HKMD informs of that the subject IMO circular applies to cargo ships constructed on and after 1 January 2012.
Application of MSC. 338 (91)
1. The new Code on Noise Levels on Board Ships will take effect upon entry into force of the new SOLAS Regulation II-1/3-12 on 1 July 2014. The new SOLAS regulations II-1/3-12.2.1 and II-1/3-12.2.2 required ships delivered before 1 July 2018 to take measures to reduce machinery noise in machinery spaces to acceptable levels as determined by the Administration.
Any noise reduction measures taken on Hong Kong Registered ships delivered before 1 July 2018 shall make reference to Resolution A.468(XII)----"Code on Noise Levels on Board Ships", and that a noise survey report shall be made for each of the applicable ships in accordance with Chapter 4 and Appendix 1 of Resolution A.468(XII).
2. Application of Code on Noise Levels on Board Ships (E-mail from HKMD to CCS Newbuilding Department on May 15, 2014)
The Hong Kong Marine Department deems that the Code on Noise Levels on Board Ships adopted by resolution MSC.337(91) shall apply to ships of 1600 gross tonnage and above:
1) For which the building contract is placed on or after 1 July 2014; or
2) The keels of which are laid or which are at a similar stage of construction on or after 1 January 2015; or
3) The delivery of which is on or after 1 July 2018.
Unified Interpretations of PSPC (Hong Kong Merchant Shipping Information Note 30/2013"Unified Interpretations of the Performance Standard for Protective Coatings for Dedicated Seawater Ballast Tanks in All Types of Ships and Double-side Skin Spaces of Bulk Carriers")
Unified Interpretations (MSC.1/Circ.1465) of the Performance Standard for Protective Coatings for Dedicated Seawater Ballast Tanks in All Types of Ships and Double-side Skin Spaces of Bulk Carriers should be used when applying the relevant provisions of the Performance Standard.
Protection against noise(letter MP/U/508/17、MSIN1414)
The new Code on Noise Levels on Board Ships will take effect upon entry into force of the new SOLAS Regulation II-1/3-12 on 1 July 2014. The new SOLAS regulations II-1/3-12.2.1 and II-1/3-12.2.2 required ships delivered before 1 July 2018 to take measures to reduce machinery noise in machinery spaces to acceptable levels as determined by the Administration.
HKMD released a written notice(letter MP/U/508/17、MSIN1414) in April 2013 and made a further written clarification on 27 March 2014 to clear that for Hong Kong flagged existing ships the above-mentioned acceptable levels are the relevant standards given in IMO resolution A.468(XII) “Code on Noise Levels on Board Ships”, and to give the relevant detailed implementation requirements. Unless otherwise stated, the following requirements apply to Hong Kong flagged existing ships of 1600 gross tonnage and above which are defined in regulation 3-12.2 of SOLAS Chapter II-1.
1. The Administration requires ships to take measures to reduce machinery noise in machinery spaces to acceptable levels as specified in paragraph 4.2.1 of A.468(XII). Additionally noise level measurement in machinery spaces shall be carried out on board ships. Noise survey reports are to be made and cover at least the requirements regarding to machinery spaces in paragraphs 2.8.3, 4.2.1, 4.3 and the model format in Appendix 1 of A.468(XII).
2. For ships delivered on or after 1 July 2014, requirements in paragraph 1 shall be met at the time of delivery.
3. For ships delivered before 1 July 2014 and not subject to noise level measurements, requirements in paragraph 1 shall be met not later than the date the first renewal survey of Safety Construction Certificate on or after 1 July 2014, and in no case later than 1 July 2018. A statutory memorandum has already been added to these ships: “The ship shall meet Flag’s requirement on implementation of MSC.338(91) not later than the first renewal survey of Safety Construction Certificate on or after 1 July 2014 and in no case later than 1 July 2018. For details please refer to CCS Circular Total No.504)”. Ships under construction are suggested to meet the requirements in paragraph 1 at the time of delivery, and if this cannot be met, surveyors carrying out construction surveys are to add the aforementioned memorandum to these ships.
4. For ships delivered before 1 July 2014 and subject to noise level measurements, if the model format in Appendix 1 of A.468(XII) was not used in measurement survey reports, it would be acceptable that these reports include the ship’s major particulars and the measuring data covers those of machinery spaces (i.e., control rooms, workshops, turbocharger, top of propulsion machinery, auxiliary diesel engines/turbogenerators, reduction gear and non-specified workspaces).
5. The Administration requires that for sister ships with identical construction and machinery arrangements, noise level measurements shall still be carried out on board every ship.
6. For applicable ships noise measurement companies shall comply with either of the following conditions, and CCS surveyors are to file relevant documentations along with noise measurement reports:
1) it is approved by CCS and copies of approval certificates shall be submitted; or
2) it is a third-party measurement company (i.e., shipyard/ship design consultant/specialist firms), provided that its measurement personnel are properly trained and its measure equipment is certified to be in working condition. Copies of personnel training and equipment certifications shall be submitted.
7. In addition, noise level measurements carried out after the release date of CCS Circular Total No.504 shall meet the requirements in CCS Guidelines for Noise Control and Testing of Ships and Products, besides those for noise measurement companies in paragraph 6.
8. Ships beyond the scope of SOLAS II-1/3-12.1 and the keels of which are laid or which are at a similar stage of construction on or after 1 January 2015, shall comply with the requirements of Cap. 369S (MS (SAFETY) (CARGO SHIP CONSTRUCTION AND SURVEY) (SHIPS BUILT ON OR AFTER 1 SEPTEMBER 1984) REGULATIONS) Regulation 28 Protection Against Noise as listed below(email150821):
1) In every ship, measures shall be taken to reduce noise levels in machinery spaces as far as is reasonable and practical. On completion of a ship noise levels in machinery spaces shall be measured in accordance with the following requirements and a record of the measurements taken shall be retained on the ship.
i) Noise levels in machinery spaces shall be measured when the largest number of machines that operate simultaneously in service are at their normal service loads. Measurements taken during sea trials at normal ahead service speed of the ship will be accepted.
ii) The equipment and procedures for measuring and recording noise levels in machinery spaces shall be generally in accordance with the provisions of the United Kingdom publication entitled "The Code of Practice for Noise Levels in Ships" published by Her Majesty's Stationery Office, or other equivalent standard acceptable to the Director. IMO A.468(XII) can be considered as s equivalent standard acceptable to the administration.
2) Noise levels in machinery spaces shall not exceed 110 dB(A) provided that the Director may, under such conditions as he may specify, permit higher noise levels having regard to the size of the ship and the type of machinery installed.
3) Any machinery space in which the noise level exceeds 90 dB(A) and which is required to be manned shall be provided with a designated refuge from noise.
4) Every entrance to a machinery space in which the noise level exceeds 85 dB(A) shall be provided with a warning notice comprising a symbol complying with British Standards Institution specification number BS 5378:1980 or other equivalent standard acceptable to the Director and a supplementary sign stating 'High Noise Levels. Use Ear Protectors'. Sufficient ear protectors shall be provided for use in such spaces.
UNIFIED INTERPRETATIONS OF THE CODE ON NOISE LEVELS ON BOARD SHIPS (RESOLUTION MSC.337(91)) MSC.1/Circ.1509 NO:11/2016
The MSC.1/Circ.1509 includes unified interpretations about measurement, maximum acceptable sound pressure levels and acoustic insulation between accommodation spaces. The HKMD accepts the MSC.1/Circ.1509.
Unified Interpretations of Chapters 5, 9 and 10 of the FSS Code(MSIN 20/2015)

