ADDITIONAL REQUIREMENT OF FLAG STATE
Surveyor/auditor (Article 6.3 of the Agreement)
Normally, surveys, audits and/or verification functions shall be carried out by surveyors and/or auditors working exclusively for CCS. CCS may use exclusive surveyors of another organization with which CCS has a bilateral agreement provided that the other organization is recognized by the Administration.
However, CCS may use non-exclusive surveyors provided such surveyors and all services and functions performed by such personnel relevant to this Agreement are subject to the quality assurance system of CCS. These provisions apply to CCS subcontractors and to all other suppliers of support services being relevant to statutory survey and verification certification.
Requirements for the issuance of Exemption Certificates(MC 12) |
1. This Circular applies to all Sierra Leonean vessels.
2. A request for an exemption to be granted to a vessel in accordance with the provisions of an International Convention / Code must be submitted to SLMARAD by the Recognised Organisation.
3. The request must include the following:
a. SLMARAD Application Form “TE-DOC-23 - Application for Exemption, Dispensation, Equivalent” duly filled and signed.
b. Copy of the relevant statutory certificate and its attached forms and/or supplements.
4. SLMARAD will review the request and may grant exemptions from the provisions of an International Convention / Code if the vessel complies with the conditions established by such Conventions / Codes for the specific exemption.
5. Upon reviewing the application, SLMARAD will authorize the Recognised Organisation to issue the Exemption Certificate by submitting an authorization number. The authorization number must be visible on the Exemption Certificate.
6. In case the request for an exemption is rejected, SLMARAD will inform the Recognised Organisation on the grounds of such rejection.
7. The validity of the Exemption Certificate must be identical to the relevant statutory certificate, unless SLMARAD advices otherwise.
8. Copy of the issued Exemption Certificate must be submitted by the Recognised Organisation to SLMARAD within three (3) working days upon the date of issuance.
9. The fee for the issuance of an Exemption Certificate is US$280.00.
10. In special circumstances SLMARAD may issue directly an Exemption Certificate after receiving a request from the Recognised Organisation. The Recognised Organisation must submit the documents specified in paragraph 3.
11. SLMARAD will authorize Recognised Organisations to renew previous Exemption Certificates after the documents specified in paragraph 3 are submitted collectively with the previous Exemption Certificate.
12. Recognised Organisations cannot issue or renew an Exemption Certificate prior SLMARAD’s approval.
13. The above will enter into effect as of 10th January 2017.

Flag State Inspections(MC No.31 Rev.0)
To outline the procedure, scope and requirements for Flag State Inspections of Sierra Leonean vessels.
The Flag State Inspections (FSIs) apply to all vessels registered with the Sierra Leone Flag except:
a. Vessels below fifteen (15) years of age
b. Cargo Ships below 500 gross tonnage
c. Non-propelled Barges
d. Fishing vessels navigating within Sierra Leone waters
e. Vessels navigating within the national waters of Sierra Leone
f. Laid-up vessels
The Administration reserves the right to request a FSI on the above mentioned ship categories if deemed necessary.

Flag Safety Inspections(Maritime Circular No.31,19th November 2018)
The circular outline the procedure, scope and requirements for Flag Safety Inspections of Sierra Leonean vessels.
1. The aim of Flag Safety Inspections (FSIs) is to enhance the safety standards of Sierra Leonean vessels and decrease the number of deficiencies that may result in the detention of the ship from Port State Control Authorities.
2. The Flag Safety Inspections (FSIs) apply to all vessels registered with the Sierra Leone Flag.
3. There are four types of Flag Safety Inspections as follows:
a. Pre-registration FSI: To be conducted prior to the provisional registration of a vessel under Sierra Leone Flag. This type of inspection is applicable when deemed necessary by the Administration.
b. Initial FSI: To be conducted within 3 months from the date of provisional registration.
c. Annual FSI: To be conducted within the 12-month period from the due date of Annual Taxes / Renewal of Registry.
d. Special FSI: To be carried out in special cases such as when the vessel has been detained by Port State Control or any other case as deemed necessary (ref. Maritime Circular No.9 & 11).
4. Pre-registration and Special Inspection fees and travelling/accommodation expenses (if applicable) shall be covered by the shipowners. Special Inspections required after a ship’s detention are subject to additional surcharges, as per Maritime Circular No.11.
5. The authorized Flag State Inspectors can monitor Sierra Leonean vessel arrivals at ports within their operational area and request authorization from the Administration to initiate a Flag State Inspection as set by Paragraph 3 above. Upon confirming that the vessel is eligible for FSI, the Technical Manager will authorize the attendance of the inspector on-board.
6. Any deficiencies imposed by the Flag State Inspector shall be clearly outlined in the report and submitted to the Master of the inspected vessel. Both the Master and the Flag State Inspector must sign the inspection report acknowledging the results.
7. In the case where the Flag State Inspector detects any serious / detainable deficiencies on board the vessel, then:
a. The deficiencies shall be rectified prior departure of the vessel. In case the rectifications are done in the presence of the inspector, then this shall be marked accordingly in the FSI report and Rectification Report. In case the rectifications are not done in the presence of the inspector, then supporting evidences of rectifications shall be submitted to the Administration for verification and to allow the vessel to sail.
b. In case it is not possible to rectify any serious /detainable deficiencies prior departure, then the Administration shall be immediately informed to assess the situation and provide further instructions.
8. In the event that a vessel proceeds to sea without rectifying any serious / detainable deficiency imposed during a FSI without the prior authorization of the Administration, relevant fines will be imposed (ref.: Maritime Circular No.11).
9. Deficiencies (excluding serious / detainable) shall be rectified within 10 days upon completion of the inspection, unless agreed otherwise with the administration. The Owner(s)/Manager(s) must submit the “TE-DOC-08 – Remarks Rectification Report” to the administration, duly filled and signed together with supporting evidences, upon rectification. The responsible Recognized Organization may be requested by the administration to carry out Occasional Attendance to verify rectifications of imposed deficiencies, if deemed necessary.
10. It is the responsibility of the shipowners and/or managers and/or operators to present their vessels timely for inspections required in Paragraph 3 above. Non-compliance of shipowners and/or managers and/or operators and/or masters with the above requirements or refusal to accept the attendance of the authorized Flag Safety Inspector onboard may result to the imposition of a penalty and/or any other measures as deemed necessary by the administration (ref.: Maritime Circular No.11).
