1、All vessels
All vessels shall be surveyed before being put into service and shall comply with all International and National Regulations as specified in RO instruction 2022/12/07 APPENDIX I

Exemption and Extension(RO instruction 2022/12/07 Chapter V)
1.1 With the exception of paragraph 18.2 and 18.3, RO is not permitted to issue an exemption or extension certificate unless authorized by the Administration. All application for exemption or extension shall be made using official form (MSN 09/2019) by Ship Manager or Owner with RO recommendation before submission to the Administration for consideration. The application will be process by the nearest Maritime Industrial Control Division of Regional Offices as listed in APPENDIX VI which where the ship is located;
1.2 The Exemption Certificate may be issued without prior approval from the Administration only for cases as follows:
i. Ship constantly engaged in voyages between latitude 30 ° North and 30 ° South (except Bulk Carrier), are exempted to comply with the requirement of SOLAS 2014 Chapter III Regulation 32.3.2 (carriage of an immersion suit for each person onboard);
ii. Ballast water management (certificate and plan) for ship not carrying ballast water, using closed system, permanent ballast or plying solely within Malaysia Domestic water only, on condition that said exemption and condition of issuance must be clearly written in the Ballast Water Record Book and/or Ballast Water Management Plan. Refer to MSN 14/2020;
iii. LRIT Conformance test for maximum period of 3 months after changing to Malaysia flag;
iv. Adherence to the Requirements of International Regulation for Preventing of Collision at Sea 1972 under the following conditions:
Ships for usage in specific operation as stated below:
(i) Regulation 23 (a) (ii)
(ii) Annex I, paragraph 2, (i) (i),Provided that the vertical distance between lights is not less than 1 meter and length Overall (LOA) less than 100 meters
v. Compliance to MLC Title 3, Standard A3.1 – Accommodation and recreational facilities (paragraph 7(d), 9 (a & m), 11(b) and 15 only) for ship less than 500 GT in Malaysia water;
vi. Exemption of unmanned non-self-propelled (UNSP) barges from certain survey and certification requirements under Annex I, Annex IV and Annex VI of MARPOL Annex 73/78:
(i) RO shall ensure application for exemption of UNSP must meet the requirements as regulated in regulation 3.7 of MARPOL Annex I, regulation 3.2 of MARPOL Annex IV and regulation 3.4 of MARPOL Annex VI;
(ii) RO is authorized to perform review on relevant plans/drawings follow by appropriate survey on the UNSP barge to ensure it meets the condition on paragraph (i) before the issuance of exemption certificate(s);
(iii) Please refer to MEPC.1/Circ.892 – Guidelines for Exemption of Unmanned Non-Self-Propelled (UNSP) Barges from Certain Survey and Certification Requirements Under the MARPOL Convention for further clarification.
1.3 Extensions Certificate may be issued without prior approval from the Flag Administration only for cases as follows:
1.3.1 Extension of dry docking survey
i. RO is allowed to issue an extension certificate for dry docking survey for a maximum period of not more than 3 months from due date in the following circumstances:
a) In cases where dry docking is required, but cannot be carried out, an underwater inspection of the ship bottom shall be carried out
b) In cases where an underwater inspection is not possible (e.g. poor visibility, draft restrictions, excessive current, refusal by port Authority), an internal inspection of ship bottom structure, to the maximum extent practicable, shall be carried out.
c) Paragraph 1.3.1.i(a) and 1.3.1.i(b) may not require an underwater inspection with condition the interval between dry-docking does not exceed 36 months. Hence, the extension for dry-docking survey may be granted up to three (3) months from the Special Survey due date.
d) However, paragraph 1.3.1.i(c), is not applicable for all “ESP” ships and non- “ESP” ship above 15 years old. Hence, approval from the Administration is required for any (associated with Intermediate or special survey) dry-docking extension.
e) No extension shall be permitted for single hull tankers and passenger ships
ii. In cases of extensions of not more than one (1) month in lieu of underwater inspection of ship bottom exceed 36 months interval, a general survey afloat to determine the ship’s fitness for continued service during the extension period may be considered. Survey should includes examination and testing of the steering machinery as considered necessary, review of on-board records to confirm satisfactory operation of the propulsion machinery, and that no damages and/or groundings have occurred since the last attendance by RO. In addition, external examination of the saltwater systems with particular attention to non – metallic expansion pieces (if fitted), sea valves and their attachment to sea chest/side shell should also be carried out.
1.3.2 Following factors shall be considered, but not limited to, before docking survey extensions is considered;
i. The unavailability of dry docking or repair facilities or unavailability of essential material, equipment or spare parts for dry docking
ii. Delays incurred by action to avoid severe weather
iii. Unanticipated delays at loading/discharge facilities
In any circumstances, request on extensions of dry docking surveys based on commercial reason shall not be considered.

Harmonized System of Surveys and Certification (HSSC) ,Certificate Validity and Information Transfer Requirements(RO instruction 2022/12/07)
12. 1.Harmonized System of Surveys and Certification (HSSC)
12.1.1 Malaysia has ratified SOLAS and Load Lines 1988 Protocol, therefore the application of the Harmonized System of Surveys and Certification (HSSC) becomes effective on 11 February 2012. RO are required to comply with
related latest amendments Resolution for the implementation of the HSSC;
12.1.2 RO is authorized to issue a Non-Convention Certificate as specified in MSN 05/2021 including Malaysia Tonnage Certificate and Malaysia Local Freeboard Certificate;
1.31.3 Statement of Compliance by RO may be issued for compliances to Conventions not ratified by Malaysia;
1.41.4 The Flag Administration shall be given access to the vessel status through the RO’s website.
2212. Short Term and Interim statutory certificates
2.12.1 RO is authorized to issue short term certificate for a maximum cumulative period of three (3) months with following conditions:
2132.1.1 Rectification cannot be done with valid reason or spare parts not available at calling port where the deficiency was found/ reported;
* (only valid for malfunction of Navigation and Radio equipment, malfunction or servicing of Life Saving Appliances (LSA)/Fire Fighting Apparatus (FFA))
OR 2.1.2 Equivalent or alternative arrangement for temporary measures has been provided to the satisfaction of attending surveyor in accordance with statutory requirements.
R ROs to advise the ship owner/manager which shall immediately but not later than 2 weeks from date of issuance of certificates, notify to Maritime Industrial Control Division of Regional Office as listed in APPENDIX VI with all relevant supporting documents which include difficulty to rectify the deficiency, equivalent measure in place and proposed corrective action plan to rectify the deficiency;
13.2.1.3 Issue all statutory certificates on completion of surveys and Interim inspections on any one of the following conditions:
13.2.1.3.1 New ship on delivery;
13.2.1.3.2 Ship changes flag to Malaysia;
13.2.1.3.3 Reactivation of laid-up ship.
Existing vessel not falling under any of the above cases, shall not be required to undergo an interim inspection.
14. 3.Interim certificate for SMC, ISSC and MLC
3.1 Interim Safety Management Certificate, Interim International Ship Security Certificate, and Interim Maritime Labour Certificate shall only be permitted to be issued for a cumulative period not exceeding 6 months.
15. 4.Electronic Certificate (e-certificate) and Digital signature
15.4.1 RO is authorized to issue e-Certificate(s) to the condition as follows:
4.1.1 Comply fully with the requirements as specified in FAL.5/Circ.39/Rev.2;
4.1.2 RO shall provide access to the certificate databases to the Administration.
5.Onboard lifting appliances on board vessel
5.1 On board lifting appliances provided on board of vessel, it shall be surveyed and certificated under the Merchant Shipping Ordinance 1952, Port (Safety of Workers) Rules 1985 or ILO Convention (No. 152 & Recommendation No. 160) or an appropriate Code or Convention.
5.2 A Certificate or a Statement of Fact(s) shall be issued by RO to the lifting appliances with Safe Working Load (SWL) for five (5) tonnes and above but not limit to:
5.2.1 Cargo crane(s);
5.2.2 Provision crane(s); and
5.2.3 Engine room overhead crane.
5.3 RO shall ensure that lifting appliances installed on board of vessel should be designed, constructed, and installed in accordance with the requirements of a classification society which is recognized by the Administration;
5.4 RO is authorized to witness load test to the lifting appliances after installation and before being taken into use for the first time and after repairs, modifications or alterations of major character. Lifting appliances should be retested at least once in every five (5) years;
5.5 RO or competent person, shall ensure lifting appliances should be subject to thorough examination to the satisfaction of the RO or competent person:
5.5.1 upon completion of any load test; and
5.5.2 annually.
6. Notification for suspension or withdrawal of a certificate and PSC Detention
6.1 RO shall notify to Administration immediately in the event of a suspension or withdrawal of any statutory certificates. Please e-mail the notification to bkim@marine.gov.my and bksas@marine.gov.my;
6.2 In the event of detention cases under PSC Regime, RO shall notify Administrations immediately and actions taken to rectify such detainable item. Notification shall email to bom@marine.gov.my.