Unified Interpretation of Part 3 of Annex 1 to the 2010 FTP Code(MSIN 21/2015)

Amendments to the Unified Interpretations of SOLAS Chapter II-2 and the FSS and FTP Codes (MSC/Circ.1456)

Revised Design Guidelines and Operational Recommendations for Ventilation Systems in Ro-ro Cargo Spaces(MSIN: 13/2016)
1. The Maritime Safety Committee(MSC) of the International Maritime Organization (IMO) at its 95th session in June 2015 approved the circular MSC.1/Circ. 1515 to revise the Design Guidelines and Operational Recommendations for Ventilation Systems in Ro-ro Cargo Spaces(MSC/Circ.729).
2. Ship owners, managers, operators and masters, classification societies and shipbuilders of Hong Kong registered ships are requested to note and observe the Revised Design Guidelines as appropriate for ventilation systems in Ro-ro cargo spaces.
Guidance on Pressure Testing of Boundaries of Cargo Oil Tanks under Direction of the Master (MSIN: 8/2016)
1. The Maritime Safety Committee(MSC) of the International Maritime Organization (IMO) at its 95th session in June 2015 approved the circular MSC.1/Circ. 1502 regarding to guidance on pressure testing of boundaries of cargo oil tanks under direction of the master.
2. Ship owners, ship managers, ship operators, ship masters, classification societies and shipbuilders of Hong Kong registered ships are reminded to take note of these amendments and act accordingly.

1. Maintenance of portable fire extinguishers
IMO Res.A.951(23), paragraph 9.1.1
(1)Portable fire extinguishers are to be examined annually by a competent person; (A competent person may be taken as Chief Officer, Second Engineer or above);
(2)Each portable fire extinguisher is to be with a tag indicating that it has been examined;
(3)CO2/Halon Portable fire extinguishers should not to be located in accommodation spaces;
(4)At least one portable fire extinguisher of each type manufactured in the same year and kept on board a ship is to should be test discharged at five yearly intervals (as part of a fire drill).
2. Spare charges for portable fire extinguishers

For portable fire extinguishers of the same type, capable of being recharged on board, the spare charges are to should be provided as follows:
(1) For portable fire extinguishers capable of being recharged on board, the requirements are as follows: 100% for the first ten portable fire extinguishers of the same type and 50% for the remaining portable fire extinguishers but not more than 60; and
(2) For portable fire extinguishers that cannot be recharged by the crew, additional portable fire extinguishers of the same quantity, type, capacity and number as determined in (1) above are toshould should be provided in lieu of spare charges.
3. Testing for portable fire extinguishers

Containers of permanently pressurized portable fire extinguishers and propellant bottles of non-pressurized portable fire extinguishers are to be hydraulic pressure tested as follows by a competent service station recognized by CCS:
(1) Powder type of portable fire extinguishers every 10 years;
(2) CO2 type of portable fire extinguishers every 10 years;
(3) Other type of portable fire extinguishers every 10 years; and
(4) Containers of non-permanently pressurized portable fire extinguishers are to be hydraulic pressure tested every 10 years.
4. Maintenance and inspection of fixed carbon dioxide fire extinguishing system

All Hong Kong registered ships shall carry out maintenance and inspection of fixed carbon dioxide fire extinguishing systems in accordance with IMO MSC/Circ.1318 MSC.1/Circ.1318/Rev.1. High pressure cylinders should be subject to hydrostatic tests at intervals not exceeding 10 years. At the 10-year inspection, at least 10% of the total number provided should be subject to an internal inspection and hydrostatic test by a competent service station recognized by CCS.
5. Controls for fixed carbon dioxide fire extinguishing system
FSS Code, Chapter 5, paragraph 2.2.2
Carbon dioxide systems are to shall comply with the following requirements:
(1) Two separate controls are to shall be provided for releasing carbon dioxide into a protected space and to ensure the activation of the alarm. One control is to be used for opening the valve of the piping which conveys the gas into the protected space and a second control are to shall be used to discharge the gas from its storage containers. Feasible measures are to be taken to ensure the sequence of operation; and
(2) The two controls are to shall be located inside a release box clearly identified for the particular space. If the box containing the controls is to be locked, a key to the box are to shall be in a break-glass-type enclosure conspicuously located adjacent to the box.
6. Foam fire-extinguishing systems

Fixed foam extinguishing systems are to should be inspected every two years by a competent service station recognized by CCS. Foam Sample test is to analysis shall be carried out to foam concentrate stored onboard in after a period of 3 years of date supplied onboard after being supplied to the ship and thereafter every year. Sample test is to be carried out to foam concentrate by a at authorized service agent or manufacturer’s laboratory authorized by CCS. A record of the age of the foam concentrates and of subsequent controls is to should be kept onboard.
7. Air cylinders for self contained breathing apparatus (SCBA)

SCBA air cylinders are to be examined at least annually by a competent service station recognized by CCS. SCBA cylinders are to be hydraulic pressure tested at intervals not exceeding 5 years and the hydrostatic test is to be carried out by a competent service station recognized by CCS, and the hydrostatic test date must be permanently marked on the bottles. Two spare charges suitable for use with the breathing apparatus are to be provided for each SCBA. If cargo ships are equipped with suitably located means for fully recharging the air cylinders free from contamination, only one spare charge is required for each required SCBA.
8.Air bottles for air supply in totally enclosed lifeboats

Air bottles are to be hydraulic pressure tested by a competent service station recognized by CCS at intervals not exceeding 5 years and the hydrostatic test date must be permanently marked on the bottles.
10. IMSBC
IMSBC certificate is to be issued according to ship owners and relevant agreement of CCS. The certificate is not to be issued on behalf of HKSAR, and without label of “ISSUED ON BEHALF OF HKSAR”.
11.Remotely located survival crafts

IMO MSC/Circ.1243 1490
Liferafts, if located at the aft/forward end of the ship and at a distance of more than 100m from the closest survival craft, as required by SOLAS regulation III/31.1.4, are to be regarded as “remotely located survival craft” with regards to SOLAS regulation III/7.2.1.2. Following requirements are to be applied to all HK cargo ships regardless of date of construction.
(1) A minimum number of 2 lifejackets and 2 immersion suits;
(2) Adequate means of illumination, complying with SOLAS regulation III/16.7, either fixed or portable, which are to be capable of illuminating the liferaft stowage position as well as the area of water into which the liferaft are to be launched. Portable lights, when used, are to have brackets to permit their positioning on both sides of the ship; and
(3) An embarkation ladder or other means of embarkation enabling descent to the water in a controlled manner * in accordance with SOLAS regulation III/11.7.
* Controlled manner: A knotted rope is not acceptable for this purpose.
12.Periodic servicing and maintenance of lifeboats launching appliances & on-loadrelease gear

