LONG RANGE IDENTIFICATION AND TRACKING OF SHIPS (LRIT) Marine Circulars- NMC16.2015.01
1.Except of the requirement of the Convention, LRIT shall also apply to the following vessels engaged in international voyages: in accordance with SOLAS Chapter V Reg. 1.4, this Regulation shall apply to commercial yachts of 300 GT and upwards; A rigidly connected composite unit of a pushing vessel and associated pushed vessel, when designed as a dedicated and integrated tug and barge (ITB) combination, shall be regarded as a single ship for the purpose of this Regulation.
2. Ships operating exclusively in sea area A1 (as defined in SOLAS Chap IV Reg.2.1.12) and fitted with an AIS are exempt from LRIT and generally no exemption certification is required. However, for ship owners / operators with PSC concerns, the Administration will consider, upon request, the issuance of a letter describing the ship’s operating area.
3. Authorized LRIT Conformance Test ASPs

This company has been appointed and authorized by this Administration to undertake shipborne terminal testing and subsequent issuance of LRIT CTRs on behalf of Niue.
4. LRIT Conformance Test Report (CTR)
1) The LRIT conformance test has been designed to demonstrate compliance of the shipborne terminal with the functional requirements of SOLAS Chap V Reg. 19-1.5 and of section 4 of the Performance Standards. The terminal compliance testing program lasts from 30 to 48 hours from operational activation.
2) Application form for LRIT Conformance Testing (FORM LRIT) can be downloaded at: www.niueship.com .
3) Upon submission of "Form LRIT" to the ASP, action will be taken to arrange for the necessary conformance test(s) to be carried out remotely by the ASP.
4) On satisfactory completion of a shipborne terminal conformance test, the ASP conducting the test shall issue a LRIT CTR endorsed by the Administration.
5) The original LRIT CTR shall be placed on board with copies provided to the ship's DPA and the Administration for record keeping and database entry.
6) The LRIT CTR must remain with the ship's documents for as long as the shipborne terminal is deemed compliant because it does not expire until such time as there may be reason to require the LRIT conformance test to be repeated and the LRIT CTR reissued. Such an occasion may be the result of, but may not be limited to, terminal upgrading or replacing; transfer of a terminal from one ship to another; changes in ship ownership, ship management, port of registry, Data Center and/or ASP.
5. Ship Safety Radio Survey and Safety Certification (refer to the circular of the administrator : NMC16.2015.01, Section 7)
When carrying out the survey with the Ship Safety Radio Survey and Safety Certification, please refer to (2009) Circ.No.19 Total No.348, Section 5.
6. Exceptions (refer to MSC.1/Circ.1295)

When carrying out the survey with exemption or equivalent arrangements, please refer to (2009) Circ.No.19 Total No.348, Section 7.
In addition, a Ship experiencing terminal transmission failure should immediately notify the Administration and include their status in the advance Notice of Arrival (NOA) to port States. Reports of its position at regular intervals, to be determined by the Administration and the port State, should be made to the aforesaid port State authority, if provided with the means for doing so.
8.Operational Procedures Requiring Authorization from the Administration
8.1 Masters of Niue flagged vessels shall request without undue delay authorization from the Administration to reduce or terminate the transmission of LRIT information before doing so. The Administration shall issue instructions to the master as to whether he/she is granted authorization and, if so, under what circumstances and how they are to reduce, pursuant to the provisions of paragraph 4.4.1 of the Revised Performance Standards (see reference (3) of this Marine Circular), the frequency of transmission of LRIT information or to temporarily stop the transmission of such information.
8.2 Masters shall make an entry in the record of navigational activities and incidents maintained in accordance with SOLAS, Chapter V, Regulation 28 indicating the dates and times between which:
1) the shipborne equipment is authorized to be switched off or the distribution of LRIT information ceased, where international agreements, rules or standards provide for the protection of navigational information (SOLAS Chapter V, Regulation 19-1.7.1); and
2) the frequency of transmission of LRIT information is authorized to be reduced or temporarily stopped, for example, when a ship is, undergoing repairs, modifications or conversions in drydock, standing by in port for extended periods awaiting berth or charter orders or is going into a hot lay-up or cold lay-up for a long period (refer to paragraph 4.4.1 of the Revised Performance Standards).