11. All Flag State Inspection related correspondence shall be communicated via fsi@slmarad.com.

Issuance of Conditional Certificates
Effective date: 10th January 2017
1. Application :This Circular applies to all Sierra Leonean Vessels
2. Where the condition of a Sierra Leonean vessel or its equipment does not comply with the international and national requirements, the responsible Recognised Organisation (RO) must inform SLMARAD immediately and request authorization for the issuance of Conditional Statutory Certificate(s).
3. The request for the issuance of Conditional Statutory Certificate(s) shall be submitted only by the responsible RO to the Technical Department of SLMARAD. The Recognised Organisation shall submit the SLMARAD form “TE-DOC-22 - Application for Conditional Certificate” duly filled and signed.
4. Conditional Statutory Certificate(s) shall not be issued prior authorization from SLMARAD.
5. Upon reviewing the application, SLMARAD will authorize the RO to issue the Conditional Statutory Certificate(s) by submitting an authorisation number. The authorization number must be clearly visible on the Conditional Certificate.
6. Prior issuance of the Conditional Statutory Certificate(s), the responsible RO, must ensure that the vessel involved is fit with all respect to sail at sea without risking the safety of life at sea, the environment and any properties involved.
7. The responsible RO shall ensure the corrective actions to be taken and update this Administration accordingly. In the case that the Conditional Statutory Certificate(s) expires and a corrective action has not been taken, then the responsible RO shall withdraw the aforementioned Certificate and inform SLMARAD immediately.
8. Conditional Statutory Certificate(s) shall have validity no more than three (3) months from the date of issuance. SLMARAD will determine the validity of issued Conditional Statutory Certificate(s) together with the authorisation number as per paragraph 4 above. No extensions shall be granted concerning the Conditional Statutory Certificates.
9. Copy of the issued Conditional Statutory Certificate(s) must be submitted by the RO to SLMARAD within three (3) working days upon the date of issuance.
10. The Conditional Statutory Certificate(s) must be reported as per SLMARAD Maritime Circular No. 4.
Requirements for vessels undertaking a single voyag under tow |
(Maritime Circular No.24)
Enter into effect as of 11th January 2017
1. This circular applies to all vessels registered for a single voyage under tow
2. All vessels that are registered to undertake one single voyage under tow should have, at the time of departure the following certificates: a. International Tonnage Certificate, if applicable as per Article 3 of the ITC, 1969
b. Load Line Certificate, if applicable as per Article 4 of the ICLL, 1966 as amended
c. Towage Certificate following the guidelines of the IMO MSC/Circ. 884
d. Tow plan arrangements
e. BCC Certificate
f. Crew Dispensation or Crew COC, if the vessel will be manned
g. Exemptions issued by the Flag Administration, if applicable
3. General Tow Guidelines
a. During the tow survey, Recognized Organizations must ensure that the towing vessel:
i. Has valid certificates/licences for the intended voyage
ii. Has valid certificates/licences for Master and other crew members on board
iii. Has updated nautical charts for the intended voyage
iv. Has appropriate navigational lights, shapes & radio equipment
v. Has available equipment to be used for towing and in good condition
vi. Has available fire-fighting & lifesaving appliances, and in good condition
vii. Has available towing & emergency/spare towing gear and arrangements, and in good condition
viii. Has sufficient amount of fuel on board for the intended voyage.
b. During tow survey, Recognized Organizations must ensure for the vessel being towed: i. Is seaworthy for the intended voyage. It is important to confirm the general condition and integrity of hull and deck. In case the vessel has been damaged, it should at least have been temporarily repaired to withstand the weather during the voyage at the satisfaction of the Recognised Organisation (RO)
ii. Drafts of the vessel are checked with adequate intact stability
iii. Has the required navigation lights and shapes in good condition
iv. The battery capacity is sufficient for navigational lights to work during the intended voyage
v. Spare light bulbs for navigating lights available on board
vi. Closing arrangement for deck openings in satisfactory condition and secured properly
vii. Cargo, equipment & store are properly secured
viii. Availability and readiness of anchor for emergency use
ix. Boarding facilities are properly rigged on the tow
4. It is the responsibility of the Recognised Organisation (RO) to adhere to the above requirements and comply with any additional requirements a port authority may have. The Recognised Organisation shall contact the port of departure on time and request any special requirements the port authority may have in order to act accordingly and ensure compliance.
5. If a vessel undertaking one single voyage under tow is detained and during the review of the inspection it is found that the vessel did not comply with the requirements mentioned in paragraphs 1 and 2 above, Sierra Leone Maritime Administration, reserves the right to suspend or cancel the registration of the vessel.
6. In case of a detention that clearly shows that the Recognized Organization, Master and Ship Managers did not take the necessary steps to ensure compliance of the vessel for the one single voyage under tow, Sierra Leone Maritime Administration reserves the right to issue a fine not exceeding US$ 3,000.00 to the owner of the vessel.
Laid Up Vessels
Effective Date:
12th January 2017
Application
1. The below guidelines apply to all Sierra Leonean vessels intending to be Laid-Up.
2. Prior to lay-up, a plan for preparation of the vessel for lay-up and its maintenance while in lay-up should be developed by the owner(s) in consultation with the Port/Coastal State Authorities, Protection and Indemnity (P&I) Club, Classification Society/Recognised Organisation, and the Administration.
3. Measures to be taken prior the lay-up on a vessel:
a. Port/Coastal State Authorities: i. Owner(s)/Operator(s) shall contact the local port/coastal authorities in advance to ascertain any specific requirements and/or regulations that may be imposed on the vessel while moored or anchored at the lay-up location.
b. Protection and Indemnity (P&I) Club: i. Owner(s)/Operator(s) shall consult the Protection and Indemnity (P&I) Club for guidance prior removal of the vessel from service.
c. Classification Society/Recognised Organisation shall:
i. Identify the impact of lay-up on the vessel’s Statutory Survey and Certification status shall be determined by the Class/RO acting on behalf of the Administration;
ii. Identify the extent of manning intended;
iii. Identify safety and security measures to ensure firefighting, lifesaving, stability, and watertight integrity;
iv. Identify pollution control measures to ensure that the vessel does not present any pollution hazards during lay-up;
v. Identify level and type of pre-lay-up preservation measures;
vi. Identify level and type of maintenance during lay-up;
vii. Identify any contingency measures in place in case emergencies during lay-up;
viii. Apply any additional Class/RO requirements;
ix. Inform the Administration that the required preparations for lay-up have been made.