In accordance with the IMO MSC.1/Circ.1206/Rev.1, ship management company is to employ the manufacturer or a person appropriately trained and certified by the manufacturer to carry out the annual servicing and maintenance of lifeboats, launching appliance and on-load release gear. Under special circumstances, if ship management company may not be able to source the manufacturer certified facilities or personnel to carry out the servicing and maintenance work, HKMD would accept a service provider to carry out these functions, provided that the following conditions are complied with.
(1) The service provider is to be a firm engaging in ship repair/maintenance business, and is to have adequate track record to prove that it has sufficient expertise and experience in inspection, repair, testing and maintenance of lifeboats, launching appliances and on-load release gear and such record is to be done to the satisfaction of site surveyor and the service provider is to the satisfaction of site surveyor under the provision of IMO MSC.1/Circ.1277;
(2) When carrying out servicing and maintenance, the service provider is to follow the Guidelines as stated in the Annex 1 and the Specific procedures as stated in the Appendix of IMO MSC.1/Circ.1206/Rev.1;
(3) The five-yearly dynamic operational test of the winch brake is to be witnessed and monitored by CCS’s surveyor and meet surveyor’s requirements; and
(4) Upon completion of the services, reports and records as stated in paragraph 13 to 15 of Annex 1 of IMO MSC.1/Circ.1206/Rev.1 are to be properly maintained onboard.
13.Lifeboat turnout
SOLAS regulation III/20.7
SOLAS regulation III/20.7 requires that all lifeboats, except free-fall lifeboats, are to be turned out from their stowed position, without any person onboard if weather and sea conditions so allow.
14.Lifeboat drill
IMO MSC/Circ.1206/Rev.1, annex 2, paragraph 2.3.2
When performing drills with persons on board a lifeboat, the lifeboat is to first be lowered and recovered without persons on board to ascertain that the arrangement functions correctly. The lifeboat is to then be lowered into the water with only the number of persons on board necessary to operate the boat.
15.Freefall lifeboat drill
IMO MSC/Circ.1206/Rev.1, annex 2, paragraph 2.4.2
When the lifeboat is free-fall launched as part of a drill, this is to be carried out with the minimum personnel required to manoeuvre the boat in the water and to recover it. The recovery operation is to be carried out with special attention, bearing in mind the high risk level of this operation. Where permitted by SOLAS, simulated launching of lifeboats is to be carried out in accordance with the manufacturer’s instructions, and in compliance with requirements of the IMO MSC.1/Circ.1206/Rev.1.
16.Lifeboat fall preventer device
IMO MSC/Circ.1327
A “Fall Preventer Device” (FPD) can be used to minimize the risk of injury or death by providing a secondary alternate load path in the event of failure of the on-load hook or its release mechanism or of accidental release of the on-load hook. However, FPDs are not to be regarded as a substitute for a safe on-load release mechanism.
If FPDs are provided, they must be designed, installed, inspected and utilized in accordance with the manufacturer instruction and complied with IMO MSC.1/Circ.1327. The ship’s operating crew should be familiar with the operation of the FPD fitted to the lifeboat on their ship. The procedure to be followed is to be contained in the ISM Code documentation and the ship’s training manual.
17.Falls used in launching life saving appliances

Wire rope grips “bulldog grips” are not accepted. Where wire rope grips “bulldog grips” are found to have been used on primary load-bearing terminations, arrangements are to be made by the operators to have them replaced wedged socket etc.

Test on DSC radio installations must be completed with reception acknowledgement so that the effectiveness of the equipment could be ensured. If no acknowledgement is received despite of numerous tests, it is to be recorded in the radio logbook and the shore engineer is to be called upon to check the effectiveness of the DSC radio.

21.Dispensation for shipboard crew

The “Consolidated Application for the Issue of Hong Kong Licence(s)” is the official acknowledgement and is issued in accordance with paragraph 5 of STCW regulation I/10. The officers is allowed to serve on Hong Kong registered ship(s) in the indicated or lower for three months pending the issue of the Hong Kong Licences under STCW I/2 paragraph 5. The fax copy of the “Consolidated Application for the Issue of Hong Kong Licence(s)” serves the purpose of documentary proof and there is no mandatory requirement to have original copy onboard for this official acknowledgement.
23.Annual Performance Test of AIS

To carry out annual performance test of EPIRB in accordance with the IMO MSC.Circ.1040 1252 by a qualified radio inspector of an approved radio firm, and to retain the "EPIRB Performance Test Report" issued by the radio firm on board the ship.
25. Annual Performance Test of VDR/S-VDR
IMO MSC/Circ.1222
To carry out annual performance test of VDR/S-VDR in accordance with the IMO MSC/Circ.1222 by a qualified radio inspector of an approved radio firm, and to retain the "VDR/S-VDR Performance Test Report" issued by the radio firm on board the ship.
26.Crew’s work and break time inspection by PSC

This circular letter is to remind owner of Hong Kong registered ship and master from managing company to comply with requirement on crew’s work and break time by International Convention on Standards of Training, Certification and Watch-keeping for Seafarers, 1978, and suggest to use standard IMO/ILO format to record crew’s work and break time, as well as the interval.
27.Port State Control
HKMSIN No.31/2009 48/2014, paragraph 12
In the event of a Hong Kong registered ship being detained as a result of PSC intervention, the shipmaster or owner should immediately:
(1) Forward a copy of the PSC inspection report (i.e. FORM A and FORM B), stating when, where and by whom the ship has been detained, to this Department; and
(2) Contact the local office(s) of the ship’s Classification Society and/or the ship’s SMC classification Society and/or the ship’s ISSC Recognized Security Organization to arrange an inspection and/or audit for confirmation of the deficiencies and/or nonconformities, and other necessary remedial action as directed by the port State.
28.Emergency escape breathing device (EEBD)
IACS Recommendation No.88
IMO MSC/Circ.1081, 1432
At least two (2) EEBDs and one spare EEBD are to be provided in accommodation spaces.
EEBDs are to be provided in machinery spaces as stated below:-
(1) Machinery spaces of category A containing machinery used for main propulsion:
(a) One (1) EEBD in the engine control room, if located within the space.
(b) One (1) EEBD in workshop areas, if there is, however, a direct access to an escape way from the workshop, an EEBD is not requirement.
(c) One (1) EEBD on each deck or platform level near the escape ladder constituting the second means of escape from the machinery space (the other means being an enclosed escape trunk or watertight door at the lower level of the space).
(2) In machinery spaces of category A other than those of above (1):
(a) One (1) EEBD, as a minimum, on each deck or platform level near the escape ladder other than a fire shelter, an escape trunk or a watertight access door to safe spaces.
Emergency Escape Breathing Devices are to be examined at least annually by suitably qualified ship’ staff, or by a competent service station recognized by CCS.
Hydrostatic testing of EEBD is to be carried out in accordance with the repair and maintenance manual from manufacturer.
29.Immersion suit
IMO MSC/Circ.1114, Annex, paragraph 3
(1) An immersion suit of an appropriate size is to be provided for every person on board;
(2) At least two (2) immersion suits of an appropriate size at the bridge;
(3) At least two (2) immersion suits of an appropriate size at the engine control room; and
(4) At least two (2) immersion suits of appropriate size for additional forward liferaft fitted.
To ensure the maintenance of adequate strength and water tightness of immersion suits and anti-exposure suit, each suit is subject to an air pressure test at intervals not exceeding three years, or more frequent test for suits over ten years.
30. Electronic Nautical Publications and Digital Notice to Mariner