Equivalents
Arrangement (MSN 07/2008)
(a) The
Surveyor General may approve any arrangement, fitting, appliance, apparatus,
equipment, calculation, information, or test, which provides a level of safety
equivalent to that established by specific provisions. Requests for approval
must be submitted to the Marine Department of Malaysia via CCS. If necessary,
the Surveyor General may require engineering evaluations and tests to
demonstrate the equivalence of the substitute.
(b) The Surveyor General may
accept compliance by a high speed craft with the provisions of the IMO “Code of
Safety for High Speed Craft” as an equivalent to compliance with applicable
requirements. Requests for a determination of equivalency for a particular
vessel must be submitted to the Marine Department of Malaysia via CCS.
(c)
The Surveyor General may approve a novel lifesaving appliance or arrangement as
an equivalent if it has performance characteristics at least equivalent to the
appliance or arrangement required under this part, and:
(1) Is
evaluated and tested under IMO Resolution A. 520(13), “Code of Practice for the
Evaluation, Testing and Acceptance of Prototype Novel Life-Saving Appliances
and Arrangements”; or
(2) Has
successfully undergone an evaluation and tests that are substantially
equivalent to those recommendations.
(d) The
Surveyor General may accept alternative compliance arrangements in lieu of
specific provisions of the International Safety Management (ISM) Code (IMO
Resolution A.741 (18)) for the purpose of determining that an equivalent safety
management system is in place on board a vessel. The Surveyor General will
consider the size and corporate structure of a vessel's company when
determining the acceptability of an equivalent system. Requests for
determination of equivalency must be submitted to Marine Department of Malaysia
for the consideration.
Stability and Trim Information to be Supplied to the Master (MSN 10/2008)
1. PURPOSE
This Notice is a requirement under the provisions of Regulation 10, Chapter II of the Load Line Convention and Regulation 22 of Chapter II-1, SOLAS, the Master of every ship “shall be supplied with sufficient information, in an approved form, to enable him to arrange for the loading and ballasting of his ship in such a way as to avoid the creation of any unacceptable stresses in the ship's structure.”
2. APPLICATION
These requirements apply to every passenger ship regardless of size and every cargo ship having a length, as defined in the International Convention on Load Lines in force, of 24 m and upwards.
3. REQUIREMENTS
3.1 The Master of every shall be supplied with sufficient information in an approved form to give him guidance as to the stability of the ship under varying conditions of service, and a copy shall be furnished to the Marine Department.
3.2 For the purpose of complying with these Regulations, the term “in an approved form” shall mean approved by Recognized Organization (RO).
3.3 A copy of the stability information is required to be furnished to the Marine Department under the above Regulations. The filing of such information with the RO with which the ship is classed shall be deemed to be in compliance with that provision.
As-built Construction Drawings to be Maintained on Board Ship and Ashore(MSN 06/2008)
1.0 All ships to maintain on board and ashore as-built construction drawings and other plans showing subsequent structural alterations, so that ship owners may develop an effective and comprehensive maintenance program for their ships.
2.0 List of as-built construction drawings to be maintained on board the ship and ashore are as below:

3.0 For ships constructed on or after 1 January 2007, these drawings become mandatory under Regulation 3.7 of Chapter II-1, SOLAS.
4.0 Any other of the as-built construction drawings shall be made available to the Administration on an as needed basis.
CORRECTION OF DEFICIENCIES FOUND IN PSC INSPECTIONS (MSN 49/2008)
1. In order to improve the exchange of information regarding PSC Inspections to Malaysian Flagged vessels, this Administration requires to all Masters, Owners/Operators and Recognized Organization to report immediately to our Port State Control Unit, all PSC inspections reports.
2. This procedure shall be included in the ISM manual of the vessels.
3. The actions taken by the operators/owners/ RO (if related to class item) to correct the deficiencies found during PSC inspections must be send, duly documented, as soon as possible to the PSC section mentioned on previous paragraph.

1.1 RO is authorized to carry out testing and issue Type Approval Certificate to equipment and machineries to be installed on board Malaysian. All equipment shall be approved in accordance with the relevant IMO Guidelines;
1.2 RO shall grant access to all testing and approval record upon request by the Administration;
1.3 The Administration may accept Type Approval Certificate issued by RO on behalf of other Administration.

Periodic Inspection, Maintenance of Compressed Gas Cylinders, Portable Fire Extinguishers and Fixed Fire Fighting System and life-saving appliances(RO instruction 2022/12/07 Chapter VI, item 22.)
1.1 Portable Fire Extinguishers
i. All extinguishers shall be examined annually by a ship’s officer or service provider appointed by RO
ii. The hydrostatic test period for all types of portable fire extinguishers shall be conducted at intervals not exceeding 10 years.
iii. Prior to recharging of extinguisher, a thorough inspection shall be carried out by an approved service provider. RO shall also verify test protocol done is in accordance with manufacturer’s manual during initial and renewal audit of the service providers.
iv. Water and Foam Extinguishers shall be replaced every 12 months or any other period specified by the manufacturer.
v. Other extinguishers are to be recharged by RO authorized service provider appointed by RO every 5 years or any other period specified by the manufacturer.
vi. Spare charges for portable fire extinguisher shall be provided
100 % for the first ten fire extinguisher 50% of the remaining fire extinguisher capable of being recharged on board.
vii. For fire extinguishers which cannot be recharged on board, additional portable fire extinguisher of the same quantity, type, capacity and number shall be provided on board.
1.2 Fixed Gas fire-extinguishing
i. Annual inspections should be carried out by a ship officer or service provider appointed by RO.
ii. The hydrostatic test for CO2 bottles shall be carried out for 10% of the containers during each 10 years period or 100% of the containers after 20 years from the date of manufacture.
iii. Hydrostatic test shall be performed if any repair is carried out to the fixed gas fire-fighting system, i.e repair of CO2 piping and etc.
iv. Hydrostatic test shall be carried out if the loss of content is more than 10% for CO2.
1.3 Fixed Foam Extinguishing System
i. An analysis of foam samples shall be undertaken after 3 years from date of manufacture and annually thereafter by an authorized service provider or the manufacturer’s laboratory.
ii. Foam solution meant for engine room foam applicator shall be analyse at interval specified above
iii. Foam solution for oil tanker which does not require to comply with fixed deck foam requirement shall be analyse at interval specified above.

Periodic servicing of launching appliances and on-load release gear survival craft including free- fall life boat.(RO instruction 2022/12/07 Chapter VI,item 23)
i. Survival craft that may be installed on board a ship shall be of the type, or any combination of the types, specified below:
a) Davit launch life boat
b) Free-fall life boat
c) Rescue boat
d) Davit launch life raft.
ii. The launching appliances of the survival craft, the on-load release gear for davit launch lifeboat and rescue boat and the automatic release hook for davit launch life raft shall be subjected to:
a) maintenance in accordance with instruction for on board maintenance
b) thorough examination at every annual survey
c) dynamic test of the winch brake after completion of thorough examination at maximum speed with boat weight only.
d) proof load test equal to 1.1 times of the total mass of the survival craft when loaded with full complement of person and equipment at interval not exceeding five years. The proof load test for free-fall life boats is to determine whether the hydraulic pump and pumping arrangement which supplying the hydraulic pressure to the automatic release gear is capable to disengage the securing arrangement when the free-fall life boat is loaded with 1.1 times the total boat mass and its complement.
iii. Survival craft annual thorough examination, five yearly thorough examination and load test shall be carried out by an authorized service provider for the make and model of the survival craft, launching appliances and release gear.
iv. Personnel performing said thorough examination shall be certified either by manufacturer OR an authorized service provider. A shipboard personnel may be accepted as service provider if he has fulfilled the requirement as an authorized service provider.
v. In cases where the manufacturer is no longer in business or no longer provide technical support, an authorized service provider that can demonstrate their competency may be accepted to perform the thorough examination.
vi. As of 01 January 2020, the service provider performing the above thorough examination shall only be authorized by the Flag Administration or Recognized Organization.

ACCEPTANCE OF THE USE OF ECDIS AS MEETING THE NAUTICAL CHARTS AND NAUTICAL PUBLICATIONS CARRIAGE REQUIREMENTS (MSN 28/2008)
Malaysia Marine Department, accept the use of Electronic Charts & Display Information Systems (ECDIS) on Malaysia Flag ships including high speed craft (HSC) as meeting the nautical charts and nautical publications carriage requirements stipulated in Regulation V/19.2.1.4 and V/27 of SOLAS 74 as amended, under the following conditions:
1. ECDIS must be type approved in accordance with the requirements of the IMO Resolution A.817 (19), “Performance Standards for ECDIS” and must be operated with up-to-date official Electronic Nautical Charts (ENCs);
2. Ships sailing in waters not covered by ENCs must be provided with an appropriate up-todate folio of paper nautical charts;
3. For back up purposes, the ship must be provided either with a secondary type approved ECDIS in accordance with the requirements of the MSC Resolution 64(67), “Back-up arrangements for ECDIS” or with a full folio of up-to-date nautical paper charts for the intended voyage;
4. All officers on watch must be familiar with the operation of the ECDIS on board the ship.

1.Referring to Para 2.3 of Malaysia Shipping Notice 17/2008 -
ship’s fire control and safety plan, shall be translated to Bahasa Malaysia.
2.The translation as in Appendix shall take effect on new ships
and for ships constructed on or after 1 January 2020 or existing ships of which
fire control and safety plans are revised or updated.
3. Recognized Organization (RO) is authorized to approve the
translation on behalf of Malaysia Marine Department in accordance to this
Notice and stamp as follows;
“Plan translation is approved
in accordance to MSN 01/2020”
Fire-Fighter’s Communication (RO instruction 2022/12/07 Chapter VI, item 24.)
i. A minimum of two unit 2-way UHF radio telephone apparatus of an explosion-proof or intrinsically safe shall be provided for each fire party. The number of 2-way UHF radiotelephone carried on board shall be determined based on number of fire-party assigned on board which normally stated on ship muster list.
ii. As far as practicable, the fire-fighter radiotelephone shall have a coloured housing to distinguish these radio from other radios use on board either for normal operations and for emergency use such as portable GMDSS VHFs which normally be in yellow or orange.
iii. The Certificate of Conformity or equivalent document providing the compliance of the two-way radiotelephone apparatus for the use in potentially explosive atmosphere shall be retain on board for verification by RO or other interested parties.

CONDITIONS FOR THE CARRIAGE OF HEAVY GRADE OILS AS CARGO ON OIL TANKERS REGISTERED IN MALAYSIA(MSN 09/2023)
Single Hull-Single Bottom or Single HullDouble Bottom oil tanker delivered before 6 July 1996 are permitted to carry OTHER THAN HEAVY GRADE OIL as cargo subject to the following conditions:
a) The oil tanker shall not be more than 5,000 tonnes deadweight.
b) The plying limit shall be restricted within Malaysian waters only, c) Shall be classed with a Recognized Organization approved by the Malaysia Marine Department and provided with the appropriate Class Notations.
On or after 01 October 2020, Oil Tankers of 600 tonnes deadweight and above delivered on or after 6 July 1996 will not be registered under Malaysia Flag except comply fully with Regulation 19 of MARPOL Annex I.
Oil Tankers of less than 600 tonnes deadweight are permitted to carry other than HEAVY GRADE OIL, and the plying limit shall be restricted within Malaysian waters only.