d. Administration:
i. Owner(s)/Operator(s) shall inform the Administration about their intention to lay-up the vessel, not later than 7 (seven) days prior the lay-up;
ii. Owner(s)/Operator(s) shall inform the Administration about the duration of the intended lay-up period;
iii. Owner(s)/Operator(s) shall apply to the Administration, through a Registration Officer, for Lay Up Registration;
iv. The following documents must be submitted by the Owners(s)/Operator(s):
Application for Registration;
Copy of notarized Bill of Sale;
Owner Company’s Incumbency Certificate (when owner is a Company);
Owner Company’s Certificate of Incorporation;
Copy of owner’s/ applicant’s passport;
KYC form;
Company’s Declaration form;
RO letter;
LRIT conformance Test (unless otherwise instructed by the Administration);
Previous Registry Certificates;
Non Encumbrance Certificate from Last Flag the vessel was registered with; and Signed Quotation.
v. A six months Provisional Certificate of Registry in Laid-up Status will be issued by our Registration Officers with the remark: "This Certificate is Only Valid while the Vessel Remains in Laid-up Status and is Not Valid for Navigation," and will be issued upon submission of the required documents and settlement of the relevant fee.
vi. For issuance of Permanent Certificate of Registry the standard procedure applies.
vii. Long Range Identification Tracking of ships (LRIT) requirements to be followed, as per Maritime Circular No.25. The Administration may authorize the master to temporarily stop, pause, or reduce the transmission of LRIT information, during the Lay-Up period;
4. At the end of the lay-up period, the Owner(s)/Operator(s), shall:
a.Consult the Class/RO to bring all inspections and surveys up to date and re-activate all Classification Society and Statutory certificates. In case the laid-up vessel is due for surveys, these shall be carried out and re-instate validity. In case the lay-up vessel is not due for surveys, the Class/RO must consult the Administration to determine the required surveys in order to ensure that the vessel is seaworthy and continues to comply with the international and national rules and regulations.
b. For the SMC (Safety Management Certificate):
i. If the interruption period of the SMS on board the ship is more than 3 (three) months but less than 6 (six) months, then an additional verification of the SMS is required. Upon satisfactory completion of the additional verification, the existing Safety Management Certificate (SMC) should be endorsed (see IMO Circular MSC-MEPC.7/Circ.9);
ii. If the interruption period of the SMS on board the ship is more than 6 (six) months, then the Company should request an Interim verification of the SMS;
c. Consult the P&I Club to re-establish full insurance coverage;
d. Apply to the Administration, through a Registration Officer, for Navigational Registration Certificates.
e. Take the appropriate steps to reactivate the vessel’s LRIT system, as per Maritime Circular No.25, where applicable;
f. Notify the Port State or Coastal State about the reactivation of the ship and communicate any further requirements to the Administration;
Extension of such an inspection for Sierra Leonean Vessels.
Effective from 10th January 2017
Application
1. This Circular applies to all
Sierra Leonean Cargo Vessels of 500 gross tonnage and above.
2. There should be a minimum of two
inspections of the outside of the ship’s bottom during any five year period,
except where SOLAS 74/88 Regulation I/14(e) or (f) is applicable. For the
definition of “any five-year period” refer to paragraph 5.7 of the IMO
Resolution A.1053 (27).
3. One such inspection should be
carried out on or after the fourth annual survey in conjunction with the
renewal of the Cargo Ship Safety Construction Certificate or the Cargo Ship
Safety Certificate. Where the Cargo Ship Safety Construction Certificate or the
Cargo Ship Safety Certificate has been extended under SOLAS 74/88, Regulation
I/14(e) or (f), this five-year period may be extended to coincide with the
validity of the certificate. In all cases the interval between any two such
inspections should not exceed 36 months.
4. The inspection of the outside of
the ship's bottom and the survey of related items should include an inspection
to ensure that they are in a satisfactory condition and fit for the service for
which the ship is intended (as per IMO MSC.1/Circ.1223). For the definition of
“related items” refer to paragraph 5.1 of the IMO Resolution A.1053 (27).
5. Inspections of the outside of the
ship's bottom should normally be carried out with the ship in a dry dock.
However, consideration may be given to alternate inspections being carried out
with the ship afloat. Special consideration should be given before ships of 15
years of age or older, other than bulk carriers and oil tankers, are permitted
to have such surveys afloat. Inspection of the outside of the ship's bottom of
bulk carriers and oil tankers of 15 years of age and over should be carried out
with the ship in dry dock.
6. Inspections with the ship afloat
should only be carried out when the conditions are satisfactory and the proper
equipment and suitably trained staff is available. For ships subject to
enhanced survey, the provisions of paragraph 2.2.22 of Annex A or B, as
applicable, of the IMO Resolution A.744 (18), as amended, should apply.
7. Where an inspection of the ship’s
bottom has not been carried out before the due dates reference should be made
to paragraph 5.6 of the IMO Resolution A.1053 (27).
8. Extending the period of
inspection of the outside of the ship’s bottom of cargo ships:
a. According to SOLAS 74
as amended, Regulation I/10 (a) (v), it is permitted for the period of five
years in which two inspections of the ship’s bottom were carried out, to get an
extension of not more than three (3) months when the Cargo Ship Safety
Construction Certificate or the Cargo Ship Safety Certificate is extended under
regulation I/14 (e) and (f). This extension should be permitted within a period
of 36 months between any such two inspections as referred in paragraph 3 of
this circular.
b. For SLMARAD to grant
extension between inspections of the outside of the ship’s bottom the
Recognized Organization issuing the Cargo Ship Safety Construction Certificate
or the Cargo Ship Safety Certificate the following documents must be submitted:
i. Formal letter from the
Ship Owner(s) and/or Management Company addressed to Sierra Leone International
Maritime Administration requesting the extension of the inspection of the
outside of the ship’s bottom and clarifying the reasons that such inspection
cannot be carried out at due time.
ii. Confirmation from the
Dock Yard that the vessel is scheduled to carry out inspection of the outside
ship’s bottom no later than by the extended date.
iii. An underwater survey
report which must be carried out in the presence of the Recognized Organization
including the approval of the diving company by the Recognized Organization or
by an Organization approved by the Flag State Administration.
iv. Statement from the
Recognized Organization confirming the acceptance of dry dock extension based
on the evaluation of the underwater survey report.
v. An updated Survey
Status Report of the vessel clearly indicating the previous dry dock survey and
the upcoming intermediate or renewal survey on the vessel.
vi. SLMARAD Application
form “TE-DOC-24 - Application for Extension of Bottom Survey, Special Survey or
Statutory Certificates” duly filled and signed by the Recognized Organization.
vii. Copy of current Cargo Ship Safety Construction
Certificate or Cargo Ship Safety Certificate.
c. SLMARAD will evaluate
each application and grant authorization for the extension of the outside of
the ship’s bottom in accordance with the relevant regulation or article.
