10.2 Survey Requirements
10.2.1 Surveys for passenger ships and ro-ro ships are to include the applicable items provided in II-C3A-2 of the Instructions.
10.2.4 Traceable requirements for the fitting of side shell doors, stern doors, bow doors and inner doors of ro-ro passenger ships:
10.2.4.1 Side shell doors and stern doors (applicable to all existing ro-ro passenger ships constructed before 30 June 1996):
(1) The structural condition of side shell doors and stern doors, especially the primary structure, the securing and supporting arrangements and the hull structure alongside and above the doors, are to be specially examined and any defects rectified.
(2) The following measures are to be complied with by all existing ro-ro passenger ships (including ships only engaged on domestic voyages) constructed before 30 June 1996 with side shell doors and stern doors:
① the structural arrangement of securing devices and supporting devices of inwards opening doors in way of these securing devices and, where applicable, of the surrounding hull structure is to be reassessed in accordance with the applicable requirements of 9.5.5 of Section 5, Chapter 9, PART TWO of CCS Rules and modified accordingly;
② the securing and locking arrangements for side shell doors and stern doors which may lead to the flooding of a special category space or ro-ro space as defined in 9.5.1.6 of PART TWO of CCS Rules, are to comply with the following requirements:
1) separate indicator lights and audible alarms are to be provided on the navigation bridge and on each operating panel to indicate that the doors are closed and that their securing and locking devices are properly positioned;
2) the indication panel is to be provided with a lamp test function. It is not to be possible to turn off the indicator light;
3) the indication panel on the navigation bridge is to be equipped with a mode selection function “harbour/sea voyage”, so arranged that audible alarm is given if the vessel leaves harbour with side shell or stern doors not closed or with any of the securing devices not in the correct position;
4) a water leakage detection system with audible alarm and television surveillance is to be arranged to provide an indication to the navigation bridge and to the engine control room of any leakage through the doors.
③ Documented operating procedures for closing and securing side shell and stern doors are to be kept on board and posted at the appropriate places.
10.2.4.2 Bow doors and inner doors (applicable to all existing ro-ro passenger ships constructed before 30 June 1996):
(1) The structural condition of bow doors and inner doors, especially the primary structure, the securing and supporting arrangements and the hull structure alongside and above the doors, are to be specially examined and any defects rectified.
(2) The following measures are to be complied with by all existing ro-ro passenger ships (including ships only engaged on domestic sea voyages) constructed before 30 June 1996 and having bow doors and inner doors:
① the location and arrangement of inner doors are to comply with applicable requirements in SOLAS Convention and in 9.4.1.2(4) of Section 4, Chapter 9, PART TWO of CCS Rules;
② ships with visor door are to comply with 9.4.6.2(7) of Section 4, Chapter 9, PART TWO of CCS Rules requiring redundant provision of securing devices preventing the upward opening of the bow door. In addition, where the visor door is not self-closing under external loads (i.e. the closing moment My calculated in accordance with 9.4.3.1(3) of Section 4, Chapter 9, PART TWO of CCS Rules is less than zero) then the opening moment Mo is not to be taken less than –My. If drainage arrangements in the space between the inner and bow doors are not fitted, the value of Mo is to be specially considered.
Where available space above the tank top does not enable the full application of 9.4.6.2(7) of Section 4, Chapter 9, PART TWO of CCS Rules, equivalent measures are to be taken to ensure that the door has positive means for being kept closed during seagoing operation;
③ ships with visor door are to comply with 9.4.6.2(8) of Section 4, Chapter 9, PART TWO of CCS Rules requiring securing and supporting devices excluding hinges to be capable of bearing the vertical design force (Fz – 10W) without exceeding the permissible stresses given in 9.4.2.1 of Section 4, Chapter 9, PART TWO of CCS Rules;
④ for side-opening doors, the structural arrangements for supporting vertical loads, including securing devices, supporting devices and, where applicable, hull structure above the door, are to be re-assessed in accordance with the applicable requirements of 9.4.6 of Section 3, Chapter 9, PART TWO of CCS Rules and modified accordingly;
⑤ the securing and locking arrangements for bow doors and inner doors which may lead to the flooding of a special category space or ro-ro space as defined in the 9.4.1.3 of PART TWO of CCS Rules are to comply with the following requirements:
- separate indicator lights and audible alarms are to be provided on the navigation bridge and on each operating panel to indicate that the doors are closed and that their securing and locking devices are properly positioned;
- the indication panel is to be provided with a lamp test function. It is not to be possible to turn off the indicator light;
- the indication panel on the navigation bridge is to be equipped with a mode selection function “harbour/sea voyage”, so arranged that audible alarm is given if the vessel leaves harbour with bow doors or inner doors not closed or with any of the securing devices not in the correct position;
- a water leakage detection system with audible alarm and television surveillance is to be arranged to provide an indication to the navigation bridge and to the engine control room of any leakage through the doors.