3) In addition, the master of a ship undergoing repairs, modifications or conversions in drydock, standing by in port for extended periods awaiting berth or charter orders or is going into a hot lay-up or cold lay-up for an extended period of time, taking into account the instructions of the Administration, shall inform the authorities of the Contracting Government within whose territory or jurisdiction the ship is located of the need to reduce the frequency of or temporarily stop the transmission of LRIT information. Permission from the local authority to do so shall be obtained in advance as may be required before doing so.
9 Type Approved Shipborne Terminal
Refer to (2009) Circ.No.19 Total No.348, Section 2.
In addition, existing shipborne terminals should not have to undergo a separate process of regulatory type approval using International Electrotechnical (IEC) standards, etc. such as that required for GMDSS terminals. Compliance with the requirements of SOLAS Chapter V, Regulation 19-1.6 in relation to the type approval of shipboard terminal may be demonstrated by conducting an LRIT conformance test in accordance with the provisions and procedures set out in Appendix 1 of MSC.1/Circ.1307 and by demonstrating performance of the shipborne terminal which meets the acceptance criteria within the range of the tolerances set out in that Appendix 1.
10. The administration does not recommend the use of any Inmarsat D+ based SSAS equipment for LRIT compliance that is not agreed in advance to be compatible with the PCDC by the Administration's ASP. However, an integrated Inmarsat Mini-C SSAS, whilst not the optimum design for an SSAS due to its "open system" design, is acceptable for LRIT use for this very reason.
11. Ships engaged on international voyages in sea areas A1, A2 and A3 or A1, A2, A3 and A4, which are using, for the purpose of transmitting LRIT information, the radiocommunication equipment fitted on board for the purpose of complying with the requirements of Chapter IV and which, for the purpose of complying with the requirements of SOLAS Chapter IV, Regulation 15.6 in relation to availability, are provided with duplicated equipment, shall use only one of the terminals as the primary terminal for LRIT. A duplicate terminal “may” be tested for compliance and used by the shipowner as a ready backup should the primary terminal develop problems.
12. Change of Flag
12.1 Validity of LRIT CTR
1) When a ship is transferring flag to Niue which has an LRIT CTR, the CTR shall be considered as remaining valid if the ASP which conducted the last conformance test is one recognized by this Administration. However, the LRIT CTR must be re-issued by the ASP concerned on behalf of the Administration indicating the new particulars of the ship but without requiring re-testing or altering the date of completion of the original conformance test.
2) In cases where the LRIT CTR is deemed to be no longer valid due to non-recognition by this Administration of the original issuing ASP or the incompatibility of the shipborne terminal with the PCDC as determined by the PCDC Administrator, equipment adjustments, if necessary, and a new LRIT conformance test must be conducted. This new LRIT conformance test must be conducted by the recognized ASP and accompanied by the issuance of a new LRIT CTR, prior to a RO issuing the applicable Full Term Safety Certificate. In such instances, the Administration shall assess each situation on a case-by-case basis to provide Attestation / Dispensation letter where deemed appropriate.
12.2 De-commissioning/Re-commissioning Satellite Provider Services
When a ship enters or leaves the Flag, as part of the transfer process there is always a de-commissioning and re-commissioning of satellite provider services for GMDSS and other communications arrangements. Upon completion, this is an indicator to the Administration that Flag change is technically accomplished. Furthermore, it must be expected that ship's name, Flag designation, Primary and Secondary LRIT system identifiers/serial numbers and LRIT active/inactive status has been changed with a change of ownership and management. It is essential that these commercial details be completed in a timely manner to accomplish or maintain compliance with the requirement to transmit LRIT information at the time that Flag change occurs.

5. Ship Safety Radio Survey and Safety Certification
5.1 Safety Radio Survey
LRIT compliance does not affect or limit the issuance or endorsement of full term CSSRC by the RO, provided the ship radio installation is in all other respects deemed to be in compliance with the requirements of SOLAS Chapter IV for the vessel.
5.2 First Survey of the Radio Installation
5.2.1 SOLAS Chap V Reg. 19-1.4.1.2 and 19-1.4.1.3 require compliance not later than the “first survey” of the radio installation after 31 December 2008 for sea areas A1, A2 and A3 and after 1 July 2009 for sea area A4 respectively. “first survey” means the first “regularly scheduled” annual, periodical or renewal survey, whichever is due first after the date specified in the relevant regulation, or any other survey that the Administration deems to be reasonable and practicable.
