,加入上述新增条款修订后的香港可免除条款,可分别参见于香港商船资讯No.24/2018附件1和附件2。

4. 取代香港商船资讯No.41/2016。
按照香港水域现行做法,香港海事处在向离港往其它地区/国家的非自航拖曳船舶签发出港令前,规定有关拖船和被拖船须进行拖航检验。该检验既可由海事处验船师进行,也可由其授权的船级社或特许验船师进行。
根据香港海事处2007-4-3传真(Ref. SD/S 825/2)和其2007年第56号布告(下简称“56号布告”),授权CCS自2007-4-2起,可从事香港地区须领取出港证的拖航作业船舶的拖航检验。
接受《国际极地水域域操作船舶规则》(极地规则)和 SOLAS, MARPOL的修正案(MSIN40/2015)
1.第94届海安会和第68届海环保会接受了《国际极地水域操作船舶规则》(极地规则),极地规则对航行于极地水域船舶,在安全评估和环境保护上明确提出附加要求.分别通过SOLAS)和MARPOL修正案强制确定极地规则相关安全和环境要求,公约修正案于 2017年 1月 1日实施,

1. 生效日期
对《商船(安全)(救生设备)规例》(第369章,附属法例AY)的修订从2017年9月1日起实施。现行版本的规例可在“电子版香港法例”网站(https://www.elegislation.gov.hk/)查询。
2. 定义:
“1996年第III章”(1996 Chapter III)指IMO海上安全委员会于1996年6月4日通过并载于决议MSC.47(66)附件内的《SOLAS公约》第III章文本,以及不时对该章做出的任何适用于香港的修改或修订。
“《规则》”(LSA Code)指IMO海上安全委员会决议MSC.48(66)通过的《国际设备救生规则》,以及不时对该《规则》做出的任何适用于香港的修改或修订。
建造(Constructed)就某船舶而言,指处于以下阶段:
(a) 该船安放龙骨;
(b) 可辨认出该船建造开始;或
(c) 该船业已开始的装配量至少为50 t,或为全部结构材料估算重量的1%,取较小者。
“乙类船舶”(Type B Ship)指在1998年7月1日或以后建造的船舶;
“甲类船舶”(Type A Ship)指在1998年7月1日之前建造的船舶;
《适用版第III章》(applicable Chapter III)就甲类船舶而言,指《SOLAS公约》第III章于该船安放龙骨或处于类似建造阶段当日有效的版本。
主管机关(Administration)指:
(a) 处长;或
(a) 在香港以外某地方并属《SOLAS公约》缔约成员的政府;
3. 乙类船舶
乙类船舶的救生设备及布置应符合《1996年第III章》的要求。
4. 甲类船舶
(1) 甲类船舶的救生设备及布置应符合《适用版第III章》的要求。
(2) 在不影响第(1)款适用性的原则下,甲类船舶的船东及船长,还须确保船舶满足下面关于救生设备及布置的要求:
(a) 《1996年第III章》第I及V节中适用于所有船舶的要求;
(b) 就客船而言:《1996年第III章》第II节中适用于所有客船的附加要求;及
(c) 就货船而言:《1996年第III章》第III节中适用于所有货船的附加要求。
(3) 如:
(a) 甲类船舶上的某项救生设备或某类救生布置被更换;或
(b) 甲类船舶进行重大的修理、改装或改建,并涉及对在该船舶上的现有救生设备项目或现有救生布置种类的增加,则该船舶的船东及船长,必须确保该更换或增加的设备或布置(视情况而定),符合《1996年第III章》的适用要求。
(4) 基于甲类船舶的船东提供的资料,如满足第(3)款会:
(a) 令该船舶的构造或布局做出改变;或
(b) 导致与该船舶的现有设备或布置不相容的情况,
则处长可做出书面决定,该款不适用于该船舶。
(5) 如基于第(4)款的实施,甲类船舶更换或增加的某项救生设备或某类救生布置不适用于第(3)款要求,船东及船长须确保更换或增加的设备或布置符合(1)款的要求。
5. 适用于没有机械推进系统的船舶的救生设备及布置的规定
(1) 本条适用于没有机械推进系统的船舶。
(2) 出海航行的船舶须:
(a) 在船舶每舷配备一只或多只救生筏,其总容量应能容纳船上人员总数,但:
(i) 如果救生筏不能随时转移以从该船任一舷下水,则每舷可用的总容量应能容纳船上人员总数的150%;
(ii) 如(b)段所要求的救助艇也是符合SOLAS公约要求的救生艇,则可计入本段所要求的总容量,但船舶任何一舷可用的总容量应至少是船上人员总数的150%;和
(iii) 救生艇筏的数量和布置,应能在任何一艘救生艇筏灭失或不能使用时,每舷可供使用的救生艇筏,足够容纳船上的人员总数。
(b) 至少配备一艘救助艇,但小于500总吨的船舶可配备装有艇机的充气艇以代替救助艇;如果救生艇同时符合救助艇的要求,则可以接受此救生艇作为救助艇。救生艇、救助艇或充气艇应有各自的降落设备。
(3) 船舶应配备1台卫星应急无线电示位标。
(4) 救生圈
(a) 船舶应至少按下表数量配备救生圈:

(b) 船舶每舷应至少有1个救生圈设有可浮救生索。不少于总数50%的救生圈应设有自亮灯,这些救生圈中不少于2个还应设有自发烟雾信号,并能从驾驶室或驾驶位置迅速抛投。在船长小于12米的船上,可浮救生索长度应不小于18米。
(5) 船舶须:
(a) 为船上每名成人,配备一件符合《规则》第2.2节要求的成人尺寸救生衣;
(b) 为船上每名儿童,配备一件符合《规则》第2.2节要求的儿童尺寸救生衣;及
(c) 配备足够数量的救生衣,以供值班人员使用,并供设置在远处的救生艇筏站使用,这些救生衣应存放在驾驶室、机舱控制室和任何其他有人值班的地方。
(6) 按第(5)款规定配备的每件救生衣应设有救生衣灯。
(7) 应为每位指派为救助艇或充气艇艇员的人配备一件尺寸适宜的救生服或抗暴露服。
(8) 救生服
(a) 船舶应为船上每个人配备一件救生服,除非
(i) 救生筏使用降落设备下水;
(ii) 救生筏使用能在两舷均可使用的等效认可设备,使人无须进入水中即可登上救生筏;或
(iii) 该船经常从事南纬20o与北纬20o之间的航行。
(b) 本款要求的救生服可用于符合第(7)款的要求。
(9) 船舶应配备不少于12支火箭降落伞火焰信号。
(10) 船长为12米或以上的船舶应配备1具拋绳设备。
(11) 船舶应设有:
(a) 通用应急报警系统;和
(b) 《1996年第III章》第11及16条规定的照明。
(12) 船舶须:
(a) 在救生艇筏及其降落操纵器上或附近设置显示操作须知的告示或标志;
(b) 在:
(i) 每一船员舱室内;或
(ii) 每一船员餐厅和娱乐室内,
配备一份培训手册;
(c) 配备救生设备船上维护保养须知或包括救生设备维护保养的船上计划维护保养程序;和
(d) 配备一份“救生信号和救助方法(SOLAS-1)”列表。
有关压载水公约咨询的回复(主管机关邮件)
1、MARPOL附则I第10.2.1至10.2.3条允许船舶在现有证书有效期前后3个月之内完成换证检验或在现有证书有效期前3个月之前完成换证检验。它隐含着IOPP证书换证检验可按船东希望的时间来进行。
2、对于香港旗船舶,将IOPP证书换证检验与其他法定证书换证检验协调不是强制要求。
3、只要船级社接受和符合所有相应的IMO公约的要求,主管机关不反对提前进行IOPP证书换证检验。
压载水公约的生效(商船资讯17/2020)
1、2020年5月15日,国际海事组织发布 BWM.1/Circ.64 通函,宣布将《压载水公约》的适用范围延伸至香港旗船舶,由2020年8月13日起生效并签发压载水证书。。
2、香港旗船舶主管机关发布了商船通告MSIN7/2024,接受了国际海事组织的海上环境保护委员在其第 80 次会议上批准的《BWM 公约》第 B-3.5条,第 B-3.10 条以及国际压载水管理证书格式的统一解释BWM.2/Cir.66/Rev.5。该统一解释阐明经重大改装的船舶根据第 B-3.5 条和第 B-3.10 条规定遵守第D-2条标准的时间表,以及在国际压载水管理证书中“建造日期“一栏所需填写的日期。该通告取代原商船通告MSIN33/2019.

《BWM公约》的电子记录簿使用指引
1、MEPC第80次会议以决议MEPC.372(80)通过《BWM公约》的电子记录簿使用指引;
2、《BWM公约》第B-2条允许使用电子记录簿来记录操作日志,作为实体记录簿的替代;
3、香港旗船舶如需使用电子记录簿,应参阅IMO决议MEPC.372(80)。