10.2 检验要求
10.2.1 客船、滚装船的检验应包括本须知II-C3A-2节规定的适用项目。
10.2.2 除上述10.2.1要求外,滚装船的检验尚应满足如下要求:
对具有首门(外门和内门)、舷门和尾门的滚装船和其他类似船舶尚应增加如下检查项目:
(1) 确认门及其周围的船体结构;
(2) 确认门及其动力装置的操作;
(3) 检查门的密封装置包括气密装置及有关设施;
(4) 检查门的锁紧和紧固装置;
(5) 检查锁紧/紧固装置的就地和/或遥控设施;
(6) 检查门的开、关和系固的附属设备,如钢索、链、滑轮、杆、道板和卸扣等;
(7) 确认门的密性;
(8) 检查和试验遥控屏和附属的指示灯、电视监控系统、漏水显示器、灯和报警系统;
(9) 检查船上有关注意事项和航海日志的记录;
(10) 确认内门与首门之间及车辆甲板处所内的污水系统;
(11) 确认关闭和紧固首门、内门、舷门和尾门等的操作程序已配置在船,并在适当的部位张贴,核查 操作和保养手册,并特别关注其检查记录,其内容应作为检验的基础。
(12) 对具有固定式车辆坡道、车辆跳板、承载车辆舱口盖的客滚船,应注意检查其邻近船体结构的焊缝缺陷情况、结构变形情况、结构腐蚀情况,必要时可要求进行测厚和无损探伤。
10.2.3 除上述10.2.1要求外,对客船(包括客滚船)尚应增加下列检查项目:
(1) 舱壁甲板以下的所有外板;
(2) 舱壁甲板以下的所有通道、装货舷门、垃圾槽开口、排水口、卫生污水泄水口和类似开口以及其他进水和排水口及其关闭装置;
— 对泄水管、排水管和其他进水或排水的类似开口及其管路上的阀和阀的开关指示器进行外观 检查和操作试验,确认管路和阀件无过度腐蚀和损坏,阀的操纵装置灵活有效,其开闭指示正确,应特别注意这些阀在干舷甲板上的遥控操作装置(若有时)工作的有效性。对船舶所安装的垃圾滑道(如有时)的滑道、高位和低位闸阀或螺旋止回阀、风雨密盖和排放盖、开闭指示器等进行检查和试验
(3) 舱壁甲板以下的舷窗和风暴盖的关闭;
(4) 尽实际可能检查防撞舱壁和其他水密舱壁(如尖舱、机器处所、轴遂等)并确认其水密完整性(包 括门和类似开口及其关闭装置)未受破坏。应特别注意其上的贯通件,如轴、管路及阀、通风管和电缆(适用时)等处的水密状况。
(5) 对水密门的检查。
— 检查和确认驾驶台用于表明水密门位置及指示其开/关状态的指示器工作情况正常,表明水密 门位置及开/关状态的指示器位置的图表正确。
— 所有水密舱壁上的水密门进行检验(如位于轴隧,主副机舱间或客轮等舱壁甲板下的滑动式 或闸门式的水密门),应进行就地控制(每一侧)和遥控开关试验,确认包括其动作和声光报警信号及关闭指示信号装置等以及其水密的可靠性处于有效状态。
— 在主电源和应急电源断电时,应对水密舱壁上的水密门进行手动操作试验包括就地开关(每一侧)和从舱壁甲板及以上位置的遥控开关试验,确认其能顺利和方便地完全开启和关闭。
— 注意告示包括水密门、阀门的位置和其操作装置位置及操作说明,应在所有相应位置明显地张贴。
(6) 应尽可能对横贯浸水装置(如设有)的阀和管路作一般检查,对其遥控系统进行操作试验。
— 外观检查横贯浸水装置(均标注在破损控制图上)的联通管(若可行时)和能在舱壁甲板上遥控的阀(如有时),并对该阀进行遥控启闭试验。确认有关使用该装置的相应资料已提供给该船船长,且在控制装置附近设有注意事项的告示板。
(7) 检查旅客处所和船员处所的应急逃生路线,包括相关的梯道和通道及其他安全通道保持畅通不受阻挡。各梯道、走道的扶手、踏板、支撑等均应完好。
(8) 检查滚装处所和特种处所排水系统及其排水口的防堵措施,确认其工作正常和有效。检查舱底水泵布置,并确认为每个水密舱室提供的每一舱底水泵和舱底水泵系统均有效的工作。