SLMARAD will not grant more than three
(3) months dry dock extension. In exceptional cases that a vessel requires
further extension, the documents requested in paragraph 9 of this circular must
be submitted for re-evaluation from this Administration.
d. A certificate cease to
be valid if the periodical, intermediate or annual survey, as appropriate, or
the inspection of the outside of the ship's bottom is not completed within the
period specified in the relevant regulation or article. The validity of the
certificate should be restored by carrying out the appropriate survey which, in
such circumstances, should consist of the requirements of the survey that was
not carried out, but its thoroughness and stringency should have regard to the
time this survey was allowed to lapse. SLMARAD will ascertain why the survey
was allowed to lapse and consider further action, if necessary.
9. Unscheduled inspections of the outside of
the ship’s bottom for cargo ships a. Any unscheduled dry docking survey for
emergency repairs will not be credited by SLMARAD as an inspection of the
outside of the ship’s bottom as per SOLAS 74/78 Regulation I/10(a) (v). SLMARAD
may only credit such a bottom survey in case the Recognized Organization
issuing the Cargo Ship Safety Construction Certificate or the Cargo Ship Safety
Certificate, ascertains that the repairs and survey were equivalent to the
requirements of such an inspection of International Standards and the
Requirements of the Recognized Organization.
Purpose
To establish guidelines with regards to the Long – Range Identification and Tracking of Ships (LRIT) as required by SOLAS Regulation V/19-1 and resolution MSC.263(84).
Application
1. LRIT requirements apply to the following ships engaged on international voyages:
a. All passenger ships including high speed craft
b. Cargo ships, including high speed craft of 300 gross tonnage and above
c. Mobile offshore drilling units
2. LRIT Shipborne equipment must be capable of being configured to transmit the following minimum information automatically, at reporting intervals from 15 minutes to 6 hours to the LRIT Data Centre designated by this Administration:
a. The identity of the ship
b. The position of the ship
c. The date and time of the position
3. Pole Star Space Applications Limited is the designated National LRIT Data Centre for Sierra Leone Maritime Administration.
4. The following Service Providers (ASPs) are authorized to carry out the LRIT Conformance test on behalf of this Administration:
a. Pole Star Applications Ltd.Morsviazsputnik
b. China Transportation Telecommunication Center
c. Arskom Group
d. Fulcrum Maritime
e. Modootel Ltd
f. Kemilinks International Pte Ltd
g. Fupe Systems AS
5. The LRIT Conformance Test Report (ref. MSC.1/Circ.1307) shall be submitted to the Administration within a month following the initial registration of the vessel.
6. Ships fitted with Automatic Identification System (AIS) and operate exclusively within sea area A1 are not required to comply with LRIT. Sea area A1 is defined by SOLAS regulation IV/2.1.12.
7. The designated LRIT equipment must be always on and in operational condition. Any problem, which may result in the ceasing of transmission of the ship’s position report, such as deactivation of the terminal, log out, power failure etc. must be reported immediately to the Administration and at the same time, immediate actions must be taken to resume operation.
8. Any Sierra Leonean vessel which stops reporting her position via Automatic Identification System (AIS) and/or Long Range Identification and Tracking (LRIT) System, without notifying the Administration, will be considered suspicious, and will be subject to extensive investigations by the Sierra Leone Maritime Administration. In case of involvement in any illegal actions, the Administration will take drastic measures in order to ensure the International peace and security.
9. Recognized Organizations responsible for the issuance of the Cargo Ship Safety Equipment Certificate are reminded to pay extra attention on ensuring the satisfactory condition of the AIS & LRIT equipment onboard the vessels and its compliance with the international standards.
10. Failure to comply with the above guidelines, shall result to the imposition of a fine as per Maritime Circular No.11.
11. The above will enter into effect as of 30th July 2018.
“Type approvals” and “to the satisfaction of the Administration” criteria(Maritime Circular No.39,19th November 2018)
1. “Type Approvals” criteria:
a. Two equipment / products categories will be considered as follows:
(1) Equipment / products provided in the specifications of International Maritime Organization (IMO), in which case there are specifications that have been developed by IMO Committees. ROs shall accept for use equipment / products adopted under these specifications, which have been approved by maritime authorities for vessels which are registered under Sierra Leonean Flag.
(2) Equipment / products which are not provided in IMO specifications, in cases were the conventions require that the equipment / products should be of a type approved by the administration. Sierra Leone Maritime Administration (SLMARAD) in accordance with the provisions of the conventions, will accept the equipment / products approved by other IMO member states.
b. For equipment / products which are not covered under the above mentioned categories, ROs acting on behalf of the Administration, should accept national or international standards, or the standards developed by experienced organizations, for equipment / products or materials on board Sierra Leonean vessels.
c. In such circumstances, ROs shall submit to the Administration list of the approved equipment / products.
2. “To the satisfaction of the Administration” criteria:
a. SLMARAD will apply, in all cases in which the conventions ratified by the republic of Sierra Leone mention the phrase “to the satisfaction of the Administration”, the rules or interpretations made by national or international standards, or standards developed by experienced organizations for these cases, such as unified interpretations of the International Association of Classification Societies (IACS).
b. The Administration may establish its own interpretations to provide satisfactory ways of complying with certain provisions of the conventions; in which case, it is applied exclusively to all Sierra Leonean vessels.

Amendments to MARPOL Annex VI--EEXI/CII/SEEMP (Marine Circular No.49)
Ballast Water Management BWM Policy (MC.36 Rev.6, 29th June 2023)
Purpose:
To provide guidelines for compliance with the International Convention for the Control and Management of Ballast Water and Sediment, 2004 (BWM Convention).
Application
1. The BWM Convention enters into force on 8 September 2017.
2. BWM Convention applies to all Sierra Leonean ships irrespective of type, including submersibles, floating craft, floating platforms, FSUs and FPSOs.