Referring to enquiry of using Electronic Nautical Publications (ENPs) and Digital Notice to Mariner (Ntm) with applicable correction/amendment for nautical publications (either paper or electronic publication) on board HK registered ship,
please note the following:-
(1) In any case, the media should be treated in accordance with the document control procedures in the ship.s SMS including procedures for timely update.
(2) Bearing in mind that such publications or Digital Ntm need to be readily available for use in case of emergency without being restricted to a specific place and by the availability of a computer.
(3) In addition, hard copies of the publications and their correction/amendment for emergency use, including the International Code of Signals and IAMSAR Manual,shall be provided on board.
(4) When ENPs are used on board Hong Kong registered ships, the following requirements are applicable:-
(a) ENPs shall either be published by IMO, an Administration, a hydrographic organization, or other organizations which are authorized by an Administration;
(b) ENPs shall be kept up-to-date;
(c) ENPs shall be accessible to the Officer of Watch (OOW) without the need to leave his duty station;
(d) a computer shall be dedicated for ENPs and connected always to the main and emergency power supplies;
(e) for backup purpose, ENPs shall also be available in another computer on board which shall be accessible to the OOW in a short period of time; and
(f) operational guidelines for using the system and viewing of the publications shall be available on board and make known to the officers concerned.
(5) When using Digital Ntm with applicable correction/amendment for either ENPs or paper publication on board HK registered ship, the above guideline should also be taken into consideration.
(6) In additional to the above guidelines, it is advised to refer to the detail of MSC-MEPC.2/Circ.2 IMO requirements on carriage of publications on board ships.

32. Multiple Load Lines

Applicant should contact the Recognized Organization (RO) directly and provided with the details such as the figure of original load line with the dead weight and the new load line with the new dead weight etc. to seek Marine Department’s
authorization for assigning additional load lines.
Each set of the load line marks shall be verified by a surveyor of the RO when they are marked on the ships sides for the first time and subsequent periodical inspections.
Marine Department accepts that the verification can be conducted by the ship’s master instead of the RO surveyor. For change of the assigned freeboard, the master should follow the guidelines.
33. Exemption from Fixed Fire-extinguishing System Cargo Spaces
Cap. 369Y, regulation 31(2)(b)
Every cargo space on cargo ship of 2,000 tons and upwards shall be provided a fixed gas fire extinguishing system complying with the provisions of the Fire Safety Systems Code (FFS).
The Director may exempt any Hong Kong registered ship from the above requirements if the ship is constructed and solely intended for the carriage of ore, coal, grain, unseasoned timber or non-combustible cargoes or cargoes which, in the opinion
of the Director, constitute a low fire risk; and the ship is fitted with steel hatch covers and effective means of closing all ventilators and other openings leading to the cargo spaces.
Applicant (either owners/management company/Recognized Organization) should send the application for the exemption to Cargo Ships Safety Section (e-mail: ss_css@mardep.gov.hk) with: (A) a statement issued by the Recognized Organization
(RO) to confirm that the vessel complies with SOLAS Reg. II-2 10.7.1.4 as follows:
(1) the vessel is constructed, and solely intended, for the carriage of ore, coal grain, unseasoned timber, non-combustible cargoes or cargoes which constitute a low fire risk; and
(2) the ship is fitted with steel hatch covers and effective means of closing all ventilators and other openings leading to the cargo spaces; and
(B) a copy of the “Certificate of Survey” (COS) of the ship issued by the RO.
The initial Exemption Certificate will be issued by the Director of Marine. However, for operational conveniences to all parties, all subsequent renewal of these exemption certificates may tie in with the renewal of the trading certificates and be issued by
ROs or RSOs. The Director needs not be consulted by ROs or RSOs on the renewal of such exemption certificates unless the conditions stated by the Director in the original exemption certificates cannot be fulfilled.
34. Bridge Navigational Watch Alarm System (BNWAS)
The position of Hong Kong Marine Department is as follows:
(a) BNWAS which is going to be installed prior to 1 July 2011 should preferably be of an approved type conforming to IMO resolution MSC.128(75) - Performance Standards for a Bridge Navigational Watch Alarm System (BNWAS), unless the
owner applies for exemption from us with reasonable grounds;
(b) BNWAS which is already installed may be exempted from full compliance with MSC.128(75) provided that it has similar functions to a BNWAS conforming to MSC.128(75); and
(c) BNWAS which is not in full compliance with MSC.128(75) should be tested by its manufacturers or our recognized ROs to confirm that it is suitable for installation on board ships and has similar functions to a BNWAS conforming to MSC.128(75).
If the BNWAS was installed prior to 1 July 2011, you are required to approach the vessel’s classification society for their verification of complying with the above.
Otherwise, BNWAS installed after 1 July 2011, it needs full compliance with IMO standards requirement.
Acceptance of Servicing Stations for Inflatable Life Rafts
This Administration accepts materials and equipments complying with the test procedures/standards and performance specifications laid down by IMO. In general, the Administration accept servicing stations for inflatable life rafts that are approved by a State which is Party to the SOLAS Convention or by an RO on behalf of the Administration or other Party to SOLAS Convention.

The Administration accepts materials and equipments complying with the test procedures / standards and performance specifications laid down by IMO. Interim Guidance for In-Service Testing of Automatic Sprinkler Systems(MSIN 18/2015)
The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) at its 94th session in November 2014, approved a circular MSC.1/Circ.1493, with a view to providing an interim guidance for in service testing of automatic sprinkler systems . Hong Kong registered ships are required to be act accordingly.
Amendments to the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual
The purpose of this Note is to promulgate IMO circular MSC.1/Circ.1513 to advise the parties concerned of the amendments to the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual which will enter into force on 1 July 2016.
1. The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) approved the amendments to the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual in June 2015.
2. The above amendments as annexed to the IMO circular MSC.1/Circ.1513 become applicable on 1 July 2016.
3. The details of these amendments as annexed to the IMO circular MSC.1/Circ.1513 can be found on the website of Marine Department(http://www.mardep.gov.hk/en/msnote/msin.html) as attachment to this Note.
PERFORMANCE STANDARD, FUNCTIONAL REQUIREMENTS AND SYSTEM REQUIREMENTS FOR THE ASSESSMENT OF SMOKE MANAGEMENT SYSTEMS MSC.1/Circ.1514(MSIN:12/2016 18 January 2016)
Smoke management system is an engineered system including all methods that can be used singly or in combination to handle smoke movement ensuring a safe evacuation of persons in case of fire by preventing the contamination of smoke into escape routes. The life-safety performance criteria for safe evacuation should be acceptable to the Administration. The HKMD accept the MSC.1/Circ.1514. The purpose of the guidance is to provide performance standard, functional requirements and system requirements on smoke management systems installed on new passenger ships.

Five-yearly
load test of means of embarkation and disembarkation
As
per clarification of HKMD email, the five-yearly load test of means of embarkation
and disembarkation should be carried out during the renewal survey of the
relevant statutory certificates of the vessel.
The World Radiocommunication Conference 2012 made extensive changes to appendices 17 and 18 of the Radio Regulations (RR). Whilst these changes do not affect the GMDSS, they do affect the use of other frequencies that would be used by services such as Port Operations and VTS. Considering that incompatibility may exist between radiocommunication equipment installed on ships, and the revised frequencies and channelling arrangements for the maritime HF and VHF bands as contained in appendices 17 and 18 to the Radio Regulations (RR) – Edition 2012, The Maritime Safety Committee, at its ninety-second session (12 to 21 June 2013), approved the Guidance on the validity of radiocommunications equipment installed and used on ships.
According to this guidance, action should be taken as follows:
1. Timely action is required by ships to ensure that radiocommunication equipment complies with the RR. Replacement of operating hardware may be necessary to meet the changed requirements.
2. To ensure GMDSS communication capability, HF radiocommunication equipment capable of operating narrow-band direct printing (NBDP) should be updated so that following the first radio survey after 1 January 2017 it meets the channelling arrangements reflected in sections II and III of part B in appendix 17 of the Radio Regulations.
3. Radiocommunication equipment, other than HF radiocommunication equipment capable of operating NBDP, does not necessarily need to be updated by the first radio survey after 1 January 2017, but may be updated appropriately in accordance with the decisions of the Administration.