5.2.2 For a ship under construction, where SOLAS Chap V Reg. 2 definition of “Constructed” was applied but the ship was later delivered after 31 December 2008, and for ships constructed on or after 31 December 2008, the initial Safety Radio Survey is to be considered the “first survey”, and such ships shall comply with the requirement to transmit LRIT information before they are put into service.
5.2.3 A change of flag or other occasional Safety Radio Survey which may be called for shall not be considered the “first survey” of the radio installation. Thus, LRIT compliance would only apply at these surveys if they fall within the range of a regularly scheduled annual, periodical or renewal survey and credit for the regularly scheduled survey is sought by the ship owner/ operator.
5.2.4 Ship Safety Radio Surveys undertaken from 31 December 2008 onwards will include a terminal compliance check before initial issue, endorsement or renewal of the relevant CSSRC and amendment of the associated Record of Equipment.
5.2.5 Prior to the issue, endorsement or renewal of a PSSC, a CSSEC or a CSSC following an initial, annual, periodical or renewal survey, as the case may be, or the amendment of the associated Record of Equipment, the Administration or RO acting on behalf of the Administration shall:
(1) examine the LRIT CTR and ascertain whether it is valid;
(2) obtain information confirming that the shipborne terminal is transmitting LRIT information to the ASP and that the LRIT information transmitted by the ship will be provided through the ASP to the Pacific Cooperative Data Centre (PCDC);
(3) verify compliance of the ship with any requirements of the Regulation and of section 4 of the Performance Standards which are not reported as having been examined during the LRIT conformance test;
(4) consider any shipborne terminal which forms part of a radio installation which is already certified or is to be certified as meeting the requirements of SOLAS Chap IV and qualifying for the issue or endorsement of a PSSC, a CSSEC or a CSSC following an initial, annual, periodical or renewal survey, as the case may be, as meeting requirements of section 4 of the Performance Standards as far as the salient aspects of IMO Resolutions A.694 (17) and A.813 (19); and
(5) ascertain that the survey of the radio installation has been satisfactorily completed.
5.3 SOLAS Safety Equipment Certification
Amended by Resolution MSC.216(82) which sets out in its Annex 1, the insertion in the Record of Equipment, an entry to indicate compliance with LRIT systems and to provide for the endorsement for LRIT compliance in accordance with the Regulation.
5.4 Record of Equipment
5.4.1 The Record of Equipment means the PSSC (Form P), the CSSEC (Form E), the CSSC (Form C) and the Record of Equipment for High-Speed Craft Safety Certificate issued under the provisions of the International Code of Safety for High-Speed Craft or the International Code of Safety for High-Speed Craft, 2000.
5.4.2 Any amendment of the CSSRC or Record of Equipment for the CSSRC (Form R), or any amendment of the CSSC (Form C) or of the Record of Equipment for the CSSC (section 5 of Form C), other than that specified in subsection 7.3 above in relation to LRIT systems, will not be accepted as attesting to the compliance of the ship concerned with the requirement to transmit LRIT information.
5.5 Difficulties in Conducting Conformance Testing
5.5.1 Those who have engaged in conformance testing have advised that they have encountered difficulties when attempting to conduct conformance testing in certain parts of the world or in certain situations, for example, when a ship is in shipyard during construction or undergoing repairs or modifications. Legitimate circumstances have also precluded the timely delivery, installation and testing of shipborne equipment intended to be used to comply with the requirement to provide LRIT information prior to the occasion of the “first survey.”
5.5.2 ROs are advised that in circumstances mentioned in subsection 7.e.i above, the inability to complete the conformance testing and delivery of a LRIT CTR in time for the “first survey” should NOT be considered as making the ship unseaworthy or as a reason for delaying the ship in port until the conformance testing is satisfactorily completed and the CTR is delivered, provided suitable arrangements are made to the satisfaction of the Administration as soon as is practically possible.
5.6 Offshore, Special Units, Small Cargo Ships and Commercial Yachts
5.6.1 As the MODU Safety Certificate and the MODU Safety Certificate 1989, are not accompanied by a Record of Equipment, such selfpropelled MODUs when not on location will be considered as meeting the requirements when:
(1) sections 15 and 17 of Marine Circulars- NMC16.2015.01 are met;
(2) there is on board a valid MODU Safety Certificate 1979, or a valid MODU Safety Certificate 1989; and
(3) there is on board a valid LRIT CTR issued in accordance with the provisions of MSC.1/Circ.1307.