3. BWM Convention shall not apply to ships included in Article 3, Reg.2 of the convention.
4. Commencing 8 September 2017, all Sierra Leonean vessels, shall comply with the following requirements, as applicable:
a. Vessels of <400GT, designed / constructed to carry ballast water:
i. Carry onboard a Ballast Water Management Plan, approved by an authorized RO (§9) on behalf of this Administration, in accordance with Regulation B-1. Additional guidelines for the BWM Plans are given in IMO Resolution MEPC.127(53);
ii. Carry onboard a Ballast Water Record Book, in accordance with Regulation B-2;
iii. Manage their ballast water on every voyage by performing ballast water exchange, or by treating water utilizing a type approved ballast water treatment system; b. Vessels of ≥400GT
i. Undertake surveys in accordance with Regulation E-1, and carry onboard the IBWM Certificate (excludes floating platforms, FSUs and FPSOs);
ii. Carry onboard a Ballast Water Management Plan, approved by an authorised RO (§9) on behalf of this Administration, in accordance with Regulation B-1. Additional guidelines for the BWM Plans are given in IMO Resolution MEPC.127(53);
iii. Carry onboard a Ballast Water Record Book, in accordance with Regulation B-2;
iv. Manage their ballast water on every voyage by performing ballast water exchange, or by treating water utilising a type approved ballast water treatment system; 5. Ships are required to comply with the discharge standards (Annex, Section D), as follows:
a. Existing ships are required to comply with regulation D-1 (the Ballast Water Exchange Standard) no later than 08 September 2017;
b. Existing ships will also have to comply with regulation D-2 (the Ballast Water Performance Standard) no later than the first IOPP renewal survey (MARPOL Annex I) after 08 September 2017.
c. Ships with a keel laying date after 08 September 2017 are required to comply with regulation D-2 upon delivery.
6. Exceptions, Exemptions and Equivalents are taken into consideration only as referred in Regulations A-3, A-4 & A-5 respectively. No deviation from these regulations is allowed. For the evaluation of an exemption request, the following shall be submitted:
a. SLMARAD Application Form “TE-DOC-23 – Application for Exemption, Dispensation, Equivalent” duly filled and signed;
b. Official letter from the shipowner/ISM declaring the ports/ locations in accordance with Regulation A-4.1.1 of the convention;
c. Risk assessment, in accordance with Regulation A-4.1.1 of the convention.
7. Reporting of the IBMW Certificate and BWM Plan approval to be done by the RO performing survey/ approval duties, in accordance with Maritime Circular No.4.
8. Vessels granted authorization by this Administration, in accordance with Maritime Circular No. 35 – “Early renewal survey of IOPP prior entry into force of BWM Convention”, shall comply with the requirements of this Maritime Circular and with the provisions of the Convention no later than the next IOPP renewal survey.
9. Recognized Organizations authorized to approve BWM plans and perform surveys in accordance with BWM Convention can be found in Maritime Circular No.3.
10. BWM systems approved by other Administrations will be accepted on ships under Sierra Leone flag, only if the approval has been carried out in accordance with Resolution MEPC.174(58) ,Resolution MEPC.279(70) or Resolution MEPC.300(72) as applicable. For such systems to be accepted, a type approval certificate of the BWM system shall be issued by this Administration. The required documents that need to be submitted are all existing Type Approval Certificates and Type Approval Reports (including their entire contents and all annexes, appendices or other attachments), (ref. Draft BWMS Code Annex, part 7).