Every ship engaged on voyages exclusively in sea area A1 shall carry at least one person holding either a restricted operator’s certificate, a general operator’s certificate, a second-class radio electronic certificate or a first-class radio electronic certificate issued in accordance with the Radio Regulations.Every ship engaged on voyages beyond sea area A1 shall carry at least one person holding either a general operator’s certificate, a second-class radio electronic certificate or a first-class radio electronic certificate issued in accordance with the Radio Regulations. In case the availability of functional requirements specified in section 5 is to be ensured by at-sea electronic maintenance capability, the ship shall carry at least one person holding a second-class radio electronic certificate or a first-class radio electronic certificate issued in accordance with the Radio Regulations. Alternatively a ship which is registered in a country other than Hong Kong may carry at least one person holding such equivalent at-sea electronic maintenance qualification as may be approved by an authority empowered or recognized in that behalf by the law of the country in which the ship is registered.
Qualification of Radio Person:
For the purposes of this Regulation, no person shall be qualified on board a Hong Kong ship unless he is the holder of
(a) a valid and appropriate certificate issued by the Communications Authority or a comparable authority recognized by the Communications Authority as the equivalent of such a certificate issued by the Communications Authority;
(b) a valid Authority to Operate granted by the Communications Authority to operate a radiocommunications station established in a ship under a licence issued by the Communications Authority.

在实施所有类型船舶专用海水压载舱和散货船双舷侧处所保护涂层性能标准时应应用其统一解释MSC.1/Circ.1465.
噪声的防护(letter MP/U/508/17、MSIN1414)
新的船上噪声等级规则将在2014年7月1日随着SOLAS II-1/3-12条生效。SOLAS II-1/3-12.2.1及2.2要求2018年7月1日之前交船的船舶应采取措施降低机器处所的机器噪声水平至主管机关确定的可接受水平。
香港海事主管机关于2013年4月发布书面通知并于2014年3月27进一步书面澄清(letter MP/U/508/17,随后发布了MSIN1414号商船通告),明确对香港旗现有船舶上述可接受水平为IMO决议A.468(XII)相关标准,并给出相关具体实施要求。除非另有说明,以下要求适用于SOLAS II-1/3-12.2款所定义的1,600总吨及以上的香港旗现有船舶。
1. 主管机关明确船舶应采取措施降低机器处所内的机器噪声至A.468(XII)第4.2.1款规定的水平。此外,船舶应进行机器处所噪声检测并编制噪声检测报告,该报告应至少涵盖A.468(XII)有关机器处所的第2.8.3款、第4.2.1款、第4.3款要求以及A.468(XII)附录1的报告格式。
2. 对于2014年7月1日及之后交船的船舶,应自交船时满足第1条要求。
3. 对于2014年7月1日之前交船且未进行噪声检测的船舶,应最晚于2014年7月1日及之后的第一次构造安全证书换证检验时、且不晚于2018年7月1日满足本条要求。,我社已统一给此类船舶添加法定备忘(The ship shall meet Flag’s requirement on implementation of MSC.338(91) not later than the first renewal survey of Safety Construction Certificate on or after 1 July 2014 but in no case later than 1 July 2018. For details please refer to CCS Circular Total No. 504)。建议在建船舶在交船时即满足第1条要求,如果不能满足,执行建造检验的验船师应对船舶添加前述备忘。
4. 对于2014年7月1日之前交船且已进行噪声检测的船舶,如其检测报告虽未使用A.468(XII)附录1的报告格式,但包括船舶的主要参数,且测量数据涵盖机器处所(即:控制站、工作间、涡轮增压器、推进机械上部、柴油辅机/涡轮发电机、减速齿轮和未予规定的工作处所),则可被接受。
5. 香港主管机关明确对于具有相同构造和机械布置的姐妹船,仍须对每艘船进行实船噪声测量。
6.适用船舶的噪声检测机构应符合以下条件之一,验船师执行检验时应将相关书面证据随测量报告一并存档。
(1)经CCS认可,应提交认可证书复印件;或
(2)第三方检测机构(如船厂/船舶设计咨询公司/专业公司等),前提是其检测人员应经培训,且测量设备应经检定有效,应提交人员培训证明及设备检定证书复印件。
7. 此外,自总第504号通函下发之日后对船舶进行的噪声检测,除对检测机构执行第6条要求外,其它应满足我社《船舶及产品噪声控制与检测指南》的相关要求。
8. SOLAS II-1/3-12.1条适用范围以外且在2015年1月1日或之后安放龙骨或处于类似建造阶段的船舶,应满足《商船(安全)(货船构造与检验)(1984年9月1日或之后建造的船舶)规例》第28条的如下要求(email150821):
(1)在每艘船舶上,须采取措施在合理和可行的情况下将噪声声级尽量降低。船舶建成后,机舱内的噪声声级须按照如下内容测量,而测量记录须保存在船舶上。
i)须在最大数目的机器以正常航行负荷而同时航行操作时,量测机舱内的噪声声级。船舶以正常前进航速在海上试航期间录取的测量资料可被接受。
ii)用以在机舱内测量和记录噪声声级的设备及程序,须整体上符合英国政府文书局出版名为“The Code of Practice for Noise Levels in Ships” 的规定,或符合香港海事处处长接纳的其他同等标准。(IMO A.468(XII)可认为是主观机关接受的同等标准。)
(2)机舱内的噪音声级不得超逾110dB(A),但香港海事处处长可在顾及船舶的大小以及所装设的机械类型后,准许在其指明的条件下出现较高的噪音声级。
(3) 噪声声级超逾90dB(A)而需有人看管的任何机舱,须设有指定的噪声安全地带。
(4) 噪声声级超逾85dB(A)的机舱的每个入口须设有警告告示,当中包括符合英国标准协会规格编号BS 5378:1980或获香港海事处处长接受的其他同等标准的符号,以及一个书明‘High Noise Levels. Use Ear Protectors’的附加标志。该等舱室须备有足够的听觉保护器以供使用。
关于船上噪声等级规则MSC.337(91)的统一解释MSC.1/Circ.1509 NO:11/2016
该通函MSC.1/Circ.1509主要是有关噪声的测量要求、接受的最大声压等级、起居处所之间的隔音材料的统一解释。香港海事当局接受该统一解释。

经MSC.474(102)修订的SOLAS第II-1章第12条在生效之前的自愿提前实施(

1. 手提灭火器的维护保养 Portable fire extinguishers

(1) 由具备资质的胜任人员每年对灭火器进行检修(胜任人员可以是大副、大管轮或比其职务更高的船员);
(2) 每只灭火器应附有标签,标明其已进行了检修;
(3) CO2 / Halon 灭火器不能存放在起居处所内
(4) 应在不超过5年的间隔期内对船上存放的每同一类型、同年制造的手提灭火器各至少选取一具进行喷射试验(可作为消防演习的一部分)。
2. 手提灭火器的备用灭火剂 Spare charges for portable fire extinguishers