5.6.2 In cases where the Record of Equipment associated with the safety certificates issued to FPSOs, FSUs, OSVs, SPSs or A.494(XII)-ships, fishing vessels or yachts does not include a provision for documenting compliance with the requirement to transmit LRIT information, these ship types shall carry on board a valid LRIT CTR issued in accordance with the provisions of MSC.1/Circ.1307.
5.6.3 Cargo ships whose GT is 300 and above but of less than 500 are not required to hold a valid Cargo Ship Safety Equipment Certificate and thus there is no associated Record of Equipment (Form E) which could be endorsed so as to attest their compliance with the requirement to transmit LRIT information. The compliance of the aforesaid cargo ships with the requirement to transmit LRIT information should therefore be documented:
(1) in case they are issued with a Cargo Ship Safety Certificate, by completing the relevant entry in section 5 of the Record of Equipment (Form C); or
(2) by a valid LRIT CTR issued in accordance with MSC.1/Circ.1307.
5.7 Availability of LRIT CTR at “First Survey”
1) The standard is very clear that the LRIT CTR must be on board on the occasion of the “first survey” before the Record of Equipment can be endorsed for LRIT compliance.
2) If a shipowner intends to install a dedicated terminal on board for LRIT purposes, he/she should do so well enough in advance of the ship’s first Safety Radio Survey to avoid the circumstance where the LRIT CTR has not yet been delivered to the ship in time for the first survey.
3) If, after successful testing of the shipborne terminal, the LRIT CTR has not yet been delivered to the ship in time for the “first survey,” ROs are advised that in such circumstances the inability to produce an LRIT CTR should not be considered as making the ship unseaworthy or as a reason for delaying the ship in port until the CTR is delivered, provided again that suitable arrangements are made to the satisfaction of the Administration as soon as is practically possible.
4) In any such instance, the RO is authorized to accept an emailed PDF copy of the original LRIT CTR issued by the Administration’s appointed Test ASPs during the survey or within the 30 days limit of a Short Term Safety Equipment Certificate after the survey to complete the Safety Equipment survey in a timely manner with the understanding that at the earliest possible opportunity, the shipmanager shall effect delivery of the original LRIT CTR to the ship.
5) During any subsequent annual, periodical, renewal or change of flag survey following the initial certification of compliance of a vessel with the requirements of LRIT, the related safety certificate shall be endorsed or issued, as the case may be, provided the LRIT Conformance Test Report is still valid in accordance with the requirements stated in MSC.1/Circ.1307, paragraphs 7.2 and 7.3 and taking into account this part of Section12, below, on Change of Flag.

Emergency Postion Indicating Radio Beacon (EPIRB) (Circular NMC14.2015.01)
1. Application:
EPRIBs are required for the following Niue
flagged vessels:
a. All passenger vessels;
b. All commercial yachts; and
c. All commercial vessels
above 300GT
2. Registration
and Management of EPRIB
The administration does not
maintain the registration of beacons, and require all
beacon owners to register directly in the International 406 MHz Beacon
Registration Database (IBRD). The beacon owner can login
web site: www.406registration.com, and operate according to web page tips.For more
information, please visit the Beacon FAQ on the Cospas-Sarsat website at: http://www.cospas-sarsat.int/en/beacon-ownership/beacon-registration-faq,After the registration, the ship owner/manager
should submit a copy of the registered particulars to the administration
(email: operations@niueship.com) and print out a copy for placement on board the
vessel so that surveyors and inspectors may verify the beacon registry and the
particulars.
Attention:
a. During sale of a vessel or
change of flag, the ship owner / manager should delete or amend the information
registered on the IBRD accordingly.
b. Owners should use the
account created during the registration of the beacon(s) on the IBRD to update
the information registered whenever there is a change in the beacon
particulars, the vessel’s particulars or the emergency contact details so that
the information on the IBRD is always up to date.
3. All applicable Niue
flagged vessels should have on board annual test inspection certificate for
each EPIRB and, where appropriate, the certificate
showing the last five (5) yearly shore maintenance and service.