Ship energy Efficiency Management Plan ( RO instruction 2022/12/07 Chapter VI, item 25)
1. Ship Energy Efficiency Management Plan (SEEMP)
1.1 SEEMP Part I: Ship Management Plan to Improve Energy Efficiency 25.1.1 Ship of 400 GT and above, RO is authorized to review and approve the SEEMP Part I and issue the International Energy Efficiency Certificate (IEEC). This authorization is affected on or after 01 March 2021;
1.2 SEEMP Part II: Ship Fuel Oil Consumption Data Collection Plan
1.2.1 On or before 31 December 2018, ships of 5,000 gross tonnage and above shall include a description of the methodology that will be used to collect fuel oil consumption data;
1.2.2 The first mandatory cycle for fuel oil data collection and reporting will be in the calendar year 2019;
1.2.3 Under the data collection system (DCS) for fuel oil consumption of Malaysia-registered ship, the Recognized Organization (ROs) are authorized to:
1.2.3.1 review the SEEMP Part II, the Methodology of Ship Fuel Oil Consumption Data Collection Plan;
1.2.3.2 issue the Confirmation of Compliance (COC) to ships using an approved sample format pursuant to regulation 5.4.5 of Annex VI MARPOL 73/78;
1.2.3.3 verify and approve the data for compliance with the regulation 27 of this Annex VI MARPOL 73/78;
1.2.3.4 submit the verified data to the IMO via Global Integrated Shipping Information System (GISIS) on behalf of the Administration not later than one (1) month after the Statement of Compliance (SOC) was issued; and
1.2.3.5 issue the Statement of Compliance (SOC) based on the data which have been satisfactorily verified by the ROs. The SOC will be issued to ships that have satisfactorily submitted a complete data and the issuance of the SOC is based on the calendar year of the fuel oil data submitted.
1.3 SEEMP Part III: Ship Operational Carbon Intensity Plan 25.3.1 On or before 01 January 2023, RO shall ensure that Malaysian flagged ship of 5,000 GT and above which regulation 28 of Annex VI MARPOL 73/78 applies, shall include:
1.3.1.1 a description of the methodology that will be used to calculate the ship’s attained annual operational CII;
1.3.1.2 the required annual operational CII for the next three (3) years;
1.3.1.3 an implementation plan documenting how the required annual operational CII will be achieved during the next three (3) years; and
1.3.1.4 a procedure for self-evaluation and improvement.
1.3.2 For ship operational carbon intensity requirement, RO are authorized to:
1.3.2.1 review SEEMP Part III and issue the Confirmation of Compliance (COC) in accordance to regulation 5.4.6 of Annex VI MARPOL 73/78;
1.3.2.2 verify and approve the attained operational CII as per regulation 28.2 of Annex VI MARPOL 73/78 within three months after the end of each calendar;
1.3.2.3 verify ship’s operational carbon intensity rating (A, B, C, D, or E) and issue the Statement of Compliance (SOC) based on carbon intensity rating which have been verified by RO; and
1.3.2.4 For ship rated “D” for three consecutive years or rated “E”, RO is authorized to review and verify the revised SEEMP which consist of plan of corrective actions not later than 1 month after reporting of attained operational CII as per paragraph 1.3.2.2.

Installation of EGCS on board Malaysia Ships.(RO instruction 2022/12/07 Chapter VI,item 26)
i. All EGCS fitted on board a Malaysian ships shall comply with Resolution MEPC.259(68) and any amendments related thereto.
ii. RO shall notify the Flag Administration after the installation is completed for update in the IMO GISIS as an “equivalent method”. Please refer to MSN 06/2019, MSN 07/2019, MSN 08/2019.

1. Recognized Organizations (ROs) are authorized to review and approve hereby electronic record books to be used on board Malaysia Registered Ships in accordance with Resolution MEPC.312(74) - Guidelines for the use of electronic record books.
Upon satisfactory review, RO shall issue a “Declaration of Electronic Record Book” to the ship on behalf of the Marine Department Malaysia.
2. The electronic record book will be officially valid after the “Declaration of Electronic Record Book” is issued by the RO.

MEPC 321 (74) - Guidelines for the use of electronic record books(RO instruction 2022/12/07 Chapter VI ,item 27)
Recognised Organisation is hereby authorized to issue a "Declaration of MARPOL electronic record book" as mentioned in MEPC 312 (74) - Guidelines for the use of electronic record books under MARPOL on behalf of the Marine Department of Malaysia as follows;-
i. Oil Record Book, parts I and II (MARPOL Annex I, regulations 17.1 and 36.1);
ii. Cargo Record Book (MARPOL Annex II, regulation 15.1);
iii. Garbage Record Book, parts I and II (MARPOL Annex V, regulation 10.3);
iv. Ozone-depleting Substances Record Book (MARPOL Annex VI, regulation 12.6);
v. recording of the tier and on/off status of marine diesel engines (MARPOL Annex VI, regulation 13.5.3);
vi. Record of Fuel Oil Changeover (MARPOL Annex VI, regulation 14.6); and
vii. Record Book of Engine Parameters (NOX Technical Code, paragraph 6.2.2.7).

ix. The software shall be reviewed and approved by RO before the declaration is issued.

INSTALLATION OF BALLAST WATER TREATMENT SYSTEM (MSN 04/2012)
1. This is to inform the Maritime Community the requirement for a ship constructed in or after 1st June 2012 with a ballast water capacity of 5,000 cubic meters or more shall conduct ballast water management that at least meet the standard described in Regulation D-2.
2. Even though the implementation of the BWM 2004 was suspended until further notice, the above requirement still applied.
Enforcement of International Convention for the Control and Management of Ship’s Ballast Water and Sediments, 2004 (BWM2004).(MSN 03/2017)
This Notice serves to inform the Shipping Community regarding the enforcement of International Convention for the Control and Management of Ship’s Ballast Water and Sediments, 2004 (BWM2004).
The above-mentioned Convention will enter into force internationally on 8 September 2017. All Malaysian ships and foreign-flagged ships while in Malaysian Waters with a gross tonnage of 400GT and above, designed to carry ballast water shall comply with the Convention.
Newly built ships on or after the enforcement date shall be equipped with an approved Ballast Water Treatment System (Regulation D-2) of the Convention. Existing ships shall comply with Regulation D-2 of the Convention during renewal of the International Oil Pollution Prevention Certificate (IOPP) after the enforcement date.
During the transition period, i.e from 8 September 2017 until the next IOPP Certificate renewal, the existing ships shall comply with the ballast water exchange standard (Regulation D-1) of the Convention.
After 8 September 2017, the ships shall have onboard the followings:
i) Approved Ballast Water Management Plan complying with Regulation D-1 and D-2 accordingly.
ii) Ballast water record book
iii) Ballast water treatment system type approval certificate, as applicable.
iv) International Ballast Water Management Certificate
Subject to approval, ship owners and/or managers of Malaysian ship may apply to Malaysian Marine Department, to decouple the IOPP renewal survey from the Harmonized Survey and Certification Scheme (HSSC) in order to have more time for retrofitting. The application shall be made before 08 September 2017.
MSN 04/2012 and MSN 28/2011 are hereby withdrawn.

1) This notice serves to inform the shipping community regarding the implementation of International Convention for the Control and Management of Ship’s Ballast Water and Sediment 2004 (BWM) in Malaysia and to provide an explanation of the exemption requirements for Malaysian ship.
2) From 8 September 2017, BWM is not applicable to all Malaysian ships solely engaged in Malaysian Waters and 200 nautical miles from her nearest coast. Ships under Malaysia flag and plying within only Malaysian Waters only do not require International Ballast Water Management Certificate (IBWM Certificate).
3) Two category area allowed for exemption are -
a) Peninsular water
b) Labuan/Sabah /Sarawak water
Malaysian ships trading between Peninsular and Labuan/Sabah/Sarawak only are required to apply for the exemption certificate from the Administration.
4) Ships Less Than 400 GT On International Voyages
Ships less than 400 GT are not required to have an IBWM Certificate, but they have to fulfill Section B of the BWM Surveys. This requires an approved Ballast Water Management Plan and the documentation of ballast water exchanges in accordance with the D1 standard in the Ballast Water Record Book on board the ship.
5) Exemption
Ships which -
a) Are constructed not to carry ballast water, or
b) Have a closed system and do not have to exchange the ballast water during operation are exempted from the BWM.

the application to the International Convention for the Control and Management
of Ships Ballast Water and Sediments, (BWM) 2004 for Malaysian flagged ships

follows;-

b. For
Malaysian flagged ships of 400 gross tonnage and above which operates
exclusively between Peninsular Malaysia to Sabah, Sarawak and the Federal
Territory of Labuan including EEZ and vice versa are required to comply with
BWM Regulation D-1 - Ballast Water Exchange Standard. The D-1 standard requires
ships to exchange their ballast water as far from the nearest land as possible
and in all cases at least 100 nautical miles from the nearest land and in water
at least 50 meters or more in depth whilst crossing from Peninsular Malaysia to
Sabah, Sarawak and the Federal Territory of Labuan and vice versa only.
Ship shall carry ;-
i. International Ballast Water Management Certificate,
ii. Ballast Water Record Book, and
iii. Ballast Water Management Plan
Thus, BWM Regulation D-2 - Ballast Water Performance Standard is not
applicable
c. BWM is not applicable to Malaysian flagged ships which operates
exclusively between Peninsular Malaysia to Sabah, Sarawak and the Federal
Territory of Labuan and vice versa only as follows ;-
i. ships below 400 gross tonnage
ii. ships regardless of sizes are designed not to carry ballast
water, or
iii. ships regardless of sizes use a closed system and do not
require exchange the ballast water