对于可在船上重新充装的手提灭火器要求为:
(1)对于可在船上重新充装的手提灭火器要求为:对相同型号的前10只灭火器提供100%备用灭火剂,剩余的灭火器提供50%备用灭火剂(剩余的灭火器数量不超过60只)。
(2)对于不能在船上重新充装的手提灭火器,应额外配备上述(1)中所确定的相同灭火剂量、型式、容量和数量的手提灭火器以代替备用灭火剂。
3. 手提灭火器的试验 Testing for portable fire extinguishers

所有永久性受压手提式灭火器的瓶体和非永久性受压手提灭火器的驱动气瓶的瓶体应由经我社认可的检测服务机构进行液压试验:
(1) 干粉灭火器瓶体每十年进行一次液压试验
(2) CO2 灭火器瓶体每十年进行一次液压试验
(3) 其他类型的灭火器瓶体每十年进行一次液压试验
(4) 非永久性受压手提灭火器瓶体每十年进行一次液压试验

所有香港旗的货船必须根据IMO MSC/Circ.1318 MSC.1/Circ.1318/Rev.1的要求对固定CO2灭火系统进行维护保养。货船在每次的期间,定期或换新检验时,高压气瓶应在不超过10年内进行液压试验。在10年度检修中,至少抽取总数10%的气瓶进行瓶体内部检查和液压试验。液压试验应由我社认可的检测机构进行。
5. 固定二氧化碳灭火系统控制装置
Controls for fixed carbon dioxide fire extinguishing system

二氧化碳系统应该满足下列要求:
(1)应设置两套独立的控制装置,以将二氧化碳释放至被保护处所,并确保报警装置的启动。一套控制装置应用于开启安装在将气体输送至被保护处所的管路上的阀门,另一套控制装置应用于将气体从所储存的容器中排出。应采取切实可行的措施以确保其按照此顺序操作;和
(2)两套控制装置应布置在一个释放箱内,在该箱的特定部位应设醒目标记。如果装有控制装置的释放箱上加锁,用于开启箱子的钥匙应置于设有易于敲碎的玻璃面板的盒子里,该盒子应置放在释放箱附近的明显位置处。
6. 固定泡沫灭火系统的维护保养 Foam fire-extinguishing systems

泡沫灭火系统应经由我社认可的检测机构每两年进行一次检测。 船上存储的泡沫液应在泡沫液供应上船后的3年以内进行抽样化验,以后后每年进行一次抽样化验。泡沫液的抽样化验应由经我社授权的检测机构或泡沫液生产厂家试验室执行。泡沫液的使用年头和随后的检查记录应保存在船上。
7. 自给式呼吸器气瓶的维护保养

每年应由我社认可的检修机构对所有SCBA的气瓶检查一次。 所有SCBA气瓶应每五年进行一次液压试验,液压试验应由认可的检测机构进行,液压试验日期应永久性的标识在每个钢瓶上。每套自给式呼吸器应配备2个备用充气瓶。如果船舶在适当位置配有无污染重新充装全部气瓶的设备时,只需为每套呼吸器配备1个备用充气瓶。
8.全封闭救生艇内供气系统的气瓶的维护保养

所有气瓶应每五年进行一次液压试验,液压试验应由认可的检测机构进行,液压试验日期应永久性的标识在每个钢瓶上。
10. IMSBC 规则
IMSBC证书应根据船东和我社的相关协议签发。该证书不应代表HKSAR签发,证书上不得标注“ISSUED ON BEHALF OF HKSAR”。
11.设置在远处的救生艇筏 Remotely located survival crafts

对于从船首最前端或船尾最末短至最近的救生艇筏最近一端的水平距离超过100m的货船要求增加配备的1只救生筏,如 SOLAS 第III/31.1.4条所要求的救生筏,应视为SOLAS 第III/7.2.1.2条所指的设置在远处的救生艇筏。下述要求适用于所有香港旗船舶,无论这些船舶是何时建造的。
(1)至少应配备2件救生衣和2件保温服,共设置在远处的救生筏站使用;
(2)根据SOLAS 第III/16.7条的规定,在该救生筏的准备和降落过程中救生筏的存放位置及其降落设备以及降落的水域,必须使用应急电源供电的照明系统提供足够的照明。这种照明也可采用可移动的照明灯来实现。若采用移动式照明灯,则应采取适当的支撑方式确保照明灯能稳定的放置在船舶两舷;
(3)应根据SOLAS第III/11.7条的规定,应为设置在远处的救生筏配备一个登乘梯,也可使用能以受控方式下降至水面的其他登乘设施。
* 打结的绳子不能作为受控的方式下降至水面的其他登乘设施。
12.救生艇降落装置及承载释放装置的定期检修和维护

根据IMO MSC/Circ.1206/Rev.1的要求,船舶管理公司应雇用制造厂代表或经其培训并发证的人员每年对救生艇、降落装置和承载释放装置进行检修和试验。在特殊情况下,如船舶管理公司无法找到制造厂认可的检修机构,香港海事处可接受符合下述条件的检修机构来进行救生艇、降落装置和承载释放装置的每年度检修和试验:
(1)进行检修和试验的机构必须是从事船舶修理/维护的服务商,并且具有足够的救生艇、降落装置和承载释放装置检修、试验和维护保养的工作经历,并能提供其以前进行此类检修和试验的书面证据,以证明具有足够的经历和经验,这些证明文件应使现场验船师满意且该机构必须根据IMO MSC/Circ.1277的要求获得现场验船师满意;
(2)该机构进行救生艇、降落装置和承载释放装置的每年度检修和试验时应按照IMO MSC/Circ.1206/Rev.1附则1的相关程序进行;
(3)绞车刹车的五年度动负荷试验应在我社验船师的现场全面监控下完成并满足验船师的要求;
(4)所有检修试验完成后,检修机构根据IMO MSC/Circ.1206/Rev.1附则1第13-15条的要求出具 检修试验报告、记录和证明文件应妥善的保管在船上。
13.救生艇从存放位置的移离 Lifeboat turnout

SOLAS 第III章第20.7条规定,如果天气和海况允许,除自由降落式救生艇外的所有救生艇应在不载人的情况下移离其存放位置。
14.弃船演习(非自由降落式救生艇) Lifeboat drill
IMO MSC/Circ.1206/Rev.1, annex 2, paragraph 2.3.2
当进行救生艇上有船员的弃船演习时,首先应在救生艇上无人的情况下,对救生艇进行空艇释放和回收试验以确保救生艇降落装置正常工作;然后,在艇上只有一个操作救生艇的船员的情况下,将救生艇降落至水面。
15.弃船演习(自由降落式救生艇) Freefall lifeboat drill
IMO MSC/Circ.1206/Rev.1, annex 2, paragraph 2.4.2
当释放自由降落式救生艇作为弃船演习的一部分时,只能由最少的必须操作救生艇的船员随救生艇降落至水面,然后回收救生艇。在回收救生艇时应特别小心,因为回收救生艇具有高风险。如SOLAS允许,也可按照制造厂的使用须知,根据IMO MSC/Circ.1206/Rev.1的要求进行救生艇的模拟降落释放试验。
16.救生艇防跌落装置 Lifeboat fall preventer device
IMO MSC/Circ.1327
在救生艇的承载艇钩或其释放装置失效、或者承载艇钩的意外释放的情况下,救生艇降落预防防跌落装置可以提供第二条替代的承载装置,以减少艇上人员受伤或死亡的危险。无论如何,救生艇降落预防防跌落装置不能替代安全承载释放装置。
如果安装了救生艇降落预防防跌落装置,则其必须根据制造厂IMO MSC/Circ.1327的要求进行设计、安装、检查和使用。船上的操作船员应熟悉船上救生艇上的降落预防防跌落装置的操作程序。救生艇降落预防防跌落装置操作程序也应列入ISM文件和船舶训练手册。
17.用于降落救生装置的钢丝绳索 Falls used in launching life saving appliances