2.按照SOLAS第IV章Reg.2.1.12定义,仅航行于A1 海区且已经配备了AIS 系统的船舶,免除SOLAS V/19-1 条的规定,一般情况下不需要签发免除证书。然而考虑到船东和船舶经营者对于PSC检查而提出的需求,主管机签发说明船舶营运海区的文件。

4.符合性试验报告
1) LRIT符合性试验应符合SOLAS 第V章第19.1.5要求和性能标准第4部分的要求。符合性试验持续30-48小时。
2) LRIT符合性试验申请表(FORM LRIT)可以通过www.niueship.com下载得到。
3) 根据提交的申请表,授权的ASP采取有效措施,远程实施符合性试验。
4) 当满意地完成船载终端设备的符合性试验,ASP签发经主管机关签署的LRIT符合性试验报告。
5) LRIT符合性试验报告原本保存在船上,同时为了记录保存和数据库录入,副本提供给船舶岸上指定联系人和主管机关。
6) 只要船舶终端设备被认定符合要求,符合性报告必须同船舶证书文件放置在一起,并一直保持有效,除非发生下列情况(但不限于此):终端设备的升级或更换;船舶之间终端设备的转换;船东、船舶管理公司、船级港、数据中心和/或ASP服务商变更。
5. 船舶无线电检验和发证 (参见主管机关通函NMC16.2015.01第7部分)
当执船舶无线电检验和发证时,可参见中国船级社技术管理处(2009 年)通函第019 号总第348 号第5部分。

此外,当船舶遇到终端传输故障时,应立即通知主管机关并且在到港通知前将他们的情况告知港口国。如果具有相应的方法,则应由主管机关和港口国来确定船舶定期向上述港口当局报告船位。
8.主管机关授权操作程序
8.1 在减小或终止船舶LRIT信息数据传输前,纽埃旗船舶的船长应要求获得主管机关的授权,不应造成不当的延迟。主管机关应发布通知告知船长是否获得授权,如果这样的话,应告知在何种情况下,依照MSC.263(84) 第4.4.1项要求,如何减小LRIT信息传输频率或临时停止LRIT信息传输。
8.2 为了满足SOLAS第V章第28条的要求,船长应在航海活动记录中记载以下事项之间的时间:
1) 根据国际协议、规则或标准规定要保护航行信息时,经授权船载设备关闭或停止发布LRIT信息;
2)经授权,减小或临时停止LRIT信息传输频率,例如船舶正在干坞进行修理或改装,或在港内延迟等待泊位或指令,或搁置较长时间。(参见MSC.263(84)第4.4.1条)
8.3 此外,船舶正在干坞进行修理或改装,或在港内延迟等待泊位或指令,或搁置较长时间,考虑到主管机关的通知要求,船长应通知船舶所在领土或管辖权的缔约国主管机关船舶需要减少LRIT传输频率或临时停止传输LRIT信息。按照上述操作方式,需要提前获得当地主管机关的许可。
9.船舶终端设备型式认可
参见中国船级社技术管理处(2009 年)通函第019 号总第348 号第2部分。
此外,现有船舶终端设备不必像对GMDSS终端设备要求的那样,按照IEC标准进行单独常规的型式认可。按照MSC.1/Circ.1307 通函的附录1 中的条款和程序完成了LRIT符合性试验,同时进行船舶终端设备性能试验,试验结果在MSC.1/Circ.1307 通函附录1要求标准范围内,就可以认为满足了SOLAS V/19-1.6款与船舶终端设备型式认可相关的要求。
10.主管机关不建议使用任何基于Inmarsat D+的SSAS设备符合LRIT要求,因为上述设备没有事先由主管机关授权ASP同意与太平洋合作数据中心(PCDC)相兼容。但是,集成的国际海事通讯卫星Mini-C SSAS用于LRIT是被接受的,因为它是开式系统,对于SSAS不是优化设计。
11. 对于从事国际航行海区为A1+A2+A3或A1+A2+A3+A4 的船舶,如其船上为满足第IV 章及第IV/15.6 条所配备的无线电设备为双套设备,则在用于满足发送LRIT 信息要求时,只需其中一套设备用于发送LRIT 信息。另一套设备可以用于发送LRIT信息,作为主终端设备发生故障时的备用。
12.换旗
12.1 LRIT符合性试验报告有效性
1)当船舶转入纽埃旗时,如果进行上次LRIT符合性试验的ASP是纽埃主管机关认可的,持有LRIT符合性试验报告仍然被认为有效。然而,LRIT符合性试验报告必须被代表主管机关的ASP重新签发以指示新的船舶参数,但不用再次进行符合性试验或改变上次符合性试验报告的完成日期。