1 CAS Survey
1.1 The survey shall be carried out in accordance of MEPC 94 (46) as Amended
1.2 Ship Accreditation Unit shall be notified 1 month prior to the commencement of CAS survey.
2 Carriage of heavy Grade for tanker less than 5000 dwt and more than 600 dwt which do not comply with regulation 20 MARPOL Annex I
2.1 Renewal or intermediate survey shall be carried in the presence of Department surveyor.
2.2 Ship Accreditation Unit shall be notified 1 month prior to the survey being carried out
3 Exemption from adhering to the Requirements of International Regulation for Preventing of Collision at Sea 1972
Ships for usage in specific operation are exempted from adhering to the requirements of International Regulation for Preventing of Collision At Sea 1972 as stated below:
(i) Regulation 23 (a) (ii)
(ii) Regulation 2 (i) (i) Annex I
Provided that:
(i) the vertical distance between lights is not less than 1 meter
The above exemption is only applicable to ships with the length (length Overall LOA) lesser than 100 meters
4. Requirements for Floating Production Storage and Offloading (FPSO) and Floating Storage Offloading (FSO) (RO Instructions, 26 January 2011)
4.0.1 FPSO and FSO shall be surveyed and issued certificate as an Oil Tanker, FPSO and FSO built or keel laid or major conversation after 1st January 2011 shall comply according to MODU Code.
4.1 Requirements for Crew Boat
4.1.1 Crew Boat or Fast Crew Boat carrying industrial personnel shall comply with
(i) Intact Stability Code - IMO Res 749(18) and Damage Stability - Offshore Supply Vessel Code IMO Res A.235 (82)
(ii) LSA, FFA, Radio, Navigational Equipment – IACS Recommendation for Non Convention Size Vessel Rules (unrestricted voyage).
(iii) Construction - Crew Boat or High Speed Craft Class Rules
(iv) All applicable International Convention Requirements
4.2 Requirements for Accommodation Barge Non Propelled
4.2.1 Accommodation Barge carrying industrial personnel shall comply with
(i) All applicable International Convention Requirements
(ii) Mobile Offshore Drilling Unit Code (note: the compliance to MODU Code for existing barge register to Malaysian Port of Registry prior to 1 November 2008 are voluntary)
4.3 Requirement for Special Purpose Ship such as Maintenance/Utility Work Boat
4.3.1 Special Purpose Ship (Maintenance/Utility or Work Boat) carrying Industrial Personnel shall comply with
(i) All applicable International Convention Requirements
(ii) SPS Code - The 2008 SPS Code supersedes the SPS Code adopted by resolution A.534 (13) for special purpose ships. The revised code will be applied for vessel keel laid or built after 1st January 2009.Malaysian ships meeting the criteria of Special Purpose Ship under this Code shall get authorization from Marine Department for survey and certification.
(iii) Vessel built or contract signed prior to 31 December 2007 may comply with Offshore Supply Vessel Code but the operation is limited to Malaysian Near Coastal Limit as defined by Malaysian Shipping Ordinance 1952 or 200 nautical miles from nearest land and Number of Industrial personnel is limited to 200.
4.4 Requirement for Non Convention Cargo Vessel
4.4.1 Non Convention vessel shall comply with
(i) MSN No 16/2009 (Requirement and Technical Standard for Non Convention Cargo Ship Pertaining to Safety Construction, Radio, Life Saving Appliances and Equipment of Radio Navigational Aids)
(ii) IACS Recommendation for safety of cargo vessel of less than Convention Size
4.4.2 Following requirements of MSN 16/2009 are voluntary
i) Chapter VIII Life Saving Appliances
- Rescue Boat
ii) Chapter VIII Life Saving Appliances
- GMDSS Requirement GMDSS

4.4.3 Automatic Identification System (AIS)

MSN 06/2016
All new Malaysian flagged passenger ships, regardless of
construction material and carrying more than 12 (twelve) passengers are
required to adhere to the rules, after 1st July 2016. Existing passenger ship
shall comply with this regulation after first dry docking after 1st July 2016.

ACCOMMODATION (RO instruction 2022/12/07 Chapter III)
Additional requirement for crew accommodation
1.1 Unless otherwise stated, self-propelled ship shall comply with:
a. Regulation 5.1.3/1(a) of the Maritime Labour Convention 2006 to all ships 500 GT and above and built or after 20 August 2014, or
b. For ships built before 20 August 2014, in accordance with Section 168 of Merchant Shipping Ordinance 1952 or ILO Convention 92, as supplemented by ILO Convention 133. Please refer to MSN 09/2016 (appendix 2, no. 8) for further information.
1.2 PETRONAS Procedures and Guidelines for Upstream Activities (PPGUA) Volume 11, Section 11.4.2 is accepted as an equivalent for Accommodation requirement for Offshore Fixed or Floating structures, Accommodation Barges and accommodation for special personnel or industrial personnel (except Master and Crew) on board special purpose ships.
a. Definition for “fixed and floating structures” are as follows:
i. FPSO
ii. FSU / FSO
iii. FLNG / Floating Storage Regasification Unit (FSRU)
1.3 RO is authorised to carry out survey and issue a Crew Accommodation Certificate and DMLC Part II. Such certificates shall be kept on board at all times.
1.4 Ship owner or Manager shall keep the Crew Accommodation Certificate for the purpose of application on DMLC Part I. Please refer to MSN 07/2013 and/or amendments for details.
1.5 RO is authorised to issue a Statement of Compliance to ship complying with ILO 92/133
1.6 An existing Crew Accommodation Certificate to be replaced to Statement of Compliance as mentioned in paragraph 1.5 upon expiry

PERTAINUNG TO THE TECHNICAL STANDARD REQUIREMENTS FOR NON-CONVENTION CARGO
SHIPS(MSN 05/2021)
1. This Notice is to inform the shipping
community that MSN 16/2009 pertaining to The Technical Standard for
Non-Convention Cargo Ships which was previously suspended is hereby lifted and
to be in force on or after 1st July 2021
2. Application:
a. All Malaysian registered ships while
operating in Malaysian waters shall comply to the MSN 40/2010;
b. Ships registered on or after 1st July
2021 and operating solely within 20nm from nearest coast of Malaysian waters
which are unable to comply with the relevant requirements stipulated in this
notice due to exceptional circumstances such as size or operational limitation
shall provide an equivalent or alternative arrangements subject to the approval
by the Marine Department of Malaysia (MARDEPT)
Carving and Marking (RO instruction 2022/12/07 Chapter VI , item 28)
1. Carving and Marking
1.1 RO is authorized to perform ship carving and marking inspection under the following circumstances:
1.1.1 newly built ship which shipyard where the subject ship has been built located outside of Malaysia;
1.1.2 existing ship which intend to transfer flag to Malaysia flag which located outside of Malaysian water;
1.2 To perform this inspection, RO shall follow Standard Operating Procedure (SOP) on Ship Carving and Marking which developed by the Administration;
1.3 An application for authorization to conduct carving and marking shall be submitted to Registry Division five (5) days prior to the inspection;
1.4 RO shall submit report on ship carving and marking inspection to Ship Registry Division at registry@marine.gov.my for issuance of Certificate of Registry by Marine Department Malaysia.
1. Transfer of Classification (RO instruction 2022/12/07)
1.1 The aim of this instruction is to provide guidance to ensure the adequacy of transfer of class-related matters between ROs for Malaysian registered ship.For transfer of class within IACS, ROs may implement IACS PR1A Procedure for Transfer of Class;
1.2 For transfer of class between IACS and Non-IACS or within Non-IACS, ROs are required to implement the MSC-MEPC.5/Circ.2 Guidelines for Administrations to ensure the adequacy of transfer of class-related matters between recognized organizations (ROs) as a minimum requirement;
1.3 For transfer of class covered in paragraph 1.2, ROs are encourage to use format of forms as prescribe in APPENDIX IV.

Additional requirements for Passenger Ships / Craft RO INSTRUCTION 20221207 CHAPTER 2, ITEM 4
1 In addition to the International Conventions and National Regulations as specified in APPENDIX I, RO shall review and approve appropriate plan and document related with International Conventions or Codes including as follows:
1.1 Intact and damage stability analysis;
1.2 MSC/Circcular.1166 – Guidelines for a Simplified Evacuation Analysis for Passenger High-Speed Craft for new ship after 01 January 2020 as amended,
OR
MSC.1/Circcular.1238 – Guidelines for Evacuation Analysis for New SOLAS Passenger Ships as amended;
1.3 DSC Code, Chapter 4.4 – Evacuation time for passenger craft as amended, (for ship operated in Malaysian Waters only);
1.4 Fixed fire extinguishing system;
1.5 Fire and Safety Plan, and Evacuation Plan.
2. RO shall perform the Annual bottom inspection and issue a report. Report shall be submitted to the Administration as part of the requirement for the issuance of a Passenger Certificate;
3. Existing passenger craft constructed before 01 January 1996 and plying International waters shall comply to the Code of Safety for Dynamically Supported Craft – Resolution A.373(X) with the following condition:
3.1 Plying on current route;
3.2 Applicable for existing registered Malaysian flagged ship only;
4. Passenger craft constructed on or after 01 January 1996 and plying International waters shall comply to the International Code of Safety for High Speed Craft. RO shall carry out Annex 4 – Procedures for failure mode and effects analysis and issue a report;
5. Passenger ship/craft or RO-RO carrying passengers and vehicle plying solely within Domestic waters shall, as a minimum, comply to the Code of Safety for Dynamically Supported Craft – Resolution A.373(X);
6. Passenger ship/craft or RO-RO carrying passengers and vehicle plying an International waters and ports shall comply with the requirements of SOLAS Conventions 1974 and its amendments;
7. Passenger ship/craft carrying more than 12 passengers and plying beyond Port Limit or state waters of Malaysia shall be built by steel or equivalent material;

Additional requirement for Crew Boat, Fast Crew Boat, or Utility Crew Boat RO INSTRUCTION 20221207 CHAPTER 2, ITEM 5
1 In addition to Paragraph 3, Crew Boat, Fast Crew Boat or Utility Crew Boat transporting industrial personnel shall comply with:
1.1 Damage Stability – HSC Code or Offshore Supply Vessel Code as amended, IMO Resolution MSC.235(82);
1.2 Life Saving Appliances (LSA) shall, as minimum, comply with:
1.2.1 SOLAS Cargo Ship requirement for ship carrying more than 12 but less than 60 persons (including crew), or
1.2.2 SOLAS Passenger Ship requirement for ships carrying more than 60 persons (including crew);
1.3 Fire Fighting Appliances (FFA), Radio and Navigational Equipment shall, as minimum, comply with:

RO is authorized to survey, approve appropriate documents and plan and issue a Special Purpose Ship Safety Certificate to Malaysia Ships subject to the conditions as follows:
1 Vessel built or contract signed prior to 31 December 2007 may comply with Offshore Supply Vessel Code with the conditions as follow:
1.1 trading within Malaysian Near Coastal Limit (as defined in Malaysia Shipping Ordinance 1952) or 200 nautical miles from nearest land;
And
1.2 Number of industrial personnel shall be limited to maximum of 200 persons only.
Damage stability requirement may be exempted if the vessel carries less than 60 industrial personnel.
2 Ship built or contract signed after 31 December 2007 but before 1 July 2013 shall comply with requirement as stated in paragraph (1) above subject to the condition as stated below:
2.1 Requirement for Damage Stability can be considered for exemption if,
2.1.1 Maximum number of Industrial Personnel are limited to 60; and
2.1.2 Operation is limited to Malaysian Waters only including Exclusive Economic Zone (EEZ) as defined in Merchant Shipping Ordinance 1952;
3 Code of Safety for Special Purpose Ships, 2008 – Resolution MSC.266(84). The revised code shall apply to all Malaysian Special Purpose ships built or contract signed after 1 July2013.
4 Malaysia registered existing ships carrying more than 12 IP are hereby urged to seek authorization in line with Resolution MSC.418(97) or comply with SPS Code prior to the entry into force of the IP Code. Any such request shall be made through the RO. Upon granting authorization, the RO is allowed to issue a Statement of Compliance in accordance with Resolution MSC.418(97) or SPS Certification.