船旗主管机关特殊要求
验船师/审核员(主协议第6.3条)
通常,所有检验和/或审核及其发证业务应由本社专职验船师和/或审核员执行。本社还可使用那些与CCS签有双边协议的其他检验组织的专职验船师,只要该组织业经基里巴斯海事主管机关认可。
然而,CCS也可使用非专职验船师,只要这些验船师和执行本协议所有服务和职能的人员,均被置于CCS质量体系监控范围之内。
这些规定同样适用于那些提供法定业务支持的CCS分包方。
签发免除证书的要求(Maritime Circular No.12)
1.适用于所有塞拉利昂旗船舶。
2.按照国际公约/规则要求进行的免除申请需通过认可组织提交给主管机关。
3.免除申请应包括如下内容:
a.塞拉利昂申请表“TE-DOC-23 - Application for Exemption, Dispensation, Equivalent”需填写后签字。
b.相关的法定证书及其附件的副本。
4.如果申请免除的船舶满足公约/规则中的免除条件,主管机关将对免除申请进行审批并批准免除。
5.主管机关在对免除申请审批后,将授权认可组织签发免除证书并提供一个授权编号。该授权编号必须在免除证书上可见。
6.如果免除申请未通过,主管机关会通知认可组织该拒绝原因。
7.免除证书的有效期应同相关的法定证书一致,除非主管机关另有要求。
8.免除证书的副本应当在认可组织签发免除证书后3个工作日内提交给主管机关。
9.签发免除证书的费用为280美金。
10.在特定情况下,主管机关可在收到认可组织提交的申请后直接签发免除证书,认可组织必须按上述3要求提交资料。
11.在提交上述3要求的资料以及先前签发的免除证书后,主管机关可授权认可组织对先前的免除证书进行换新。
12.认可组织在获得主管机关批准前不可签发或换新免除证书。

船旗国检查(MC No.31 Rev.0)
本通告旨在列举塞拉利昂旗船舶的船旗国检查的程序、范围和要求。
船旗国检查适用于所有登记塞拉利昂旗的船舶,不适用于下列船舶:
a.船龄小于15年的船舶
b.500总吨以下的货船
c.非机动驳船
d.在塞拉利昂水域航行的渔船
e.在塞拉利昂境内领海航行的船舶
f.搁置的船舶
主管机关保留在认为必要的时候对上述船舶进行船旗国检查的权利。
涉及船东/管理公司需要了解的检验种类和详细要求,请参见MC No.31 Rev.0的具体要求。
船旗国安全检查(Maritime Circular No.31,19th November 2018)
本通函旨在阐明塞拉利昂旗船舶的船旗国安全检查程序、范围及相关要求。
1.船旗国安全检查(FSIs)的目的是提高塞拉利昂旗船舶的安全标准,减少可能导致港口国当局滞留船舶缺陷的数量。
2.船旗国安全检查适用于所有挂塞拉利昂旗的船舶。
3.船旗国安全检查包括以下四类:
a.注册前船旗国安全检查:在临时注册成为塞拉利昂旗船舶之前进行。当主管机关认为有必要时,开展此类检查。
b.初次船旗国安全检查:在临时注册日起的3个月内进行。
c.年度船旗国安全检查:在每年缴税日/注册续期日起的12个月内进行。
d.特别船旗国安全检查:在特殊情况下例如船舶被港口国滞留后或任何认为有必要的情形时(参见第9和第11号海事通函)进行。
4.船舶所有人应支付注册前检查费用和特别检查费用以及差旅费(如适用)。根据第11号海事通函,若船舶被滞留后进行特别安全检查,应额外支付费用。
5.经授权的船旗国检查官可对其工作区域内到港的塞拉利昂旗船舶进行监控,并经主管机关授权后对船舶进行第3段中所述安全检查。当确认该船舶符合安全检查的条件后,技术主管将授权检查官登轮。
6.船旗国检查官列出的所有缺陷均应清楚的记录在报告中并交给该船船长。船长和船旗国检查官在确认结果后都要在报告上签字。
7.当船旗国检查官发现任何严重或可能导致滞留的缺陷时:
a.这些缺陷应该在船舶离港之前纠正完毕。如果检查官在场见证了相关纠正,应在船旗国安全检查报告和纠正报告中予以记录。若检查官未在场,相关纠正的支持证据应提交给主管机关验证完毕后船舶才能开航。
b.如果在船舶开航前不能纠正这些严重或滞留缺陷,应立即通知主管机关对情况进行评估并提供进一步的指示。
8.当船舶在安全检查时被发现严重或滞留缺陷时,若船舶未完成纠正且未经主管机关事先批准就开航,则会被罚款(参见第11号海事通告)。
9.除非主管机关另有规定,相关缺陷(不包括严重或滞留缺陷)必须在安全检查后的十天内完成纠正。船舶所有者/管理者应填写并签署“TE-DOC08-纠正报告摘要”,附上相关纠正证据并提交给主管机关。若主管机关认为有必要,可要求负责的认可组织临时登轮验证对相关缺陷的纠正。
10.船舶所有者和/或管理者和/或经营者有责任按时开展第3段所述安全检查。若不遵守上述规定或拒绝船旗国检查官登轮,可能被判处罚款和/或采取主管机关认为有必要的其他任何措施。(参见第11号海事通告)。

条件证书的签发
生效日期:2017年1月10日
1. 适用范围:适用于所有塞拉利昂籍船舶
2. 当塞拉利昂籍船舶状况或设备不满足国际或国内要求,RO必须立即通知塞拉利昂海事局并申请签发条件证书的授权。
3. 签发条件法定证书的申请只能由RO提交给塞拉利昂海事局技术部。RO应提交妥善填写和签署的塞拉利昂海事局格式“TEC-DOC-22-Application for Conditional Certificate”
4. 在取得塞拉利昂海事局授权之前,不允许签发条件法定证书。
5. 在符合申请后,塞拉利昂海事局将授权RO签发条件法定证书并附上一个授权号(Authorisation number)。授权号应必须在条件证书上清晰可见。
6. 在签发条件法定证书之前,RO必须确认船舶适合海上航行,并不会危害海上人命安全、环境和任何相关财产。
7. RO应确保相关纠正措施已经落实并通知主管机关。当条件法定证书失效且未采取纠正措施,RO应收回前述证书,并立即通知塞拉利昂海事局。
8. 条件法定证书的有效期应至签发之日起不超过3个月。塞拉利昂海事局将决定条件证书及前述授权号的有效期。条件法定证书应不被允许展期。
9. 条件法定证书的副本必须由RO在签发之日起3个工作日内提交给塞拉利昂海事局。
10. 条件法定证书应根据塞拉利昂海事局No.4海事通函报告主管机关。
单程引水拖航的要求
(Maritime Circular No.24)
生效日:2017年1月11日
1.
适用范围:本通函适用于进行单程引水拖航的塞拉利昂旗船舶
2.
所有进行单程引水拖航的船舶在出发之前应持有下列证书:
a.
国际吨位证书,如适用国际吨位公约(1969)第3条
b.
载重线证书,如适用国际载重线公约(1966)第4条及其修正案
c.
拖航证书,根据IMO MSC/Circ. 884指南而签发
d.
拖带计划布置图(Tow plan arrangements )
e.
BCC Certificate
f.
人员布置(crew dispensation)或者crew COC,如果船上有人的话
g.
主管机关签发的免除证书,如适用
3.
常规拖带指南
a.
在拖航检验时,RO必须确保拖带船:
i. 持有适合预定航程的有效证书/许可证
ii. 船上的船长和其他船员持有有效的证书/执照
iii. 有适合于预定航程的最新海图
iv. 有合适的航行灯、号型和无线电设备
v. 有用于拖带的可用设备,并处于良好状态
vi. 有可用的消防救生设备,并处于良好状态
vii. 有可用的拖带&应急/备用拖带设备和布置,并处于良好状态
viii. 船上有用于预定航程的足够数量的燃料
b.
在拖航检验中,RO必须确保被拖船:
i. 在预定的航程中适航。确保船舶和甲板的总体状况和完整性至关重要。当船舶被损坏时,至少应确保其被临时修理,并能够承受预定航程的天气状况,并使RO满意。
ii. 确认船舶的吃水,并有足够的完整稳性。
iii. 要求的航行灯和号型处于良好状态。
iv. 电池容量足够航行灯在预定航程中工作。
v. 航行灯的备用灯泡在船上可用。
vi. 甲板开口的关闭装置处于满意状态,并被恰当的系固。
vii. 货物、设备&物品被恰当的系固。
viii. 用于应急用途的锚随时可以。
ix. 在拖航过程中,登船设备被恰当的放置。
4.
RO应确认上述要求,并满足港口当局的额外要求(如有的话)。RO应及时联系出发港并询问港口当局是否有特殊要求,并按照其要求操作,符合相关要求。
5.
如果单程引水拖带的被拖船被滞留,且在检验复核的过程中发现船舶并不满足上述第一条和第二条的要求,塞拉利昂海事局保留暂停或取消船舶注册的权利。
6.