钢丝绳夹、钢丝绳头卸扣不能用于钢丝绳头。若有钢丝绳夹、钢丝绳头卸扣用于主要的承重终端,则操作人员应将钢丝绳夹、钢丝绳头卸扣替换为楔形连接卡槽。
18.药物

香港旗货船应按照下列要求配备药物:

19.对船用材料和设备的要求

香港海事处接受满足IMO的有关试验程序/标准和操作规范要求的材料和设备。一般来说,由任一国家主管机关或HKMD认可的船级社所认可的船用材料和设备,可以用于香港旗货船。
20. GMDSS无线电设备的操作和维护(MSIN 54/2013)

DSC 无线电装置在接收到应答的测试情况下,可以确认该设备是处于正常有效的工作状态。无论测试多少次,如果未接收到DSC测试应答,应该将测试情况记录进无线电日志并联系岸基支持工程师检查DSC 无线电装置的有效性。
主管机关明确要求按照MSC.1/Circ.1460的要求执行。
21.船员的特免 Dispensation for shipboard crew
Article VIII of STCW Convention
根据《1978年海员培训、发证和值班标准国际公约》第VIII章的要求,除非在不可抗力的情况下,不得给予船长和轮机长特免证明。
22.船员证书签证的适用依据 Application evidence for certificate of endorsement
《香港牌照签发统一要求》是根据《1978年海员培训、发证和值班标准国际公约》第I/10第5款的要求签发的正式确认书。干部船员(大副、二副、三副)可在未取得香港主管当局签发的船员牌照前在香港旗船上工作三个月,船员牌照将在此期间根据《1978年海员培训、发证和 值班标准国际公约》第I/2第5款的要求签发。《香港牌照签发统一要求》的传真复印件作为文件证据需保存在船上,但无强制要求《香港牌照签发统一要求》的正本需保存在船上。
23.AIS 年度性能测试 Annual Performance Test of AIS

经认可无线电检测公司的有资质无线电检验人员在执行年度性能测试时需满足IMO MSC/Circ.1252 标准要求,并需将完成AIS 性能测试后由认可的无线电检测公司签署的“AIS 性能测试报告”保存于船上。
24. EPIRB 年度性能测试 Annual Performance Test of EPIRB

经认可无线电检测公司的有资质无线电检验人员在执行EPIRB 年度性能测试时需满足IMO MSC/Circ.1040 1252 标准要求,并需将完成EPIRB 性能测试后由认可的无线电检测公司签署的“EPIRB 性能测试报告”保存于船上。
25. VDR/S-VDR 年度性能测试 Annual Performance Test of VDR/S-VDR
IMO MSC/Circ.1222
经认可无线电检测公司的有资质无线电检验人员在执行VDR/S-VDR 年度
性能测试时需满足IMO MSC/Circ.1222 标准要求,并需将完成VDR/S-VDR性能测试后由认可的无线电检测公司签署的“VDR/S-VDR 性能测试报告”保存于船上。
26.PSC对船员工作和休息时间的检查

该通函旨在提醒香港旗船舶的船东、管理公司船长应遵守《1978年海员培训、发证和值班标准国际公约》有关船员工作时间和休息时间的相关规定,并建议船上采用IMO/ILO的标准格式记录船员的工作和休息时间以及工作和休息中间的间隔时间。
27.港口国控制 Port State Control
HKMSIN No.31/2009, paragraph 12
如果香港旗船舶被PSC检查后滞留,则船长和船东应立即采取如下措施:
(1) 传真一份PSC检查报告(Form A和Form B)给香港海事处,说明船舶被滞留的时间、地点和PSC检查官的姓名
(2) 联系当地的船级社办事处(进行检验或SMC审核的船级社)或船舶ISSC认可安全机构,申请其安排登轮检验或审核,以确认和消除PSC检查时发现的缺陷、不合格项;或采取港口国当局指引的纠正措施消除缺陷和不合格项。
28.应急逃生呼吸装置(EEBD) Emergency escape breathing device (EEBD)

起居处所内至少配备2套EEBD和1套备用EEBD。
机器处所需按以下要求配备EEBD:
(1) 主推进的A类机器处所
(a) 位于主推进A类机器处所内的集控室配备1套EEBD;
(b) 工作间配备1套EEBD。如果工作间可直接通往逃生通道则不需配备EEBD;
(c) 每层甲板或平台靠近撤离梯道处各配备1套EEBD。该撤离梯道作为第二种从机器处所撤离的通道(另外一种通道为封闭式围井通道或处所底部可通往安全区域的水密门);
(2) 非主推进的A类机器处所
每层甲板或平台靠近撤离梯道处至少各配备1套EEBD,除非该撤离梯道为从机器处所底部通往安全区域的水密门或构成防火围闭的围井通道;
EEBD应由胜任的船员或经我社认可的检测公司至少每年检查一次。
应根据制造商的维护保养指南进行EEBD的水压试验。
29.浸水保温服 Immersion suit
IMO MSC/Circ.1114, Annex, paragraph 3
(1) 每个船员至少配备1件合适规格的保温服
(2) 驾驶台应至少配备2 件合适规格的保温服
(3) 集控室应至少配备2 件合适规格的保温服
(4) 远处存放的救生筏站至少配备2 件合适规格的保温服
为确保浸水保温服和抗暴露服具有足够的强度和水密性,每件保温服和抗暴露服(自生产之起不超过10年)应至少每3年进行1次气压试验,超过10年的保温服则应经常进行气压试验。
30. 电子航海出版物和数字航海通告

对于香港注册船舶,使用电子航海出版物(ENPs)和带有对相关航海出版物(纸质或电子版)修改信息的数字航海通告(Ntm),请注意以下几点:
1) 无论采用何种介质,都应按照船上SMS的文件控制程序进行处理,包括及时更新程序。
2) 这类出版物或数字航海通告应在紧急情况下方便使用,而没有仅限于特定的地方使用。
3) 此外,在紧急情况下使用的这些出版物及其修改信息的硬拷贝,包括国际信号规则及IAMSAR手册应提供在船上。
4) 当香港注册船舶使用电子航海出版物时,应适用以下要求:
a) 电子航海出版物应由国际海事组织、主管机关、水文机构或主管机关认可的其他机构出版的。
b) 电子航海出版物应保持更新。
c) 对于值班船员,电子航海出版物应便于获取,而无需离开其值班处所。
d) 航海出版物应安装在由主电源和应急电源供电的专用计算机里。
e) 作为备份,电子航海出版物还应装在船上的另一台电脑上,并且在短时间内能供值班船员使用。
f) 使用系统及查看出版物的操作指南应保持在船上,并告知相关的驾驶员。
5) 对于香港注册船舶,无论是纸质或是电子版航海出版物,当使用带有对相关修改信息的数字航海通告(Ntm),应考虑上述指南的要求。
6) 关于船上应携带的出版物,具体请参见MSC-MEPC.2/Circ.2通函的内容。
31. 官方的航海日志和其他航海日志/记录
香港注册船舶官方的航海日志:特定的Form HKLOG3作为官方的航海日志,可在商船管理处领取。
下列的航海日志和记录簿可以从其他供应商或信息服务部门或海事处的缴费处购买。
1) GMDSS无线电日志
2) 油类记录簿Part I-机器处所的操作(所有船舶)
3) 油类记录簿Part II-货油/压载的操作(油船)
4) 垃圾记录簿
32. 多套载重线