Non-Convention Size Ship RO INSTRUCTION 20221207 CHAPTER 2, ITEM 9
Non-Convention Size Ship means ships of sizes in which the International Maritime Organization (IMO) Conventions does not apply.
RO is authorized to approve plan and document, survey and issue appropriate certificates to all Malaysian Non-Convention Size Ship subject to the condition as follows:
1 Non-Convention Size ship shall comply with safety requirement specified under MSN 05/2021 and any amendments thereafter;
2 Non-propelled barge with accommodation space for workers on-board shall carry out an additional survey and be issued with a Cargo Ship Safety Equipment (NC) Certificate. For existing barges, the first survey shall be carried out no later than on or before 1 January 2021;
3 Shall be survey and issued with a Malaysia Local Freeboard Certificate and Malaysian Tonnage Certificate or International Load Line Certificate and International Tonnage Certificate for ships of less than 24 meters in length;
4 Self-propelled vessels 150 GT and above shall install an AIS as stated in MSN 05/2019.

Additional requirement for Offshore Support Vessels (OSV) Transport and Handling of Hazardous and Noxious Liquid Substances in Bulk. RO INSTRUCTION 20221207 CHAPTER 2, ITEM 10
RO is authorized to approve plan and document, survey and issue appropriate certificates for all OSV registered under Malaysian Flag engaged on activities of transporting and handling of Hazardous and Noxious Liquid Substances in Bulk to the conditions as follow:
1 Survey and certifications shall comply with IMO resolution A.1122(30) and any amendments thereafter;
2 SMPEP Manual shall be reviewed and approved;
3 OSV keel laid before 1 July 2018 transporting and handling hazardous and noxious liquid substances in bulk may be exempted from complying with OSV Chemical Code (Resolution A.1122(30)) with the conditions as follow:
3.1 Plying limit restricted within Malaysia Waters including EEZ Malaysia only;
3.2 The aggregate quantity of bulk liquids that is carried in any amount shall not exceed a maximum which is the lesser of 800 m3 or a volume in cubic meters equal to 40% of the vessel’s deadweight calculated at a cargo density of 1.0;
3.3 The construction and location of cargo compartment shall comply as defined in IMO Resolution A.673(16);
3.4 OSV certified to carry NLS in bulk shall carry a Certificate of Inspection endorsed with the name of the NLS cargo, but will not be required to have an International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk (NLS Certificate);
4 OSV keel laid before 1 July 2018 transporting and handling hazardous and noxious liquid substances in bulk and plying an International water shall comply with the OSV Chemical Code (Resolution A.1122(30)) on the First Renewal Survey of the Cargo Ship Safety Construction Certificate (CSSCC).
On or after 1 July 2018 until a first renewal of the CSSCC, the OSV shall follow the following conditions:
4.1 The aggregate quantity of bulk liquids that is carried in any amount shall not exceed a maximum which is the lesser of 800 m3 or a volume in cubic meters equal to 40% of the vessel’s deadweight calculated at a cargo density of 1.0; and
4.2 The construction and location of cargo compartment shall comply as defined in IMO Resolution A.673(16).
船旗主管机关特殊要求
检验(RO instruction 2022/12/07 Chapter II )
1、所有船舶
所有船舶在投入使用前均应接受检验,并应遵守RO instruction 2022/12/07 附录 I 中规定的所有国际和国家法规。

免除和展期( RO instruction 2022/12/07第5章)
1.1 除下列1.2 和 1.3 外,除非经主管机关授权,RO,组织不得签发免除或展期证书,所有免除或展期申请均应由船舶管理人或船东使用正式表格 (MSN 09/2019)并经RO建议提交给主管机关审议。申请将由附件六所列船舶所在地最近的海事办事处处理;
1.2 免除证书可在不经主管机关事先批准的情况下签发,仅适用于以下情况:
i. 通常在北纬30°和南纬30°之间航行的船舶(散货船除外),免除符合SOLAS 2014第三章第32.3.2条的要求(为船上每个人携带保温服)
ii.对于不载运压载水、使用封闭系统、永久压载或仅在马来西亚国内水域航行的船舶的压载水管理(证书和计划)免除,条件是所述免除和签发条件必须清楚地写入压载水记录簿和/或压载水管理计划中。请参阅 MSN 14/2020;
iii. LRIT符合性测试时间距离变更为马来西亚国旗后不超过3个月。
iv. 在以下条件下免除遵守1972年国际海上避碰规则的要求:
用于特定操作的船舶如下所述要求:
(i) 第23 (a) (ii)条
(ii) 附件I,第2段,(i) (i)条,前提是灯之间的垂直距离不小于1米且船长(LOA)小于100米;
v. 马来西亚水域航行小于500总吨的船舶MLC标题3,标准A 3.1 起居舱室和娱乐设施(仅第7(d)、9 (a & m)、11(b)和15条)的符合性。
vi. 对无人非自航驳船(UNSP)免除《防污公约》73/78附则I、附则IV和附则VI中如下检验和发证要求:
(i)RO须确保对UNSPD的免除申请必须符合防污公约附则I第3.7条、防污公约附则IV第3.2条和防污公约附则VI第3.4条的规定;
(ii)RO被授权在签发免除证书前,审核有关图纸/计划,以确保符合上述(i)的要求;
(iii)进一步澄清可参考MEPC.1/Circ.892 -免除无人非自航驳船(UNSP) 《防污公约》检验及发证要求的指南。
1.3 展期证书可在不经船旗国主管机关事先批准的情况下签发,仅适用于以下情况:
1.3.1干坞检验展期
i. 在下列情况下,RO可签发自到期日起最长不超过3个月的干坞检验展期证书:
a) 在干坞检验无法进行的情况下,应进行水下检验。
b) 在无法进行水下检查的情况下(例如,水下能见度差、吃水限制、水流过大、港口当局不同意),应在可行的最大范围内对船底结构进行内部检查。
c) 如果本次坞检距上次检验间隔不超过36个月,上述(a)和 (b)要求的水下检验和内部检查可不必要求。干坞检验和所有相关法定证书的展期可从特别检验到期日起最多展期三(3)个月。
d) 但是,上述(c)段不适用于所有“ESP”船舶和船龄超过15年的非“ESP”船舶。这些船舶任何(与中间或特别检验相关的)干坞展期都需要主管机关的批准。
e) 单壳/单底油轮和客船坞检不得展期
ii.如果针对超过36个月间隔的船底水下检查实施不超过一(1)个月的展期检验,则可以考虑在船舶漂浮状态下进行一般性检验以确定船舶在拟展期期间继续服务的适宜性。检验应包括必要时对舵机进行检查和试验,审查船上记录以确认推进机械的运行令人满意,以及自RO上次检查以来没有发生损坏和/或搁浅。此外,还应对海水系统进行外部检查,特别注意非金属膨胀件(如果安装)、通海阀及其与海水阀箱/舷侧板的连接。
1.3.2 在考虑坞内检验展期前,应考虑但不限于以下因素;
i.没有可预定的干坞或维修设施,或干坞所需的重要材料、设备或备件缺少时。
ii.为避免恶劣天气而采取的行动造成的延误
iii、装卸设施意外造成的延误
在任何情况下,不得考虑基于商业原因要求展期干坞检验。

检验协调发证、证书有效期及信息传递要求(RO instruction 2022/12/07)
1. 检验发证协调系统(HSSC)
1.1 马来西亚已批准 SOLAS公约 和载重线公约 1988 议定书,因此检验和发证协调系统 (HSSC) 的应用于 2012 年 2 月 11 日生效。RO 必须遵守相关修订决议以实施 HSSC。
1.2 RO 被授权签发 MSN 05/2021规定的非公约证书,包括马来西亚吨位证书和马来西亚本地干舷证书。
1.3 对于马来西亚未批准的公约,RO 可以签发符合声明。
1.4 RO应给船旗国相应的网站账号以便访问船舶信息。
2 .短期和临时法定证书
2.1 RO 被授权签发短期证书,最长累计期限为 3 个月,条件如下:
(i)在发现/报告缺陷的停靠港没有备件或者正当理由无法纠正*(仅适用于导航和无线电设备故障缺陷、救生设备(LSA)/消防设备(FFA)故障缺陷或检修不到位缺陷)
或者
(ii) 已根据法定要求提供了令现场验船师满意的临时等效或替代措施。
RO应通知船东/管理公司,立即(不迟于签发证书之日起2周)通知本RO须知附录VI所列主管机关的区域办事处海事工业控制部(Maritime Industrial Control Division of Regional Office),并提供所有相关支持文件,包括纠正缺陷的难度、已采取的等效措施和建议的纠正缺陷的行动计划;
iii) 在完成以下任何一种情况的检验和临时检查后,签发所有法定证书:
- 新船交付;
- 将船旗更改为马来西亚;
- 恢复运营搁置的船舶。
现有船舶不属于上述情形之一的,不要求进行临时检查。
3. SMC、ISSC、MLC临时证书
3.1 《临时安全管理证书》、《临时国际船舶保安证书》和《临时海事劳工证书》的有效期不得超过6个月。
4. 电子证书(e-certificate)和数字签名
4.1 RO 被授权在以下条件下签发电子证书;
a) 完全符合 FAL.5/Circ.39/Rev.2 中规定的要求。
4.2 RO 应向主管机关提供对证书数据库的访问
5.起货设备
5.1 船上配备的起重设备应根据 1952 年商船条例 (MSO)、1985 年港口(工人安全)规则或国际劳工组织公约(第 152 号和第 160 号建议书)或适当的公约或规则。
5.2 RO应向不限于下列安全工作负荷 (SWL) 为五 (5) 吨及以上的起货设备签发证书或事实声明;
I.货物起重机,
ii.伙食吊,和
iii. 机舱行车
5.3 RO须确保安装在船上的起货设备的设计、制造及安装符合主管机关认可的船级社的要求;
5.4 RO被授权见证起重设备在安装后、首次投入使用前,以及在进行重大维修、改装或改动后的吊重试验。起重设备应至少每五(5)年吊重一次;
5.5 RO或适任人员须确保起货设备经过如下环节的全面检查,令RO满意:
5.5.1吊重试验完成后;和
5.5.2年度
6. 暂停或撤销证书和 PSC 滞留的通知
6.1 如果任何法定证书被暂停或撤销,RO 应立即通知主管机关。请将通知通过电子邮件发送至 bkim@marine.gov.my 和 bksas@marine.gov.my
6.2 如果发生 PSC 滞留,RO 应立即通知主管机关并采取行动纠正该滞留项目。并通过发送电子邮件至 bom@marine.gov.my通知主管机关。