如果滞留清楚的显示RO、船长和船舶管理者并未采取必要的措施以确保船舶满足单程引水拖带的要求,塞拉利昂海事局保留对船东罚款不超过3,000.00美元的权利。
搁置船舶的要求(Maritime circular No.32)
生效日期:自2017年1月12日起生效
1. 适用范围:本指南适用于计划进行搁置的塞拉利昂籍船舶。
2. 在搁置之前,船东应在与搁置地港口当局/沿海主管机关、保险商、船级社/RO和船旗国主管机关磋商之后制定一份搁置及维护计划。
3. 在船舶搁置之前,应采取如下措施:
a. 搁置地港口当局/沿海主管机关:
i. 船东/经营人应提前联系当地港口/沿岸主管机关以确认其关于搁置船舶在搁置地点停泊或者锚泊的特殊要求/法规。
b. 保赔协会:
i. 在船舶停止营运前,船东/经营人应与保赔协会商议相关搁置指南。
c. 船级社/RO应:
i. 确认搁置对船舶法定检验和发证状态的影响,其应由船级社/RO代表主管机关来决定。
ii. 确认将要在船上留守的人员范围;
iii. 确认安全和保安措施以确保防火、救生、稳性和水密完整性;
iv. 确认相关防污染措施以保证船舶在搁置期间不会造成任何污染危害;
v. 确认搁置前保护措施的水平和种类;
vi. 确认搁置期间维护保养的水平和种类;
vii. 确认在搁置期间发生紧急状况的应急措施到位;
viii. 适用船级社/RO的任何额外要求;
ix. 告知主管机关,要求的搁置准备工作已经完成。
d. 主管机关:
i. 船东/经营人应不晚于搁置船舶之前7天,将其准备搁置船舶的意愿通知主管机关;
ii. 船东/经营人应将其打算搁置期限告知主管机关;
iii. 船东/经营人应通过注册官员(Registration Officer)向主管机关申请搁置注册(lay up
Registration);
iv. 船东/经营人应提交下列文件:

船舶注册的上一个船旗国的无抵押证书和签名报价(Signed Quotation)
v.塞拉利昂海事局注册官员将签发一份有效期为6个月的搁置状态条件注册证书,并标注如下内容: " This
Certificate is Only Valid while the Vessel Remains in Laid-up Status and is Not
Valid for Navigation," ,并签发提交的相关要求的文件及相关费用的结算单(settlement
of relevant fee)。
vi. 如签发长期注册证书,将按照标准流程办理。
vii. 船舶远程识别跟踪系统的相关要求参照第25号海事通函执行。在搁置期间,主管机关可以授权船长临时停止、终止或减少远程识别跟踪系统信息的传送。
4. 在结束搁置前,船东/经营人应:
a. 联系船级社/RO进行检查和检验,并重新恢复所有船级和法定证书。如果船舶正好在检验到期,应进行相关检验以确保证书的有效。如果船舶未到检验窗口期,船级社/RO必须联系主管机关以决定需要进行的检验,来确保船舶适航并继续满足国际和国内的公约和规则。
b. 关于SMC(安全管理证书)
i. 如果船上安全管理体系中断期超过3个月,但小于6个月,需要进行安全管理体系的附加审核。在满意完成安全管理体系附加审核后,现存的安全管理体系证书应被签署(参见IMO Circular MSC-MEPC.7/Circ.9)
ii. 如果船上安全管理体系中断期超过6个月,船公司应申请安全管理体系临时审核。
c. 联系保赔协会重新建立全面的保险责任范围
d. 通过注册官员向主管机关申请航行注册证书(Navigational Registration Certificates)
e. 采取合适的步骤,根据第25号海事通函重新激活船舶的远程识别跟踪系统(如适用时)
f. 通知港口当局或沿海国家关于重新启用船舶事,并与塞拉利昂海事局沟通是否有更进一步的要求。
船底外部检查、特检或法定证书的展期政策
生效日期:2017.1.10
适用范围:
1. 适用于500总吨及以上的塞拉利昂旗货船。
2. 在任何五年期间,应对船舶至少进行两次船底外部检查,除非满足SOLAS 74/88 I/14(e)或(f)条的要求。关于“任何五年期间”的定义参见IMO决议A.1053(27)第5.7条。
3. 其中一次船底外部检查应在第四次年检或之后结合货船构造安全证书或货船安全证书换证检验进行。当货船构造安全证书或货船安全证书已经根据SOLAS 74/88 I/14(e)或(f)进行了展期,则五年期可以展期至与上述证书有效期一致。在任何情况下,两次船底外部检查的间隔期都不能超过36个月。
4. 船底外部检查和相关项目的检验应包括一个确保船舶处于满意的状态并适合船舶预定用途的检验(根据IMO通函
MSC.1/Circ.1223)。关于相关项目的定义,参见IMO决议A.1053(27)第5.1条)
5. 船底外部检查通常应在干坞内进行。然而,也可考虑当船舶处于漂浮状态时,采用替代的方法。对于除散货船和油船以外,船龄为15年或更老的船舶,可以允许船舶在漂浮状态进行替代检验。船龄达到15年或者更老的散货船和油船,其船底外部检查应在干坞内进行。
6. 当检验条件令人满意且合适的设备和训练良好的人员可用时,才可允许船舶在漂浮状态进行检验。对于需要进行加强检验的船舶,IMO决议A.744(18)附录A或B第2.2.22(如适用时)应适用。
7. 当在到期日之前没有进行船底外部检查,可参考IMO决议A.1053(27)第5.6条。
8. 对货船船底外部检查展期:
a. 根据SOLAS 74及其修正案,I/10(a) (v)条,当货船构造安全证书或货船安全证书根据I/14(e)和(f)展期时,允许进行两次船底外部检查的五年期内得到一次不超过3个月的展期。根据本通函第3条的要求,任何两次船底外部检查间隔在36个月以内时,该展期才能被许可。
b. 对于塞拉利昂旗船舶,如想获得船底外部检验展期,签发货船构造安全证书或货船安全证书的RO,应提交下列文件:
1. 一封船东/船舶管理公司向塞拉利昂海事局申请船底外部检查的展期申请,并说明不能在到期日前进行船底外部检查的原因。
2. 船舶计划在不迟于展期到期前进行船底外部检查的修船厂的确认。
3. 一份水下检验报告,其必须在RO在场的情况下进行,并包含由该RO或船旗国主管机关批准的组织认可的水下检验公司的认可证书。
4. 由RO出具的符合声明,确认其基于水下检验报告评估,接受干坞展期。
5. 一份最新的船舶检验状态报告,其应清楚表明上次干坞检验和即将进行的中间检验或换证检验。
6. 由RO妥善填写并签署的塞拉利昂海事局申请格式“TE-DOC-24-船底外部检查、特检或法定证书展期申请”。
7. 目前货船构造安全证书或货船安全证书的副本。
c. 塞拉利昂海事局将评估每一份申请,并根据相关规则或条款同意对船底外部检验展期。塞拉利昂海事局不会同意超过3个月的干坞展期。在例外情况下,船舶要求进一步展期,本通函第9条要求的相关文件应提交给主管机关进行再次评估。