申请方应直接联系认可组织(RO),并提供原载重线标志、新载重线标志及其对应的载重量等详细资料,以申请海事处获取勘划附加载重线的授权。
每套载重线标志在初次勘划及在随后的定期检查时都应由认可RO的验船师予以确认。
海事处可接受船长进行的确认。改变核对的干舷,船长应遵循相关指南的要求。
33. 货物处所固定灭火系统的免除
2000总吨及以上货船上的每一货物处所应配备符合《消防安全系统则》规定的固定式气体灭火系统。
对于专门为载运矿石、煤、粮食、未干透的木材、不燃货物或认为具有低失火危的货物而建造的香港籍货船,且船舶安装有钢舱口盖和关闭所有通风口和其他通往货物处所开口的有效装置,海事处主任可免除上述要求。
申请方(船东/管理公司/认可组织)应将免除申请连同下列资料一起发往货船安全部((e-mail:
ss_css@mardep.gov.hk):
a) 认可组织(RO)签发的一份符合声明,确认船舶满足SOLAS Ch.II-2/Reg.10.7.1.4的要求。
b) 认可组织(RO)签发的“验船证明书”(COS)的副本。
首次的免除证书应由海事处的主任签发。而后为各方操作方便,所有后续免除证书的换证,连同相关证书的换证,可由认可组织(ROs)/(RSOs)签发。这些免除证书的换证不需要咨询海事处的主任,除非在原始免除证书注明的条件无法实现。
34. 桥楼值班报警系统(BNWAS)
香港海事处的要求如下:
a) 2011年7月1日前拟安装上船的桥楼值班报警系统,最好采用符合海安会决议MSC.128(75)的性能标准要求的认可产品,除非船东提供合理理由申请我处免除。
b) 目前已经安装上船的桥楼值班报警系统,只要它具有与符合MSC.128(75)的性能标准的系统类似的功能,可不必完全满足MSC.128(75)的性能标准。
c) 对于不能完全满足MSC.128(75)的性能标准的桥楼值班报警系统,应由其制造厂或认可组织(RO)进行试验,确认其适于安装在船上,并具有与符合MSC.128(75)的性能标准类似的功能。
如桥楼值班报警系统在2011年7月1日前已安装上船,你需联系船级社确认其是否满足上述要求。2011年7月1日以后安装上船的桥楼值班报警系统,应完全满足IMO的性能标准。
Acceptance of Servicing Stations for Inflatable Life Rafts
This Administration accepts materials and equipments complying with the test procedures/standards and performance specifications laid down by IMO. In general, the Administration accept servicing stations for inflatable life rafts that are approved by a State which is Party to the SOLAS Convention or by an RO on behalf of the Administration or other Party to SOLAS Convention.
Liferaft Servicing Stations
The Administration accepts materials and equipments complying with the test procedures / standards and performance specifications laid down by IMO. In general, the Administration accept servicing stations for inflatable life rafts that are approved by a State which is Party to the SOLAS Convention or by an RO on behalf of the Administration or other Party to SOLAS Convention.

国际航空和海上搜索及救援手册修正案
该通告为了颁布IMO通函MSC.1/Circ.1513而建议各方关注即将于2016年7月1日生效的IAMSAR手册。
1.国际海事组织(IMO)海安会(MSC)于2015年6月通过了IAMSAR手册修正案。
2.作为IMO通函MSC.1/Circ.1513附则的以上修正案将于2016年7月1日生效。

登离船设施五年度负荷试验
根据HKMD邮件澄清,登离船设施五年度负荷试验应结合相应的船舶法定证书换证检验进行。
世界无线电通讯大会(2012)对无线电规则附录17和18进行了大范围的修订,虽然这些修订并不影响船上全球海上遇险和安全系统(GMDSS),但是影响了诸如港口操作和船舶交通服务(VTS)等其他频率的使用。考虑到船上安装的无线电通讯设备之间以及按照无线电规则(2012)附录17和18更新的船用高频和甚高频的频率和信道安排上可能存在不兼容,国际海事组织(IMO)海上安全委员会于92届会议(2013年6月12日至21日)通过了《船上无线通讯设备安装和使用有效性指南》。
参照该指南的要求,应采取以下措施:
1.船上及时采取行动保证无线电设备满足新的无线电规则。为满足新的要求可能需要对操作软件进行更新。
2.为了保障GMDSS的通信能力,具有窄带直接印字电报(NBDP)功能的高频无线电通信设备应在2017年1月1日及以后的第一次无线电设备检验时升级,以满足无线电规则附录17B部分第II和III节中的信道安排。
3.若非按照船旗国的特别要求进行更新,除具有窄带直接印字电报(NBDP)功能的高频无线电通信设备外的其他无线电通信设备,不需要在2017年1月1日及以后的第一次无线电设备检验时按照上述要求升级。
持证的无线电人员数量:
根据香港《商船(安全)(全球海上遇险和安全系统无线电装设)规例》第16(2)的规定,仅行走A1海区内的航程的每艘船舶,均须载有至少一名持有按照无线电规例发出的限用值机员证书、通用值机员证书、二级无线电电子证书或一级无线电电子证书其中一项的人士。行走A1海区外的航程的每艘船舶,均须载有至少一名持有按照无线电规例发出的通用值机员证书、二级无线电电子证书或一级无线电电子证书其中一项的人士。如藉海上电子维修功能而确保船舶符合第5条所指明的功能规定,则船舶须载有至少一名持有按照无线电规例发出的二级无线电电子证书或一级无线电电子证书的人士。如属在香港除外的国家注册的船舶,则可载有至少一名具有由船籍国的法律就此授权或承认的主管当局所认可的等同海上电子维修资格的人士。
无线电人员资格:
根据香港《商船(安全)(全球海上遇险和安全系统无线电装设)规例》第16(3)的规定,为施行本规例,任何人除非是下述文件的持有人,否则在香港船舶上属不符合资格
(a) 该人员应持有由通讯事务管理局发出的有效和适当的证书,或由相若的主管当局发出并获通讯事务管理局承认为与通讯事务管理局所发出的上述证书等同的有效和适当的证书;
(b) 由通讯事务管理局颁发的有效的操作授权证明,该授权证明为授权操作根据通讯事务管理局所发出的牌照而在船舶上设立的无线电通讯站。
关于对BNWAS性能标准中要求自动操作功能的补充。(43/2014)
本通告替代了NO.77/2012 香港商船资讯。
MSC.128(75)决议要求船舶具有自动操作功能,但作为一个临时措施,如果自动操作模式可用,那么不应该使用该功能!