等效布置(MSN
07/2008)
(a) 总验船师可以批准达到规定要求的安全水平的任何布置、设施、装置、仪器、设备、计算书、资料或试验。。批准的申请必须通过CCS提交马来西亚海事处。如有必要,总验船师可以要求进行工程评估和试验,以验证其等效性。
(b) 总验船师可以接受将符合IMO《高速船安全规则》作为高速船符合适用要求的等效措施。对于特定船舶,确认等效性的要求必须通过CCS提交马来西亚海事处。
(c) 总验船师可以批准新式的救生设备或布置作为等效措施,但其性能特征至少要与本部分要求的设备或布置相当,且
(1) 依照IMO第A.520(13)号决议《评价、测试和接受新式原型救生装署和设备的实施规程》进行了评估和测试
(2) 已经成功通过了评估和本质上与建议案等效的测试。
(d) 为了确认等效的安全管理体系已在船上建立,总验船师可以接受符合要求的布置以代替国际安全管理(ISM)规则(IMO第A.741(81)号决议)的特别规定。在决定等效系统的可接受性时,总验船师会考虑船公司的规模及公司结构。确认等效性的要求必须提交马来西亚海事局审议。
供给船长的稳性和纵倾资料(MSN 10/2008)
1.目的
本通告的要求根据载重线公约第II章第10条和SOLAS第II-1章第22条的规定制定。每艘船的船长—“应以一种经过认可的形式向其提供足够的资料,使其在安排船舶装货或压载时避免船舶结构承受任何无法承受的应力。”
2.适用范围
这些要求适用于每艘客船(不论大小)和每艘船长24米及以上的货船,船长的定义见国际载重线公约。
3.要求
3.1 应以一种经过认可的形式向每位船长提供足够的资料,给出船舶各种营运状态下的稳性指南,并向海事部门提供一份副本。
3.2 为了满足这些规则,术语“以一种经认可的形式”是指经过认可组织的批准。
3.3 稳性资料的副本必须依照上述规则提交海事部门。这些稳性资料在船舶入级的认可组织归档应视为满足该规定。

1.为了增进马来西亚船舶PSC检查的信息交流,主管机关要求所有船长、船东/管理公司和认可组织将所有的PSC检查报告即时通报给其港口国控制部门。
2.本程序应纳入船舶ISM手册。

2.0 REQUIREMENTS OF IMMERSION SUITS FOR REMOTELY LOCATED WATCH/ WORK STATION IN ACCORDANCE WITH REGULATION 32.3.3 OF CHAPTER III
按照(SOLAS)第III章第32.3.3条规定的远离的值班/工作站的救生服要求
2.1 Any ship subject to this regulation will also provide additional Immersion suits and exposure suits so that individuals who will be working some distance from the place where a crewman’s immersion suits is stored. Navigation Bridge, Engine Control Room and any locations horizontally and vertically from the accommodation more than 100 metre shall be considered as remotely located watch/ work stations. On the above mentioned places the ship must carry two (2) Immersion suits.
任何适用于本规定的船舶要为工作地点距船员救生服存放处所有一定距离的船员增配救生服和抗暴露服。驾驶室、机场集控室和任何距起居处所水平和垂直距离超过100米的处所应视作远离的值班/工作站。船舶必须为上述处所各配备2套救生服。
2.2 The immersion suits shall be so placed as to be readly accessible and their position shall be clearly indicated. The vessel’s Fire Control & Life Saving Appliances Plan must be updated accordingly. The following two options may be considered for the storage of immersion suits.
救生服的放置应即刻可用,其位置应清晰标注。必须对船舶的防火控制和救生设备图做相应的更新。救生服的存放可以考虑下列两种选择。
2.3 The Monthly inspection and the periodic testing of the Immersion Suit must be carried out in accordance with the guidelines approved by the International Maritime Organization (IMO).
必须依照国际海事组织(IMO)认可的指南进行救生服的月检和定期检测。
3.0 Exemption 免除
A ship other than bulk carrier as defined in regulation 1/ IX of SOLAS 1974, as amended, which is constantly engaged on voyages in Warm Climates, between Latitude 30° degrees North and 30° degrees South), may be exempted from the said requirements and Recognition Organization is allow to issue exemption certificate on behalf of Government of Malaysia.

With reference to the IMO Res. A1206, regarding to the above subject please note the following clarifications and instructions shall be applied to Malaysian ships:

1. The tests and examinations and overhauling required by paragraphs 11.1.2, 11.1.3 and 11.2.3 of Chapter III of the SOLAS 1974 Convention as amended, shall be carried during the special survey of a particular vessel.
经修订的1974年SOLAS公约第III章第11.1.2,11.1.3和11.2.3要求的试验、检查和拆检应在船舶特检时进行。
2. If the next special survey of a vessel is due after the 1st of July 2003, the above mentioned tests, examination and overhauling shall be carried out during the next dry docking or during an annual or renewal safety equipment survey, or during the renewal survey of Passenger Ship Safety Certificate, but not later than the 1st of July 2003.
如果船舶下次特检到期日在2003年7月1号之后,上述试验、检查和拆检应在下一次的坞检、或年度或安全设备换新的检验,或客船安全证书换新检验时进行,但不能晚于2003年7月1号。
3. The dynamic test required by paragraph 6.1.2.5.2 of the International Life-Saving Appliance Code (LSA Code) is not applicable for the winch brakes of launching appliances of ships constructed before the 1st of July 1986.
对于1986年7月1日以前建造的船舶,其降落设备的绞车制动器不适用国际救生设备规则(LAS规则)第6.1.2.5.2条要求的动负荷试验。
4. The test required by regulation 20.11.2.3 of Chapter III of the Convention is not applicable for the lifeboats of ships constructed before the 1st of July 1986, which do not comply with the requirements of Regulation 41.7.6.2.2 of Chapter III of SOLAS 74/83.
对于1986年7月1日以前建造的、不符合SOLAS 74/83第III章41.7.6.2.2条规定的船舶,其救生艇不适用该公约第III章20.11.2.3条要求的试验。
5. These resolution require certification of servicing personnel, such certification should be issued by the manufacturer in accordance with an established system for training and authorization.
这些决议对检测人员的资质有要求,其证书应由生产商根据已建立的培训系统和授权签发。
5.1. Weekly and monthly inspections, and routine maintenance as defined by the manufacturer, should be conducted under the direct supervision of a senior ship’s officer in accordance with the instructions provided by the manufacturer.

5.2 All other inspections, servicing and repair should be conducted by the manufacturer’s representative or a person appropriately trained and certified by the manufacturer or any service provider approved Recognized Organization(s) for the work to be done.

Malaysia Marine Department, accept the use of Electronic Charts & Display Information Systems (ECDIS) on Malaysia Flag ships including high speed craft (HSC) as meeting the nautical charts and nautical publications carriage requirements stipulated in Regulation V/19.2.1.4 and V/27 of SOLAS 74 as amended, under the following conditions:
马来西亚海事处接受在马来西亚旗船舶(含高速船(HSC))上使用电子海图显示与信息系统(ECDIS)来满足经修订的SOLAS 74第V/19.2.1.4和V/27条所规定的海图和航海出版物的配备要求,前提是:
1. ECDIS must be type approved in accordance with the requirements of the IMO Resolution A.817 (19), “Performance Standards for ECDIS” and must be operated with up-to-date official Electronic Nautical Charts (ENCs);

2. Ships sailing in waters not covered by ENCs must be provided with an appropriate up-todate folio of paper nautical charts;

3. For back up purposes, the ship must be provided either with a secondary type approved ECDIS in accordance with the requirements of the MSC Resolution 64(67), “Back-up arrangements for ECDIS” or with a full folio of up-to-date nautical paper charts for the intended voyage;
船舶必须根据MSC第64(67)号决议《ECDIS的后备布置》的要求配备第二套经型式认可的ECDIS,或者为计划航程配备一整套最新的纸质海图,以作后备。
4. All officers on watch must be familiar with the operation of the ECDIS on board the ship.