d. 当期间、中间或年度检验(视情况而定),或船底外部检查未在相关规则或条款规定的期间内完成,证书将失效。通过进行合适的检验,证书的有效期将恢复。在此种情况下,合适的检验应包括原来未进行的检验的要求,但其彻底性和严格性应考虑到本次检验允许取消的内容。塞拉利昂海事局将决定为何检验可以取消并考虑更进一步措施(如有必要)。
9. 货船不定期船底外部检查:
a. 任何因应急修理而进行的不定期坞检,将不被塞拉利昂海事局视为根据SOLAS 74/88 I/10 (a) (v)进行船底外部检查。只有当签发货船构造安全证书或货船安全证书的RO,确认修理和检验等效于国际标准的要求和RO的要求,塞拉利昂海事局才视其为正式的船底外部检查。
1、 适用范围和要求同SOLAS
2、Pole Star Space Applications Limited是塞拉利昂海事主管机关指定的国家LRIT数据中心。
3、下列公司(ASPs)被授权执行LRIT符合性测试
A、Pole Star Applications Ltd
B、Morsviazsputnik
C、China Transportation Telecommunication Center
D、Arskom Group
E、Fulcrum Maritime
F、Modootel Ltd
G、Kemilinks International Pte Ltd
H、Fupe Systems AS
4、LRIT符合性测试报告(见MSC.1/Circ.1307)应当在船舶初始登记的1个月内递交到主管机关。
5、船舶安装自动识别系统(AIS)且专门在SOLAS IV/2.1.12条定义的A1海区内营运的船舶不要求符合LRIT要求。
6、指定的LRIT设备必须一直处于开机及工作状态。任何问题,可能导致终止发送船舶位置报告,诸如设备失效、登记注销、电源故障等等必须立即报告至主管机关且同时立即采取恢复操作的行动。
7. 所有塞拉利昂旗船舶在没有事先报告主管机关的情况下, 停止通过AIS和/或LRIT向主管机关报告船位的,会被认为可疑并将会接受进一步的调查。 万一涉及违法, 主管机关将采取严厉的措施, 以确保国际和平与安全。
8. 提醒颁发货船安全设备证书的认可组织, 应特别关注以确保AIS和LRIT处于满意的工作状态和符合国际标准。
9、不遵守上述导则的要求,将会导致不超过US$1,000的罚款。
10. 上述要求于2018年7月30日开始实施。
“型式认可”和“令主管机关满意”的标准(Maritime Circular No.39,19th November 2018)
1.“型式认可”标准:
a. 两类设备/产品按照下述要求进行考虑:
(1) 国际海事组织(IMO)技术要求中规定的设备/产品,对于这种情况,国际海事组织委员会制定了相关的技术要求。认可组织应接受获海事主管机关批准采用这些技术要求的设备/产品,供塞拉利昂旗船舶使用。
(2) 国际海事组织(IMO)技术要求中没有规定的设备/产品,按照公约要求,这类设备/产品应获得主管机关的型式认可。塞拉利昂海事主管机关(SLMARAD)将按照公约的规定,接受国际海事组织其他成员国认可的设备/产品。
b. 对于不属于上述类别的设备/产品,如果是用于塞拉利昂旗船舶上的设备/产品或材料,认可组织应代表主管机关接受国家标准或国际标准或其他有经验的组织所制定的标准。
c. 在上述情况下,认可组织应向主管机关提交所认可的设备/产品清单。
2.“令主管机关满意”标准:
a. 塞拉利昂还是主管机关(SLMARD)将适用,在所有情况下塞拉利昂共和国批准的公约中提及的“令主管机关满意”是指针对这些情况由国家或国际标准,或者有经验的组织制定的标准所制定的规则和解释,例如国际船级社协会(IACS)的统一解释。
b. 主管机关可制定自己的解释,以提供令人满意的方式来满足公约的某些条款要求,这种情况仅适用于所有塞拉利昂旗的船舶。

压载水管理政策(MC.36 Rev.6, 29th June 2023)
目的:规定符合2004 压载水公约的实施办法
适用范围:
1、压载水公约将于2017年9月8日强制生效;
2、压载水公约适用于塞拉利昂旗所有类型船舶,但不包括:潜水器、浮动器具、浮动平台、FSUs和FPSOs;
3、压载水公约不适用于公约原文第2.3规定的船舶;
4、从2017年9月8日起,所有塞拉利昂的船舶,都应符合下列要求:
a.船舶总吨小于400总吨,设计/建造用来承载压载水
i.压载水管理计划需提供上船,并且需要由经主管机关授权的RO依据公约B-1条款进行批准,压载水管理计划需满足IMO MEPC.127(53)决议要求;
ii.船舶需按照公约B-2条款配备压载水记录薄;
iii.需通过压载水交换式或者使用被认可的压舱水处理系统方式来处理压载水;
b.船舶总吨大于或等于400总吨;
i. 依照公约E-1条款进行检验,并签发压载水证书(不包括:浮动平台、FSU和FPSO);
ii.压载水管理计划需提供上船,并且需要由经主管机关授权的RO依据公约B-1条款进行批准,压载水管理计划需满足IMO MEPC.127(53)决议要求;
iii. 船舶需按照公约B-2条款配备压载水记录薄;
iv. 需通过压载水交换式或者使用被认可的压舱水处理系统方式来处理压载水;
5、压载水排放标准需满足公约附则D的要求,详情如下:
a. 现有船压载水不迟于2017年9月8日前需满足D-I标准(压载水交换标准);
b. 现有船压载水需要在2017年9月8日后第一个IOPP换证检验后满足D-2标准(压载水性能标准);
c. 2017年9月8日后安放龙骨或相似建造阶段的船舶需满足D-2标准;
6、免责条款:
豁免和等效仅考虑符合公约条款A-2,A-3或A-4的情况,不允许违反公约相关条款的要求。对于豁免请求的评估,应提交以下内容:
a.申请书:塞拉利昂海事管理机构发布的格式为:“TE-DOC-23 – Application for Exemption, Dispensation, Equivalent”的申请书需要填写并签署;
b.正式信函:船东/ISM管理人依据公约A 4.1.1条款声明的港口或者地点;
c.风险评估:根据公约A-4.1.4条款;
7、根据第4号海事通告的规定,对IBMW证书和BWM计划将由RO执行检验和批准。
8、业经主管机关授权,依照海事通告第35号“压载水公约生效前IOPP 提前换证检验”的船舶,应需遵循本通告的要求,并且不迟于下次IOPP换证检验前满足公约相关要求;
9、已获得塞拉利昂主管机关授权具备批准BWM计划并可按照BWM公约进行检验的RO参见Maritime Circular No.3。
10. 塞拉利昂旗船舶接受被其他主管机关认可的BWM系统,但该系统需满足MEPC.174(58),MEPC.279(70)或MEPC.300(72)决议的要求。这些可接受的系统,BWM系统的型式认可证书应由该主管机关签发。需提交的文件包括所有的型式认可证书和型式认可报告(包括全部目录、附页、附录和其他附件)(参考 Draft BWMS Code Annex, part 7)。