(9) 现场检验中,验船师应关注稳性相关约束性条件,检验时不仅要询问船上是否存有稳性资料,而且要仔细查看证书、证书簿和稳性计算书中是否有约束条件,认真检查实船确认约束条件已满足要求。
(10) 现场检验时,验船师应关注固定压载的布置及数量是否有变化,对设有永久性水压载的船舶还应关注压载水舱的情况,确认与稳性计算书中的要求一致。
10.2.4 客滚船舷门、尾门、首门和内门的追溯要求:
10.2.4.1 舷门和尾门(适用于建造日期为1996年6月30日以前的所有客滚船):
(1) 对舷门和尾门的结构状况,尤其是主要构件、紧固和支持装置以及沿门和门以上的船体结构,应进行特别检查并矫正所有缺陷。
(2) 建造日期为1996年6月30日以前的具有舷门和尾门的所有现有客滚船(包括仅从事国内海上航行的船舶),应遵守下列措施:
① 紧固装置的结构布置和这些装置内开启门的支持装置以及周围船体结构的支持装置(如适用),应按照本社规范第2篇第9章第5节9.5.5款的适用要求进行重新评估并作相应修改。
② 可能引起特种处所或滚装处所(如本社规范第2篇9.5.1.6定义)进水的舷门和尾门的紧固和锁紧布置应遵守下列要求:
1)在驾驶室和每个操作控制板处应设独立的指示灯及声响报警器,以显示门已关闭及其紧固和锁紧装置已处于适当的位置。
2)指示板应具有试灯功能,且指示灯应不能关闭。
3)在驾驶室的指示板上应设有“在港/在航”工况选择功能。若船离港时舷门或尾门未关闭或任一紧固装置不在正确位置上时,则应给出声响报警。
4)应配置带声响报警和电视监视的水渗漏探测系统,向驾驶室和机舱控制室显示门的渗漏情况。
③ 舷门和尾门的关闭和紧固书面操作程序,应保持在船上,并在适当的部位张贴。
10.2.4.2 首门和内门(适用于建造日期为1996年6月30日以前的所有客滚船):
(1) 对首门和内门的结构状况,尤其是主要构件、紧固和支持装置以及沿门和门以上的船体
结构,应进行特别检查并矫正所有缺陷;
(2) 建造日期为1996年6月30日以前的具有首门和内门的所有现有客滚船(包括仅从事国内海上航行的船舶),应符合下列措施:
① 内门的位置和布置应符合SOLAS公约的适用要求和本社规范第2篇第9章第4节9.4.1.2(4)款的要求。
② 具有罩壳式门的船舶应符合本社规范第2篇第9章第4节9.4.6.2(7)款对紧固装置的余量要求,以避免首门向上开启。并且,如果首门在外载荷作用下不自动关闭(即按照本社规范第2篇第9章第4节9.4.3.1(3)款计算出的关闭力矩My小于零),则开启力矩Mo应不小于-My。如果内门和首门之间的处所未安装排泄装置,应特别考虑Mo值。
如果舱顶以上的可用空间不能完全适用本社规范第2篇第9章第4节9.4.6.2(7)款的要求,应采取等效措施保证在海上航行操作时有有效方式使门保持关闭。
③ 具有罩壳式门的船舶应符合本社规范第2篇第9章第4节9.4.6.2(8)款对紧固和支持装置的要求,不包括在不超过本社规范第2篇第9章第4节9.4.2.1条规定的许用应力下,能够承受垂向设计力(Fz - 10W)的铰链。
④ 对于边铰链式门,支持垂向载荷的结构布置,包括紧固装置、支持装置和门以上的船体结构(如适用),应按照本社规范第2篇第9章第3节9.4.6条的适用要求进行重新计算并作相应修改。
⑤ 可能引起特种处所或滚装处所(如本社规范第2篇 9.4.1.3定义)进水的首门和内门的紧固和锁紧布置应遵守下列要求:

在驾驶室和每个操作控制板处应设独立的指示灯及声响报警器,以显示门已关闭及其紧固和锁紧装置已处于适当的位置。