1.1 手提式灭火器
i. 所有灭火器应每年由船舶高级船员或RO认可的供方进行检查
ii.各类手提式灭火器的水压试验周期不得超过10年。
iii. 在给灭火器充装之前,应由经认可的供方进行彻底检查。 RO组织应在供方的初次和换证审核期间确认完成的检测是否符合制造商手册的要求。
iv.水基和泡沫灭火器应每12个月或厂家指定的任何其他时间间隔更换一次。
v. 其他灭火器由RO认可的供方每5年或厂家指定的任何其他时间间隔进行充装。
vi. 能在船上重新充装的灭火器,其备用灭火剂的数量应按前10个灭火器的100%和其余灭火器的50%进行配备。
vii. 对于不能在船上重新充装的灭火器,应额外配备相同灭火剂量、型式、容量和数量的手提式灭火器.
1.2 固定式气体灭火
i.年度检查应由船舶高级船员或RO认可的服务供方进行。
ii. 应在每10年对10% CO2钢瓶进行水压试验,或从制造日期起20年后对100% CO2钢瓶进行水压试验。
iii.当对固定式气体灭火系统进行维修时,如CO2管道维修等,应进行水压试验。
iv. 如果单个CO2钢瓶重量减少超过10%,则应进行水压试验。
1.3 固定式泡沫灭火系统
i.泡沫样品应在制造之日起第3年以及此后每年由授权供方或制造商实验室进行化验分析。
ii.用于机舱泡沫溶液应按上述规定的时间间隔进行分析
iii.不需要符合固定甲板泡沫要求的油轮的泡沫溶液应按上述规定的时间间隔进行分析。

a) 按照船上维护说明进行维护
b) 在每次年度检验中进行检查
c) 完成检修后仅用艇重量以最大速度对绞车制动器进行动态试验。
d)每隔不超过 5 年进行以救生艇筏载足额定乘员和属具时总质量 1.1 倍的验证负荷试验。自由降落救生艇的验证负荷试验应确定向自动释放装置提供液压的液压泵和泵送装置在自由落体救生艇负载额定乘员和属具时总质量 1.1 倍时是否能够脱离系固装置。
iii.救生艇筏每年一次的全面检修、五年一次的全面检查和负荷试验应由救生艇筏、降落装置和释放装置对应的厂家和型号授权的服务供方进行。
iv.执行上述检修的人员应获得制造商或认可供方的发证,船上人员如果满足认可供方的要求,也可以被接受。
v. 如果制造商不再营业或不再提供技术支持,可以接受能够证明其检修服务能力的授权服务供方进行检修。
vi.自 2020 年 1 月 1 日起,执行上述检修的供方仅应获得船旗国主管机关或RO认可组织的授权。

马来西亚海事处接受在马来西亚旗船舶(含高速船(HSC))上使用电子海图显示与信息系统(ECDIS)来满足经修订的SOLAS 74第V/19.2.1.4和V/27条所规定的海图和航海出版物的配备要求,前提是:

消防员通信(RO instruction 2022/12/07 第六章,第 24 条)
i.应为每个消防队提供至少两台防爆或本安型双向UHF无线电电话。船上携带的 双向 UHF 无线电话的数量应根据船上应变部署表上指定的消防队数量确定;
ii、在可行的情况下,消防员无线电话应具有彩色外壳,以将这些无线电与船上用于正常操作和紧急使用的其他无线电(例如通常为黄色或橙色的便携式 GMDSS VHF)区分开来。
iii、应在船上保留能够证明双向无线电话设备在潜在爆炸性环境中的使用的合格证书或等效文件,以供 RO 或其他相关方验证。

马来西亚注册油轮载运重质油的条件(MSN 09/2023)
马来西亚主管机关就油轮载运重质油条件限定如下:
1、1996年7月6日之前建造的现有单壳单底或双壳双底油轮且不超过5000载重吨,限定马来西亚水域航行,经主管机关授权的RO授予船级并授予适当的附加标志;
2、对1996年7月6日及以后建造的油轮,在2020年10月1日及以后主管机关不再接受600载重吨及以上注册除非船舶完全满足MARPOL附则I第19条的要求;
3、小于600载重吨的油轮允许限定在马来西亚水域航行载运重质油。

1. 船舶能效管理计划(SEEMP)
1.1 SEEMP第一部分:提高能效的船舶能效管理计划
1.1.1 400gt及以上船舶,RO有权审核和批准SEEMP第一部分,并颁发国际船舶能效证书(IEEC)。该授权在2021年3月1日或之后生效;
1.2 SEEMP第二部分:船舶燃油消耗数据收集计划
1.2.1在2018年12月31日或之前,5000总吨及以上的船舶应有用于收集燃油消耗数据的方法的说明;
1.2.2燃油数据收集和报告的第一个强制性周期将在2019日历年;
1.2.3根据马来西亚注册船舶燃油消耗数据收集系统(DCS),认可组织(RO)有权:
1.2.3.1审查SEEMP第二部分《船舶燃油消耗数据收集计划》;
1.2.3.2根据《73/78防污公约》附则VI第5.4.5条的规定,向船舶签发符合证明(COC);
1.2.3.3核实和批准数据是否符合《73/78防污公约》附则VI第27条;
1.2.3.4在符合声明(SOC)发布后不迟于一个月,代表主管机关通过全球综合航运信息系统(GISIS)向IMO提交经核实的数据;和
1.2.3.5根据RO满意核实的数据发出符合声明。SOC将颁发给已满意地提交完整数据的船舶,SOC的签发基于所提交的燃料油数据的日历年。
1.3 SEEMP第三部分:船舶营运碳强度计划
1.3.1在2023年1月1日或之前,RO应确保适用《73/78防污公约》附则VI第28条的5000总吨及以上马来西亚国旗船舶:
1.3.1.1验证CII的计算方法以及向主管机关报告船舶数据的方法有适当的描述;
1.3.1.2未来三(3)年要求的年度营运碳强度指数CII;
1.3.1.3标明如何在未来三(3)年内实现要求的年度营运碳强度指数CII的实施计划;和
1.3.1.4自我评价和改进的程序。
1.3.2就船舶营运碳强度要求而言,RO有权:
1.3.2.1审查SEEMP第三部分,并根据73/78 MARPOL附则VI第5.4.6条签发符合证明(COC);
1.3.2.2在每个日历年结束后的三个月内,根据《73/78防油污公约》附则VI第28.2条核实并批准达到的年度营运碳强度指数CII;
1.3.2.3验证船舶营运碳强度等级(A、B、C、D或E),并根据RO验证的碳强度等级出具符合性声明(SOC);和
1.3.2.4对于连续三年评级为“D”或评级为“E”的船舶,RO被授权在1.3.2.2规定的达到的年度营运碳强度指数CII报告后不迟于1个月内审查和核实修订后的SEEMP,包括纠正措施计划。

1、 安装在马来西亚船舶上的所有 EGCS 应符合 MEPC.259(68) 决议和与之相关的任何修正案。

INSTALLATION OF BALLAST WATER TREATMENT SYSTEM (MSN 04/2012)
压载水处理系统的安装
1. This is to inform the Maritime Community the requirement for a ship constructed in or after 1st June 2012 with a ballast water capacity of 5,000 cubic meters or more shall conduct ballast water management that at least meet the standard described in Regulation D-2.
2012年6月1日或以后建造的、拥有5000立方米或以上压载水容量的船舶应进行压载水管理,该压载水管理应至少满足D-2条规定所述标准。
2. Even though the implementation of the BWM 2004 was suspended until further notice, the above requirement still applied.
尽管BWM 2004的暂停执行直到有进一步通知,但上述要求依然适用。
压载水公约实施(MSN 03/2017)
在压载水公约生效后(2017年9月8日起),在马来西亚水域航行的400总吨及以上的马来西亚旗船舶及外旗船舶都需要满足公约的要求。
对于新造船,在公约生效之日起建造的船舶需要安装符合公约D-2标准的压载水处理装置。对于现有船,应当在公约生效之日起首次IOPP换证时满足公约D-2标准。
对于过渡期间,也就是2017年9月8日至下次IOPP换证检验期间,现有回传需要满足压载水公约D-1置换标准。
从2017年9月8日公约生效之日起,船舶需要确认在船上保存以下资料:
i) 按照D-1或D-2标准批准的压载水管理计划
ii)压载水记录簿
iii)压载水处理装置型式认可证书,如有
iv)国际压载水管理证书
在2017年9月8日之前,为了方便船舶预留更多的时间用于改装系统以及批准的影响,,马来西亚旗的船东或者管理人可向马来西亚海事部门申请IOPP证书的不协调发证。

履行国际压载水管理公约2004(BWM)---在国内航行和小于400总吨国际航行船舶免除的相关要求 (MSN08/2017)
1) 本通告是通知船舶相关方马来西亚履行压载水并对马来西亚船舶免除要求进行解释;
2) 2017年9月8日起,压载水管理部不适用于仅仅在马来西亚水域和离岸200海里水域以内航行的所有马来西亚旗船舶。马来西亚旗船舶以及仅航行于马来西亚水域不需要持有国际压载水管理证书。
3) 同意对免除以下两块水域予以免除:
a) Peninsular water
b) Labuan/Sabah /Sarawak water
马来西亚船舶运营在Peninsular 和 Labuan/Sabah/Sarawak时需要向主管机关申请免除证书。
4)小于400总吨的国际航行船舶
小于400总吨的船舶不需要持有国际压载水管理证书,但是需要履行压载水公约B部分关于压载水公约的检验。被批准的压载水管理计划和符合D-1标准的压载水交换要求的压载水记录薄需保存在船上。
5) 免除

详情如下:
a.
BWM 不适用于仅在马来西亚下列水域内航行的所有马来西亚国旗的船舶;-
i.马来西亚半岛,包括专属经济区(EEZ),
或者
ii.沙巴、砂拉越和纳闽联邦直辖区,包括专属经济区,
b.对于仅在马来西亚半岛与沙巴、砂拉越和纳闽联邦直辖区(包括专属经济区)之间运营的 400 总吨及以上马来西亚国旗的船舶,必须满足 BWM 法规 D-1 - 压载水置换标准。 D-1 标准要求船舶在尽可能远离最近陆地的情况下更换压载水,在所有情况下,在从马来西亚半岛穿越到沙巴、砂拉越和纳闽联邦直辖区距最近陆地至少 100 海里,并且至少 50 米或更深的水中进行置换压载水,反之亦然。
船舶应携带;-
i.国际压载水管理证书,
ii.压载水记录簿,以及
iii.压载水管理计划
因此,BWM 法规 D-2 - 压载水性能标准不适用
c. BWM 不适用于仅在马来西亚半岛至沙巴、砂拉越和纳闽联邦直辖区之间运营的马来西亚国旗船舶,反之亦然,仅如下:-
i.400 总吨以下的船舶
ii. 无论大小的船舶都设计成不携带压载水,或
iii. 无论大小的船舶都使用封闭系统,不需要更换压载水.