2)如果由于进行上次符合性试验的ASP未被主管机关认可,或船舶终端设备不符合PCDC要求,或必要的设备调整,船舶持有的LRIT符合性报告被认定为无效,必须进行新的符合性试验。在RO签发全期安全证书前,新的符合性试验必须被授权的ASP实施,同时签发新的符合性试验报告。在上述情况下,主管机关应评估每种情况,在个案的基础上,如果认定适合,提供证明/豁免信件。
12.2 退出/连接卫星服务
当船舶加入或退出纽埃旗,作为换旗过程的一部分,GMDSS设备和其他通信设备,经常会涉及到退出/连接卫星服务。在完成上述过程后,应通知主管机关换旗已技术性完成。再者,强烈期盼随着船舶所有权和管理属性改变,船舶名称、船旗国名称、主要和第二套LRIT系统标示号/系列号和LRIT激活/非激活状态已经被改变。在船舶换旗时,上述商业细节需要及时完成以完成和保持按时传输LRIT信息的要求,这样做是非常重要的。
船舶远程识别和跟踪(LRIT) Marine Circulars- NMC16.2015.01
1.除公约要求外,主管机关特别要求国际航行的300总吨及以上的商业游艇和国际航行的刚性连接的顶推船和相关顶推船(当设计作为专用和综合的拖船和驳船(ITB)组合时)适用于SOLAS 第V章的修正案-19-1 条“船舶远程识别和跟踪(LRIT)”的规定。

5. 舶无线电检验和发证
5.1 无线电检验
只要船上无线电设施的安装全部符合SOLAS公约第IV章的要求,将不影响或限制船级社签发或签署全期无线电安全证书。
5.2 第一次无线电设备检验
5.2.1 SOLAS第V章19-1.4.1.2 和 19-1.4.1.3条要求,A1+A2+A3航区的无线电设施不得晚于2008年12月31日之后的”第一次检验”,A4航区的无线电设备检验不得晚于2009年7月1日之后的”第一次检验”。第一次检验是指初次检验/定期检验/换证检验取早者,或主管机关认为合理和实际的其他检验。
5.2.2 对于适用于SOLAS公约第V章第2条定义建造中的船舶,但在2008年12月31日之后交船,以及在2008年12月31日或之后建造的,初次无线电安全检验即被认定为“第一次检验”,此类船在投入使用前应符合转换LRIT 信息的要求。
5.2.3 换旗或其他临时无线电检验不能被认为是对该无线电设施的“第一次检验”。LRIT符合性检验只适用于在常规计划的年度、期间或换证检验以及船东/管理公司定制的检验内进行。
5.2.4 2008年12月31日之后进行的无线电安全检验,在相关无线电证书以及修订的附属于安全证书的设备记录初次签发、签署和换证之前,需要包含一个终端设备的符合性检查。
5.2.5在完成初次、年度、期间或换证检验之后,签发、签署或换发客船安全证书、货船设备安全证书或货船安全证书或修订的附属的设备记录之前,主管当局或RO应:
1) 检查符合性试验报告,确定其是否有效;
2) 获取相关信息,确认船载终端设备正在将LRIT信息发送给ASP,确认由船上发送的LRIT信息将通过ASP转发给太平洋数据中心(PCDC);
3) 验证船舶满足SOLAS第V章19-1条款要求和性能标准第4节的要求,该性能标准未作为在LRIT符合性试验期间已经完成的检查予以报告;
4) 对于无线电装置组成部分的船载终端设备,经认证或将认证符合SOLAS第IV章要求,并在初次、年度、期间、换证检验后具备签发或签署客船安全证书、货船设备安全证书或货船安全证书,考察其是否满足性能标准第4节的要求,以及IMO A.694 (17) 和 A.813 (19)决议的主要要求;
5) 确认无线电设备检验是否已经圆满完成。
5.3 SOLAS设备安全发证
SOLAS设备安全发证已被MSC.216(82)决议修订,在设备记录中纳入项目以显示LRIT系统符合性并提供签署。
5.4 设备记录
5.4.1 设备记录是指客船安全证书(Form P)、货船设备安全证书设备记录(Form E)、货船安全证书设备记录(Form C)和高速艇安全证书设备记录。
5.4.2 对货船无线电安全证书或其设备记录(Form R)、或货船安全证书(Form C)或其设备记录(Form C)所做的任何修订,不包括上述5.3中涉及到LRIT系统规定的修订,均不作为船舶符合传送LRIT信息要求的证据予以接受。
5.5 符合性试验的困难
5.5.1 那些曾经参与符合性试验的人说,在世界某些地区或在某些特定情况下试图进行符合性试验遇到了困难,例如,当船舶在船厂建造、修理或改建时。法律环境亦曾使那些原本计划在“第一次检验”之前提供LRIT信息的船载设备不能及时提交、安装和测试。
5.5.2 在此情况下,如果未能及时在“第一次检验”之前完成LRIT符合性试验并提交LRIT CTR,船舶不能被视为不适航、或以此为由在港口延误船舶直至得到满意的符合性试验并提交CTR,只要船舶尽实际可行尽快做出能使主管机关满意的安排即可。
5.6 海上平台、特殊装置、小型货船和商业游艇
5.6.1 由于《海上移动钻井平台安全证书》和《1989年海上移动钻井平台安全证书》没有随证签发设备记录,当此类自航海上移动钻井平台不在固定工作地点时,应被视为满足要求,只要:
.1 满足主管机关通函NMC16.2015.01第15和17节的要求;
.2 海上移动钻井平台上持有有效的《1979年海上移动钻井平台安全证书》,或持有有效的《1989年海上移动钻井平台安全证书》;
.3 船上持有符合MSC.1/Circ.1301的规定的有效LRIT CTR。
5.6.2 当与安全证书一同签发给浮式生产储卸油装置(FPSO)浮式储油平台(FSU)、海上供应船(OSV)、特种用途船(SPS)、A.494(XII)船舶、渔船或游艇的设备记录未包含符合传送LRIT信息要求的纪录,这些船型应随船持有有效的、符合MSC.1/Circ.1307要求的LRIT CTR。
5.6.3 300总吨以上、500总吨以下的货船不要求持有有效的货船设备安全证书,因此也没有相应的设备记录(Form E)以证明其符合转换LRIT信息的要求。所以这类货船应配备以下文件,以符合传送LRIT信息的要求:
.1 持有货船安全证书时,需要填写设备记录(Form C)第5节的相关内容;或
.2 按MSC.1/Circ.1307要求签发的有效LRIT CTR。
5.7“第一次检验”时LRIT CTR的有效性
1) 显然,在签发设备记录的LRIT符合性证明之前,船舶在“第一次检验”时必须持有LRIT CTR。
2) 若船东打算在船上安装LRIT专用的船载设备终端,应提前做好准备,避免船舶在进行第一次检验时尚未获得LRIT CTR。
3) 船载终端设备成功测试后,如果在船舶“第一次检验”时未能得到LRIT CTR,建议RO不要判定船舶不适航,或以此为由在港口延误船舶直到获得CTR,只要船舶尽实际可行尽快做出适当的安排能够使主管机关满意即可。
4) 在此情况下,在检验过程中或在短期设备安全证书规定的检验后30天限期内,RO被授权接受e-mail发来的、由主管机关指定的ASP颁发的PDF版的LRIT CTR原件,进而及时完成设备安全检验,同时要求船舶经营人尽早将LRIT CTR原件交存船上。
5) 在初次签发了SOLAS第V章第19-1要求的符合证明之后的年度、期间、换证或换旗检验中,应签署或签发相关的安全证书,只要LRIT符合性测试报告保持有效,并且符合MSC.1/Circ.1307第7.2 和7.3款要求,同时考虑本节12项换旗的要求。

此外,主管机关要求现有船舶终端设备不必按照IEC标准进行单独的例行的型式认可试验,该要求也同样适用于GMDSS终端设备。符合SOLAS V/19-1.6 款的规定且经型式认可的船舶终端设备需要按照MSC.1/Circ.1307 通函的附录1 记载的程序和规定满意地完成了符合性试验,同时进行船舶终端设备性能试验,试验结果在MSC.1/Circ.1307 通函附录1要求标准范围内。

信标注册后,船东或经营人需向主管机关提交信标注册信息复印件(email:operations@niueship.com),同时在船上保存一份注册证书打印件,以备验船师和检查员验证信标注册信息。
应注意:
a. 当船舶出售或船舶换旗时,船东/船舶经营人应删除或修改相应的注册信息。
b. 当信标信息、船舶信息或应急联系信息有变化时,应及时更新EPIRB注册信息。
3 所有悬挂纽埃旗船舶船应当持有EPIRB每年度测试报告,该报告合适位置显示最近5年度的岸基维修情况。