船员舱室 RO instruction 2022/12/07 第三章
船员住宿的额外要求
1.1 除另有说明外,自航船舶应符合:
i. 2006 年海事劳工公约第 5.1.3/1(a) 条适用于所有 500 总吨及以上并于 2014 年 8 月 20 日或之后建造的船舶,或
ii.对于 2014 年 8 月 20 日之前建造的船舶,根据 1952 年商船条例第 168 条或经国际劳工组织第 133 号公约修订的国际劳工组织第 92 号公约,请参阅 MSN 09/2016(附录 2,第 8 号)了解更多信息。
1.2 PETRONAS 程序和指南 (PPGUA) 第 11 卷第 11.4.2 节被接受作为海上固定或浮动结构、住宿驳船和特殊人员或工业人员住宿(船长和船员除外)的住宿要求的等效要求。

有害物质 (IHM) RO instruction 2022/12/07 第六章第 30 条
从 2020 年 12 月 31 日起,任何在欧盟(EU)成员国水域航行和营运的马来西亚船舶都应获得欧盟船舶回收条例(EU SRR)要求的有害物质(IHM)证书; 和/或
授权RO组织审查和批准相关的文件、进行检验并对符合本要求的船舶签发声明。

1. 供方的认可
1.1 RO有权指定供方(与船舶检验及发证有关),条件是这种指定须按照RO既定的内部程序作出。上述内部程序也应符合第MSC.402(96)号决议;
1.2 RO被授权指定与船舶检验及发证有关的救生筏检修服务供方。救生筏应进行维修并符合第MSC.388(94)号决议。检查/审核报告应每年通过附件六所列的电子邮件提交给服务提供商所在地最近的区域办事处海事部门(Maritime Industrial Control Division of Regional Office);
1.3 RO应向主管机关提供网上查阅数据库的权利。

关于与非公约货船技术标准要求有关马来西亚航运通知 (MSN
16/2009)的通知 (MSN 05/2021)
1、本通知是为了通知航运界,之前暂停的与非公约货船技术标准要求有关的MSN 16/2009,特此解除,并于2021年7月1日或之后生效。
2. 适用范围:
a. 所有已经在马来西亚水域运营的马来西亚注册船舶均应遵守 MSN 40/2010;
b. 在 2021 年 7 月 1 日或之后注册且仅在距马来西亚水域最近海岸 20 海里范围内运营的船舶,由于尺寸或运营限制等特殊情况而无法满足本通知规定的相关要求,应提供等效或替代措施并经马来西亚海事局(MARDEPT)批准。
船舶标识 (RO instruction 2022/12/07 第六章第 28 条)
1. 船舶标识
1.1 RO有权在下列情况下进行船舶标识检验:
1.1.1造船厂位于马来西亚境外的新建船舶;
1.1.2位于马来西亚水域以外的现有船舶打算将其国旗改换为马来西亚旗;
1.2 为进行此项检查,RO应遵循主管机关制定的《船舶标识标准操作程序》(SOP);
1.3 申请授权进行船舶标识的检验申请应在检查前五(5)天提交给船舶注册部门;
1.4 RO应向船舶注册部门提交船舶标识检查报告(邮箱:registry@marine.gov.my),以便马来西亚海事部门签发注册证书。

转级 (RO instruction 2022/12/07 第六章第 29 条)
本指南的目的是提供指导,以确保马来西亚注册船舶能对船级社间转级事项进行充分评估。
.1 如要在IACS成员船级社内部转级,RO可执行IACS PR1A转级程序;
.2 如要在IACS成员与非IACS成员之间转级或在非IACS成员之间转级,RO须执行MSC-MEPC.5/Circ.2《主管机关确保能对船级社间转级事项进行充分评估指南》作为最低要求;
.3 对于第.2所述类别的转级,鼓励RO使用RO instruction附录IV所规定的表格格式。

客船检验的附加要求 RO INSTRUCTION 20221207第2章, 第4条
1 除了应符合RO指南附录I所列的所有国际公约和国家法规的要求外,RO有权审核及批准与下述国际公约或规则有关的适当计划及文件,包括:
1.1对完整稳性、破损稳性计算的审批;
1.2 对按照经MSC / Circular1166修订的《高速客船简易撤离分析指南》对2020年1月1日后的新船所做的撤离分析的审批;
或
对按照经MSC.1/ Circular1238修订的 SOLAS客船撤离分析指南对新船所做的撤离分析的审批;
1.3 对按照经修订的DSC动力支承船安全规则第4.4章-客船撤离时间所做的撤离分析的审批(仅适用于在马来西亚水域运营的船舶);
1.4对固定灭火系统图纸的审批;
1.5对消防和安全图(Fire and Safety Plan )及撤离计划的审批。
2 RO应进行年度船底外部检查并出具报告。应向主管机关提交该报告,作为签发客船证书(Passenger Certificate )的要求的一部分;
3 1996年1月1日以前建造并在国际水域航行的现有客船,当满足下述条件时,应符合《动力支承船安全规则》-A.373(X)决议的要求:
3.1按当前航路航行;
3.2仅适用于现已注册的马来西亚国旗船舶;
4 1996年1月1日或以后建造并在国际水域航行的客船,应符合《国际高速船安全规则》的要求。RO须完成《国际高速船安全规则》附录4 -故障模式与影响分析程序检验,并签发报告;
5仅在国内水域航行的客船或载运乘客的滚装船至少应符合《动力支承船安全规则》A .373(X)决议的要求;
6国际航行的客船或载运乘客的滚装船应符合1974年SOLAS公约及其修正案的规定;
7载客超过12人并在马来西亚港口或水域以外航行的客船应使用钢材或同等材料建造;
8在RO完成4.1及4.2规定的检验后,主管机关应签发客船证书(Passenger Certificate)、高速船安全证书(High Speed Craft Safety Certificate)、客船安全证书(Passenger Ship Safety Certificate)或动力支承船结构和设备证书(Dynamically Supported Craft Construction and Equipment Certificate)。
船员交通船(crew boat),高速船员交通船(fast crew boat)或多功能船员交通船(Utility Crew Boat)的检验附加要求 RO INSTRUCTION 20221207第2章, 第5条
1除了本指南第二章检验的要求外,用于运输工业人员的船员交通船、高速船员交通船或多功能船员交通船应符合:
1.1破损稳定计算-应符合经修订的HSC高速船安全规则或MSC.235(82) 决议通过的近海供应船(OSV)规则的要求;
1.2救生设备(LSA)至少应该:
1.2.1对载运超过12人但少于60人(包括船员)的船舶,应该满足《SOLAS公约》对于货船的要求 ,或者
1.2.2对乘员超过60人(包括船员)的船舶,《SOLAS公约》对于客船的要求;
1.3消防设备(FFA)、无线电和导航设备至少应该:
1.3.1 满足SOLAS的要求,或
1.3.2 对于马来西亚旗,小于500GT的非公约船舶满足非公约船规则MSN 05/2021的要求;
1.4船舶构造要求应符合船级社规范或高速船安全规则HSC的要求。
对载运和容纳12名以上工业人员的船舶的附加要求 (RO INSTRUCTION 20221207第2章, 第8条/MSN 02/2024)
RO被授权对这类马来西亚旗船舶进行检验、批准适当的文件和计划,签发特种用途船舶安全证书,但需要满足下述条件:
1于2007年12月31日前建造或签订建造合同的船舶,如果符合下述条件,应符合近海供应船(OSV)规则的要求:
1.1在马来西亚近岸(Near Coastal Limit) (根据马来西亚1952年航运条例的定义(as defined in Malaysia Shipping Ordinance 1952 ))或距离最近陆地200海里范围内航行的船舶;
和
1.2工业人员的数量限制在最多200人。
如果船舶载有少于60名工业人员,则可免除破损稳性要求。
2对于2007年12月31日到2013年7月1日之间建造或签订建造合同的船舶,如果符合下述条件,也应符合上述第1款的要求:
2.1如果符合下述条件,破损稳性的要求可以免除:
2.1.1工业人员最多不超过60人;和
2.1.2仅限于马来西亚水域内航行,包括《1952年商船条例》(Merchant Shipping Ordinance 1952)规定的专属经济区;
3《特种用途船舶安全规则》(2008)- MSC.266(84) 决议通过。修订后的规则适用于2013年7月1日以后建造或签订建造合同的所有马来西亚特种用途船舶。
4 马来西亚主管机关要求在IP规则生效前针对现有船载运超过12名工业人员的船舶基于MSC.418(97)和特种用途船规则寻求授权并授权RO基于MSC.418(97)签发符合声明或特种用途船证书。

非公约船是指IMO公约不适用的船舶。
RO有权批准所有马来西亚非公约船舶的图纸和文件,检验和签发适当的证书,但须符合以下条件:
1非公约船应符合MSN05 /2021及其修订中规定的安全要求;
2船上有工人起居处所的非自航式驳船应进行附加检验,并签发货船设备安全(NC)证书。对于现有驳船,第一次检验应不迟于2021年1月1日进行;
3船长小于24米的船舶应检验并签发马来西亚国家干舷证书,马来西亚国家吨位证书以及国际载重线证书和国际吨位证书;
4 150总吨及以上的自航船舶应安装MSN 05/2019规定的AIS系统。
近海供应船(OSV)散装运输和装卸有毒有害液体物质的附加要求。 RO INSTRUCTION 20221207第2章, 第10条
所有悬挂马来西亚国旗,从事散装运输和装卸有毒有害液体物质的船舶,RO被授权批准计划及文件、检验及签发适当证书,但需要符合如下条件:
1检验和发证应符合IMO A.1122(30)决议近海供应船散装运输和装卸有害有毒液体物质规则及其修正案的要求;
2对《SMPEP手册》进行审核和批准;
3对于2018年7月1日之前铺设龙骨的近海供应船(OSV),散装运输和装卸有毒有害液体物质时,如果满足下述条件,可以免除近海供应船(OSV)散装运输和装卸有害有毒液体物质规则(A.1122(30) 决议)的要求:
3.1仅限于在马来西亚水域(包括马来西亚专属经济区)内航行;
3.2携带的散装液体的总量不超过最大限额,最大限额规定如下:
800立方米;或
以立方米为体积单位,按货物密度1.0计算,船舶载重量的40%;
两者比较,以较小者为准 ;
3.3货舱的结构和位置应符合IMO A.673(16)决议的规定;
3.4经检验散装运输有毒液体物质的船舶,其证书须有附件-有毒液体物质货品清单,但不需要持有国际防止散装运输有毒液体物质污染适装证书(NLS证书);
4对于2018年7月1日之前铺设龙骨的近海供应船(OSV),如果运输和装卸散装危险和有毒液体物质并在国际水域航行,应在货船结构安全证书(CSSCC)第一次换证检验时,符合近海供应船(OSV)散装运输和装卸有害有毒液体物质规则(A.1122(30)决议)的要求。
对于2018年7月1日或以后铺设龙骨的近海供应船(OSV),应在货船结构安全证书CSSCC第一次换证检验时,符合以下要求:
4.1携带的散装液体的总量不超过最大限额,最大限额规定如下:
800立方米;或
以立方米为体积单位,按货物密度1.0计算,船舶载重量的40%;
两者比较,以较小者为准 ;和
4.2货舱的结构和位置符合IMO A.673(16)决议的规定。
